    Decentralized Purchasing Personnel

    SPIE Services Nigeria Limited is currently looking for Decentralized Purchasing Personnel to join its work force in Nigeria. 

    Responsibilities shall include:

    • Creation of Purchase Requests in SAP.
    • Preparation of commitment for His / Her Entity below 50KUSD.
    • Ensuring an appropriate and transparent competition among at least three (3) COMPANY registered vendors by running a Call for Tender (CFT) process prior to awarding a Purchase Order. This involves preparing the commercial, technical, and other documents for a CFT.
    • Receiving and opening the tenders in strict compliance with the provision of decentralized purchasing procedure.
    • Initiate and follow-up waiver validation if derogation for a Call for Tender is the only way to commit.
    • Negotiate before issuing all Purchase Orders for services with value not exceeding USD 50,000.
    • Create Call off Orders based on requests related to existing Contracts in UNISUP.
    • Ensure that the Services Entry Sheet (which translates to the Job Progress Certificate - JPC) is accurately and timely created in UNISUP to allow Vendors submit their invoices for prompt payment.
    • Ensure that the PO is duly signed by the authorized person in COMPANY and the Vendor representative prior to starting the service or work.
    • Outside routine or frequent SERVICES within the entity and propose their coverage with an Outline Agreement for possible future Call-Off contracts.
    • Prepare the contract award recommendation in accordance with decentralized purchasing procedure.
    • Ensure that all contractual documentation is properly filed, archived, and uploaded to the PO in UNISUP for reference and audit purposes.

    HSE RESPONSIBILITIES

    • Be in constant alignment with H3SE Company rules, Procedures, Instructions, and applicable legislation
    • Take the necessary measures to avert immediate threat of danger. Exercising caution as necessary to avoid danger to persons and installation.
    • Participate actively in H3SE meetings, training sessions and drills and co-operate actively in the execution of H3SE plans.

    SERVICES PERSONNEL PROFILE

    • Minimum Qualification: BSc. in Engineering / Management / Social Science.
    • Membership of relevant professional bodies in the Supply Chain and in Operational functions will be an added advantage.
    • Proficiency in MS Office Suites (Word, Excel, PowerPoint)
      Minimum of five (5) years' experience in contract and purchasing.
    • Strong communication and analytical skills are necessary for a range of complex internal and external negotiations
    • Capability to learn & be trained quickly on SAP/R3, SAP reporting tool and e-sourcing tool will be an added advantage.
    • Requires a very good interpersonal relationship, conviviality, capacity of anticipation, analysis, and synthesis

    Decentralized Purchasing Personnel

    HSE:

    • Ensure HSE policy fulfillment during his activities.
    • Establishes and maintain a strong safety culture in line with TotalEnergies’ HSE requirements and rules.
    • Complies with HSE Legislation (Occupational and process), TotalEnergies’ standards and Procedures under his area of responsibility to ensure employees safety, legislative compliance, and responsible environment attitude.
    • Complies with Operating Procedures and Guidelines with the asset to ensure process safety, operational safety, and plan integrity.
    • Contributes to achieve and improve HSE targets, respecting the existing procedures and advising new specifics ones (If required)
    • Report anomalies, accidents, near misses
    • Operates in conformity with mechanical/electrical codes, standards, regulations, and industry best practices (ASME, API, ANSI, OSHA, ISO 45001, ISO 14001)
    • Check validity of work permit relevant to work scope before handling a task.
    • Checks and verifies that mandatory aspects (including those concerning local law scenario)
    • Participate to safety talk before and after intervention.
    • Participate to key procedure audits
    • And for Electricity in particular:
    • Knowledge of electrical Certification requirements and be certified as required.
    • Be aware of permit to work and electrical isolations requirements.
    • Be aware of gas test requirement.
    • Understand hazards associated to leak tests and hydrotests.

    THEORICAL KNOWLEDGE

    • Have a basic understanding of facilities/process (from well to export).
    • Be knowledgeable of hydrocarbons behaviour and associated risks (explosion, asphyxia…).
    • Understanding and use of basic laws and units of physic (resistance, inductance, DC & AC current and voltage, frequency, active and reactive power…).
    • Be able to differentiate low and high voltages.
    • Possess notions on cable sizing and voltage dropping.
    • Be able familiar with a general facilities electrical network philosophy
    • Have a basic understanding of inter-tripping and interlocking action, load shedding and load sharing modes.
    • For electrician technicians only, have a basic understating of cathodic protection system.
    • Understand working principle of main electrical equipment
    • For those, be aware of their preventive maintenance requirements.
    • Be aware of CBM (thermography) requirement and purpose.
    • Understand principles and know the different systems of earthing
    • Understand preventive, corrective maintenance and maintenance plan concepts.

    OPERATION

    • Be able to maintain and troubleshoot small electrical installation like lighting and heat tracing circuit.
    • Be able to identify the different types of cables (including ground ones) connect those properly (using lugs) and perform their proper laying
    • Be able to do preventive maintenance on non-critical equipment

    LV Electrical equipment:

    • Be able to dismantle, replace defective parts, reassemble, reconnect, and check the system.
    • Identify all accessories
    • Identify correctly for other people risks generated by his activity.
