Role Overview
- The Technical Director provides strategic and operational leadership for all technical and business development functions of the company beyond engineering, procurement, and construction (EPC) services, manpower sourcing, and general CNG retailing operations.
- This role oversees the full EPC project life cycle from bidding and tender preparation to commissioning and handover; engagement and provision of manpower that support oil and gas upstream, midstream, and downstream operations, while ensuring technical excellence, regulatory compliance, and commercial success.
- In addition, the Technical Director also drives growth by leveraging technical expertise to secure contracts and strengthen client relationships and expand company’s market presence.
Key Responsibilities
Technical Leadership & Strategy:
- Develop and implement the company’s technical strategy aligned with overall business objectives.
- Provide expert direction on engineering design, procurement, and construction and commissioning for EPC projects.
Project Management & Execution:
- Oversee the bidding, negotiation, and submission of EPC tenders and technical proposals
- Lead end-to-end EPC contracts (design, procurement, construction, commissioning).
- Ensure projects are delivered within scope, budget, schedule and quality requirements and standards.
- Oversee contract administration, risk management and compliance with regulatory standards.
Manpower Sourcing and Deployment:
- Direct the recruitment, training, certification and deployment of technical personnel.
- Maintain competency management frameworks that meet client and industry requirements.
- Build and maintain strong client relationships by delivering reliable manpower solutions.
CNG Refueling & Conversion Operations:
- Provide leadership for the setup, operation, optimization and expansion of company’s CNG refueling stations.
- Oversee CNG vehicle conversion operations, ensuring adherence to global and national safety standards.
- Ensure efficient, safe, and environmentally compliant operations.
- Drive technical innovation and expansion in the company’s CNG business line.
Engineering, Procurement and Supply Chain:
- Supervise multi-disciplinary engineering teams delivering FEED, detailed design, and technical studies.
- Oversee procurement strategy, vendor qualification, and supply chain management.
- Ensure technical specifications, quality standards, and timely delivery of equipment and services.
Business Development & Acquisition:
- Lead contributions to the technical aspects of business development, proposals, and contract negotiations.
- Identify new opportunities within oil & gas operations and EPC services.
- Support partnerships, alliances, and joint ventures to strengthen market positioning in collaboration with commercial and business development teams.
- Represent the company in client engagements, industry forums, and technical engagements.
- Ensure technical-commercial alignment that improves win rates for tenders and contracts.
Leadership & Stakeholder Engagement:
- Lead, mentor and inspire multi-disciplinary technical teams.
- Maintain productive relationships with clients, regulators, partners, and key stakeholders.
- Provide regular performance, reports and recommendations to the Board.
Governance, HSE & Compliance:
- Enforce compliance with HSE, QA/QC, and international standards (API, ASME, ISO, NUPRC, NMDPRA, SON etc.).
- Implement risk management and technical governance frameworks.
- Champion a strong culture of safety, quality, and environmental responsibility.
Qualifications & Experience
- Bachelor’s degree in Engineering (Mechanical, Electrical, Petroleum, Civil, or related discipline). Master’s degree or MBA or equivalent advanced qualification is an advantage.
- Minimum of 15 years of experiencein EPC project delivery, technical operations, or in the oil & gas sector, with at least5 years in senior management role.
- Proven track record intechnical leadership, business development, and project acquisitionacross manpower supply, engineering, procurement, and construction services.
- Strong knowledge of oil & gas industry codes, standards, and regulations (local and international).
- Professional certifications (e.g., COREN, PMP, CEng,) are highly desirable.

Job Summary
- We are seeking an experienced and highly skilled Senior Process Design & Vetting Engineer to join our Project Management Consultancy (PMC) team for an oil and gas pipeline project.
- The ideal candidate will have extensive knowledge and experience in process design, engineering, and project execution for oil and gas infrastructure projects.
- You will play a critical role in ensuring the technical integrity, safety, and efficiency of process designs while meeting client and regulatory requirements.
Key Responsibilities
Process Design and Review:
- Lead the development, review, and approval of process design documents, including PFDs, P&IDs, process simulations, heat and material balances, and equipment sizing calculations.
- Evaluate and vet process design deliverables from contractors to ensure compliance with project specifications, codes, standards, and best practices.
Technical Oversight:
- Provide technical leadership and guidance to the engineering team during the design, phase of the pipeline project.
- Ensure alignment of process designs with project objectives, client expectations, and industry standards.
Risk Assessment and Mitigation:
- Conduct HAZOP, HAZID, SIL, and other safety reviews, ensuring all identified risks are adequately addressed and mitigated.
- Evaluate process safety aspects and ensure compliance with regulatory and environmental standards.
Interface Management:
- Collaborate with multi-disciplinary teams, including mechanical, civil, instrumentation, and electrical engineers, to resolve design and integration issues.
- Serve as a key interface between the client, contractors, and vendors on process design-related matters.
Documentation and Reporting:
- Prepare and review technical reports, design basis documents, and project specifications.
- Provide regular updates to project stakeholders on design progress, challenges, and solutions.
Vendor and Contractor Coordination:
- Review and approve vendor technical submissions, including equipment and material specifications.
- Monitor contractor performance to ensure adherence to technical requirements and project timelines.
Qualifications
- Education: Bachelor's degree in Chemical Engineering or a related field (Master’s degree preferred).
- Experience: Minimum 10-15 years of experience in process engineering, with at least 5 years in a lead role for oil and gas pipeline projects.
- Certifications: Professional Engineering (PE) certification or equivalent is a plus.
- Technical Skills: Proficiency in process simulation tools such as Aspen HYSYS, HTRI, or equivalent. Strong understanding of international codes and standards (e.g., ASME, API, ISO).
- Soft Skills: Excellent communication, leadership, and problem-solving abilities.
