    Protection Officer - Zamfara (Re-Advertised)

    SCOPE OF WORK:

    The IRC is implementing a protection program featuring strengthening of community-based protection structures, capacity building, protection monitoring, information dissemination and referral services. The IRC will also building capacity of government authorities, local organizations and local communities around protection mainstreaming and protection monitoring. The IRC will also include legal assistance and counselling services. The protection program is currently implemented in the NE States of Borno, Adamawa and Yobe and Northwest States of Zamfara and Katsina. 

    Under the supervision of the Protection Manager, Protection Officer is responsible for the overall oversight and management (planning, implementation, and monitoring) of the Sector’s projects. S/he will support the Protection Manager in managing and supervising staff. S/he is responsible for ensuring that projects run smoothly by providing technical leadership, supervising, training and mentoring staff, and coordinating the implementation of project activities. The Protection Officer will contribute to the IRC Protection program development and proposal development. S/he is will play an active role in establishing and managing relationships with local partners, humanitarian actors, state authorities, beneficiaries and local/traditional leaders and contribute to the achievement of IRC Protection program and IRC SAP goals.

    Project planning and implementation

    • Responsible for the planning and timely implementation of project activities in Zamfara State, ensuring adherence to IRC policies and procedures.
    • Continuously monitor project quality; for example, strengthening data collection, reporting, accountability initiatives, and documenting the impact of IRC presence in the field.
    • Ensure synergy between the Protection sector and other IRC sectorial activities in Zamfara State in close coordination and consultation with other Protection staff.
    • Work with the Protection Manager and Coordinator to contribute to new project development, including both narratives and budgets.
    • Contribute and support effective monitoring, evaluation and learning processes and initiatives, and ensure effective data and information management for project.
    • Develop monthly work plans focused on key outputs and outcomes in consultation with other Protection staff.
    • Ensure staff contributions to project monitoring and evaluation requirements to ensure project quality, relevance and accountability to IRC's target populations.
    • Integrate community approaches, gender sensitivity, capacity building and mainstream protection into all activities as appropriate.

    Reporting and documentation

    • Ensure IRC has up-to-date information on the affected and targeted community and coordinate beneficiary lists and numbers with Reporting/Database Assistant and different stakeholders.
    • Ensure the timely and quality delivery of weekly, monthly, quarterly and annual project reports.
    • Ensure high-quality IRC and donor reports on activities, indicators and achievements.
    • Ensure that all reporting is disaggregated by age and gender.
    • Keep proper records of all project activities.

    Team Management

    • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
    • Support the Protection Manager in supervision, hiring and orientation new Protection staff as necessary.
    • Contribute to IRC Protection sector team-building efforts, help solving arising problems and support the Protection Manager in the integration of all team members into relevant decision-making processes.

    Qualifications

    • University degree in law, Political science, psychology, social sciences or social work (bachelors as a minimum).
    • Relevant experience in protection programming including focus on protection monitoring and responding to identified protection needs.
    •  Demonstrated experience using international human rights standards in protection programming.
    • Knowledge of Project Cycle Management
    • Experience of working in IDP sites (camps and host communities).
    • Experience with coordination of humanitarian protection activities essential. Skills in advocacy essential.
    • Ability to manage teams especially field teams in a challenging environment
    • Ability and willingness to live and work in a challenging environment
    •  Good communication skills (written and verbal), cultural sensitivity, flexibility, ability to improvise, team player.
    •  Ability to live and productively work under stress and in insecure and harsh environments while maintaining a sense of humor

    Humanitarian Access Safety & Security Officer

    SCOPE OF WORK:

    The HASSO is under the direct supervision of the Humanitarian Access Safety and Security Manager (HASSM). The Humanitarian Access Safety & Security Officer (HASSO) should assist HASSM to maintain, improve and expand principled humanitarian access to and by conflict-affected populations in Katsina state, assisting the implementation of humanitarian access and security management plans in compliance with IRC’s strategy and in line with humanitarian principles, humanitarian needs, Duty of Care and Gender Equality principles.

    The post holder will provide expert advice to all IRC entities based in Katsina, the shared services unit, to assist HASSM to identify changes and trends in the humanitarian access and security environment in the areas of operations and will ensure that adequate and up-to-date policies and procedures are in place and ensure people have the information they need to manage operations, to identify issues, and to recommend and implement measures to reduce them.

    Major Responsibilities

    Humanitarian Access Management 

    • Assist HASSM to develop and implement humanitarian access strategies and approaches tailored to local contexts in field sites throughout his areas of operations in Katsina State.
    • Work to ensure that IRC, its mission, and work in the areas of operations is known and accepted.
    • Work to encourage stakeholders to work with the IRC in ensuring that staff and programs are safe and allowed to continue with humanitarian activities in areas of operations.
    • Assist HASSM to provide technical input and advice in assessments to consider new IRC programs in new geographic areas.
    • Assist in the continued development of Humanitarian Access Safety and Security teams and activities across areas of operations.
    • Assist HASSM to oversee and advise on the implementation and review of tailored acceptance strategies.
    • Enhance IRC image and acceptance within the community and amongst stakeholders by providing guidance on inclusive visibility strategies.
    • Work with appropriate IRC units, including HR, to ensure timely and appropriate follow-up to violations of IRC’s Code of Conduct, in addition to operational breaches to humanitarian principles.

    Safety and Security Risk Management

    • Assist HASSM to organize monthly Security Focal Group (SFG) Meeting.
    • Work with FC or SAM to develop, consolidate and implement operating procedures and contingency plans.
    • Assist HASSM to develop and maintain a network of IRC Security Focal Points and enhance gender balance.
    • Maintain record of security training for staff.
    • Ensure replenishment of hibernation kit, first aid kit.
    • Update security incident database regularly.
    • Work closely with HASSM to conduct risk assessments of contracted and prospective offices and residences.

    Liaison, networking, analysis

    • Assist the HASSM to establish and maintain relations and networks in Katsina to facilitate understanding and influence on humanitarian access environment.
    • Identify barriers to access and develop strategies to address them in area of responsibility including hard-to-reach and contested areas and establishment of partnerships to expand reach.
    • Assist the HASSM to develop and maintain contact lists, stakeholder analyses and humanitarian access profiles in area of responsibility.
    • Assist HASSM on day-to-day operations related to humanitarian access and liaison with authorities and other entities for administrative and substantive staff, program, and organizational needs.

    Context Analysis and Reporting:

    • To Monitor the context, compile, and report information, including incidents and trends pertinent to Humanitarian Access, Safety and Security Manager.
    • Submit monthly contextual analysis as needed by the HASSM and relevant field and program management.
    • Work closely with IRC field management teams to assist HASSM to ensure all incidents are followed up with an official written report.
    • Assist HASSM to monitor the operating environment, identify new threats, assess IRC vulnerabilities, and recommend possible responses.
    • Contribute to local-level conflict sensitivity analysis and macro- level analysis of trends in the State.

    Training and Capacity Building 

    • Assist HASSM to organize high quality, regular trainings to build the capacity of staff,
    • to enable them deal with security-related risks, threats, and incidents
    • Render administrative support to HASSM in providing regular training.
    • To assist HASSM in providing Security briefings to national and international staff and IRC visitors when deemed necessary.

    Qualifications

    • Bachelor’s degree in business administration, Public Administration, Psychology, Criminal Justice, Law, Security Management or related field is required.

    Work Experience:

    • Minimum of three (3) years of professional experience in providing security services, working with INGO or NGO in Northwest or in Northeast.

    Child Protection Officer (Re-Advertised)

    Job Overview/Summary:

    This position is responsible for coordinating and supervising activities at the sites, training community structures, supporting case workers and CP assistants and monitoring program implementation. They will also work closely with the child Protection Information Management System focal point /MEAL Officer (CPIMS) and line manager to ensure quality data collection and management, report writing and budget implementation.

    Major Responsibilities:

    • Provide individual/technical support and supervision to case workers and CP assistants.
    • Monitor all CP program implementation at the field level.
    • Ensure close coordination with implementing partners and relevant government agencies.
    • Ensure regular communication with the line manager for updates on achievements and challenges.
    • Coordinate with other IRC sectors staff (e.g. WPE, Protection, Health and Livelihoods) at field level to ensure an integrated approach to service delivery
    • Work closely with the Community Based Protection Committees (CBPCs) and supervise their weekly/monthly meetings and activities.
    • Lead all quarterly safety audits/mappings and child protection monitoring.
    • Provide input for weekly and staff activity reports.
    • Work with the CPIMS team to produce verified data for reporting.
    • Effectively communicate with other Consortium CP team members, government social workers and service
    • providers to ensure beneficiaries are linked to required services.
    • Regularly organize internal team meetings.
    • Regularly organize and attend case management meetings at field level.
    • Work closely with the line manager to develop monthly, and program technical working group quarterly reports and midterm/end of project narrative report.

    Other duties

    • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to the line manager, and when liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.
    • Other duties as assigned by the supervisor to enable and develop IRC programs.

    Logistics, Finance, and Reporting

    • Ensure activities are facilitated in accordance with IRC logistics policy and in a timely manner to ensure the successful implementation of programs.
    • Ensure all relevant financial documentation is completed accurately as required by IRC finance policy.
    • Prepare and submit required reports in a timely manner and incorporate manager feedback.

    Qualifications

    • A minimum qualification of a degree or HND in Social Works, Psychology, Education, and any of the other social sciences.
    • At least four years’ experience in implementing child protection programs in humanitarian or development settings.
    • Demonstrated understanding of working with children and particularly vulnerable children.
    • Experience in supporting the delivery of psychosocial activities, emergency response, child protection case management including family tracing and reunification, and setting up child safeguarding mechanisms.
    • Demonstrated understanding of coaching and supervision/team management.
    • Personal qualities: Team player, flexible, network-builder, time management and ability to handle pressure well.
    • Fluency in English required and in Hausa preferred.
