    Epidemiologist

    Main Purpose 

    • Assessing, implementing, and maintaining epidemiological surveillance systems/monitoring according to MSF  protocols, standards, and procedures, to contribute to evidence-based decision-making, using well-managed health  data in the outbreak and emergency MSF programs.

    Job Description 

    • Carry out key epidemiological activities in outbreak investigation (description including time, place and people with  emphasis on mapping when it is needed) and advising on the operational response  
    • Implementing and maintaining a surveillance system to monitor epidemiological trends of relevant outbreak-prone  disease based on the country hazard calendar. 
    • Guide and support the implementation of initial assessment (for the emergency situation), rapid health assessment  (baseline or follow-up) and surveys with support from both Medical coordination and HQ epidemiologist.  
    • Preparing and adapting routine documentation (survey forms, training materials, letters of request/notification,  locally appropriate consent forms etc.) with support of HQ epidemiologist. Preparing an appropriate sampling  frame and sample selection guidelines with support of HQ epidemiologist 
    • Planning and supervising the associated HR processes of the staff under his/her responsibility (recruitment,  training/induction, evaluation, potential detection, development and communication) and ensuring that staff  exhibits required skills after training and pilot test 
    • Managing data systems and ensuring accurate, high quality databases (dhis2; linelists; alert management tool)  analyzing results and preparing regular written reports on progress and findings (weekly epidemiological report;  sitreps; capitalization reports...) for medical coordinator/HQ and when appropriate to external  collaborators/networks (MoH, other NGOs, etc.) 
    • Providing training sessions to medical teams on relevant aspects of epidemiology to enhance team response  capacity (ensure all the EPREP staff at project level have the basics to carry out investigation and surveillance) 
    • Collaborate with federal and state ministry of health through respective counterparts in order to mutualize efforts  in surveillance, outbreak response and coordination (active participation in the EOC and technical working groups)  
    • Provide a weekly epidemiological report with clear and concise analysis about the epidemiological situation at country level with emphasis on potential outbreak.  
    • Detect and analyze potential alerts received from different states and trigger an investigation when relevant with  support from Medical coordination  
    • Participate actively in the implementation of the mission EPREP strategy and lead the projects team in the kick-off  of the intervention (training on case definition; implementing a linelist; coordinate the sampling in collaboration  with the state; follow up the active case search...)  
    • Brief all the medical managers and data entry supervisors about the new tools to be implemented for better  monitoring and surveillance (new linelists; diphteria; measles; meningitis) 
    • Ensure the collection and follow up of line-list including data quality, analysis and report writing, updating of  dashboard and feedback from the project and HQ. 
    • Provide technical support to the Medical coordination and field in data analysis using the existing data management systems (Praxis; dhis2; dashboard...) 
    • Be ready and committed to be deployed wherever there is need in accordance to the operational response and  strategy 
    • For the sake of the emergency response, the mission epidemiologist is expected to spend 60% of his time on the  field and 40% in coordination  
    • Supporting the Ministry of Health to improve surveillance systems as necessary 
    • Other tasks as appropriate and assigned

    Requirements 

    • Education: Medical doctor (preferable), nurse or biomedical background with a degree in epidemiology (not in public health) 
    • Experience: Previous experience as an epidemiologist with MoH is a plus.  
    • At least a few years of tropical medicine experience (having assumed a  coordination position is a plus)  
    • Experience in field epidemiology.

    Essential: Mission language, English.

    Nurse

    Main Purpose

    • Providing nursing care, treatment and follow-up of patients, according to doctors’ prescriptions, protocols applied in service and universal hygiene standards/precautions, in order to ensure the quality and continuity of care for the targeted population

    Job Description

    • Knowing, promoting, implementing and following up the universal hygiene standards/ precautions, bio-hazard prevention and infection control, security rules and other protocols and procedures in the medical premises and ensuring high standards of hygiene of his/her working environment.
    • Respecting medical secrets and confidentiality at all times.
    • Organizing and carrying out care and treatments according to medical prescriptions, and assisting during consultations, daily rounds and other medical procedures. Participating in health education of the patient (and family) when necessary.
    • Identifying Sexually Gender Based Violence victims and referring them to the medical team so they can receive the necessary treatment.
    • Knowing and is aware of the importance and appropriate use of the Post Exposure Prophylaxis (PEP) Kit
    • Ensuring patients are properly received and installed and that those with lack of autonomy are assisted, especially regarding their feeding, personal hygiene, movements and comfort. For ER and
    • OPD nurse, ensuring triage of patients in waiting areas, wards or during emergencies, detecting the priority acute/emergency cases, carrying out first aid care and referring them to the doctor when necessary
    • Sending material to be sterilized and recuperates it from sterilization
    • Carrying out admission, surveillance and follow-up of patients (i.e., assessment of the evolution of their state of health and the identification of any emergency situation or deterioration
    • Carrying and supervising administrative procedures and documents (fill in patient’s files, forms, consumptions, statistics, registers, health files, etc.), ensuring an appropriate written/oral handover, and reporting any problematic situations and cases that may arise.
    • Participating in data collection and keeping doctors/supervisors informed.
    • Participating in the department-related pharmacy and medical equipment control and maintenance (quality and its functioning, storage conditions, follow-up of expired drugs inventories, stock takes of medicines and material at every team changeover ensuring no material is taken out of nursing area/wards without prior authorization, etc.)
    • Perform cleaning and minor maintenance for biomedical equipment used. Following the user manual and protocols and alert supervisor in case of malfunctioning.
    • Supervising and training nurse-aids, nutritional assistants, cleaners and other related staff under his/her supervision, ensuring teamwork and adherence to all appropriate protocols and procedures

    The specificity of Gwange Pediatric hospital:

    • The Nurse is likely to workday / night.
    • Nurses can work in different units (Triage/E. R, ICU, Orange, Yellow, Isolation, observation).
    • Under the supervision of the department supervisor the nurse adheres to the following:
    • The nurse in triage is responsible for the triage of all patients coming to Gwange MSF hospital
    • respecting admission criteria, actively response to emergency as priority and maintains high
    • standard precautions by managing all isolation cases as per protocol.
    • He/she quickly identify all green patients and send to MOH by ensuring good communication with care takers to avoid misunderstanding and maintains good patient floor (circuit) to allow good patient care
    • The nurse should always organize at all times during his/her shift by ensuring all material needed for patient care are available, communicates to his supervisor any missing materials and ensures the daily cleaning and organization of the care trolley of his unit.
    • The nurse in charge of the unite follows all biomedical equipment’s in the unite to ensure that daily maintenance is completed by the Nurse Assistant and reports to the supervisor any dysfunction noticed and maintains up to date stock of consumables
    • The Nurse on daily basis attends the medical round with the Doctor of his unit and In his area of competence, implement the medical treatment provided in the unit according to the pathologies diagnosed, identify potential contraindications to certain medicines and ensure that the doses to patients are respected (age, weight and other particular-ties) in order to ensure therapeutic success
    • He/she participate with the supervisors in pharmacy inventories, meetings training of nurse, nurse assistants and orientation of new colleagues.
    • He/she Works in collaboration with the assistant nurse and is responsible for the supervision of nurse assistants work and patients in his/her unit using the tools at his/her disposal.
    • The nurse should maintain a good handover and documentations of all procedures performed during his shift including registration of new admissions and discharged patients’ files and any other checklist available in his/ her unit.
    • The nurse at all times should be present at duty station except when call for help in another unite and should maintain good collaboration and communication with other team members
    • In all areas of his activity, he can make proposals for improvement or adaptation to the supervisor of his unit.
    • Working in collaboration with the different actors and compliance with MSF protocols.
    • The nurse is committed to respect the free consultations and care. He respects deontology and confidentiality.
    • In addition, his manager may ask him to perform additional tasks if necessary.
    • Detects cases of severe acute malnutrition and, if necessary, organizes with the Doctor and the supervisor the referral of the patient to an adapted structure.
    • Knows / carries out the Therapeutic Patient Education (TPE), i.e. maintaining contact with all patients, providing them with information about their health status and answering their medical questions.
    • Maintain flexibility while at work and respect hierarchy.

    Hygiene:

    • Strictly apply the rules of hygiene in accordance with the standards in place in all activities.
    • Respects hygiene rules: hand washing, waste management, compulsory work uniform etc.
    • Provides advice to patients in order to maintain good hygiene in conjunction with the nurse assistant
    • / lay counselor.

    Information - Education - Communication:

    • To educate hospital patients about vaccination.
    • Routinely checks the child's immunization status.
    • Provides lifestyle advice to Caregivers.

    Requirements
    Education:

    • Essential recognized Nurse Degree / Diploma
    • Desirable bachelor’s in nursing science

    Experience:

    • Desirable 2 years of previous experience and previous experience in other NGO’s
    • Demonstrable experience in supervising and training others in a team setting.

    Languages:

    • Fluent English (oral and written English), Hausa, Kanuri are Essential
