Job Overview/Summary
Under the supervision of the Nutrition Manager, the Stabilization Center Doctor will be responsible for all clinical aspects of the nutrition project at Nana Asma’u Stabilization Center in Yola, while also supporting other technical and administrative nutrition functions. The role requires a high level of integrity, transparency, and commitment to effective project implementation.
The Doctor will lead and oversee all stabilization center interventions, working closely with IRC nutrition staff, Ministry of Health incentive workers, Nutrition Officers, and Nutrition Nurses. The position reports to the sector through the Nutrition Manager.
Major Responsibilities
Clinical Management
- The stabilization center doctor will provide overall clinical leadership in the management of children with Severe Acute Malnutrition (SAM) with medical complications in line with national and WHO guidelines.
- He/She will conduct thorough medical assessments, diagnosis, and treatment of admitted patients.
- Prescribe and monitor appropriate therapeutic feeding (F-75, F-100) and routine medications for the SAM admitted clients
- Monitor the availability and proper use of therapeutic supplies (RUTF, F-75, F-100) and essential drugs.
- Report stock levels and prevent stock-outs through timely communication with supply chain teams.
- Manage medical complications such as infections, dehydration, anemia, and other co-morbidities
- Ensure proper implementation of the 10-step protocol for inpatient management of SAM.
- Ensure accurate and timely recording of patient data, admissions, discharges, and outcomes.
- Compile and submit routine reports in line with program requirements.
- Support data quality checks and use data for decision-making and program improvement.
- Ensure adherence to infection prevention and control measures within the stabilization center.
- Promote hygiene and sanitation practices among staff and caregivers.
- Provide counseling to caregivers on infant and young child feeding (IYCF) and home care practices.
- Support follow-up mechanisms and caregiver understanding of treatment plans.
Program Development
- Contribute to donor reporting as required.
- Ensure budgets are utilized effectively and efficiently, in compliance with IRC financial procedures and donor requirements.
Staff Performance Management, Learning & Development:

- Monitor and supervise MoH incentive staff to ensure tasks are performed effectively and in line with their job descriptions and provide timely written feedback.
- Coach, train, supervise, and mentor direct reports by setting clear expectations, establishing annual performance objectives, delivering regular constructive feedback, and conducting documented semi-annual performance reviews.
- Hold regular, structured one-on-one meetings with each direct report, at least monthly.
- Develop and implement continuous education programs for Nutrition staff, including formal training and on-the-job capacity building for nutrition personnel.
- Design and implement measurable staff development plans that promote on-the-job learning, strengthen technical capacity, encourage knowledge sharing, and support career growth.
- Ensure full compliance with IRC Global HR Policies and Procedures and consistently model high standards of adherence to all relevant policies and regulations.
Coordination & Representation
- Represent the program in engagements with local government authorities, partner organizations, and other relevant stakeholders as required.
- In coordination with the Nutrition Manager, build and sustain strong working relationships with key stakeholders, including government actors, international and local NGOs, and other partners.
- Participate in relevant coordination meetings related to the Nutrition program, ensuring IRC priorities are effectively communicated and integrated.
- Support the organization of and participation in field visits for both internal and external stakeholders when necessary.
- Work closely with other sectors—such as Women’s Protection & Empowerment, Child Protection, Protection and Rule of Law, and Environmental Health—to ensure the delivery of a comprehensive and integrated package of services that meets community needs.
Job Requirements
Education: Degree in Medicine and Surgery from a recognized institution, with strong public Health background, master’s in public health is an added advantage
Work Experience:
- Additional training in pediatrics, nutrition, or public health is an added advantage
- Minimum of 2 years post NYSC experience in clinical medicine and public health.
- Experience in supervising nutrition staff at the stabilization center health facility
- Previous experience in Nutrition programs and NGO experience is preferred.
- Ability to handle multiple tasks simultaneously, set priorities, and meet deadlines.
- Experience in inpatient treatment of severe acute malnutrition with complications.
- Experience in Nutrition in community-based programs.
- Training and experience on treatment of acute malnutrition.
- Experience in managing Nutrition program in complex emergencies.

The Cash Program Officer will be responsible for the direct implementation of the IRC Cash Transfer activities across targeted LGAs of implementation in Borno State. He/she will support in conducting relevant assessments such as market assessments, cash feasibility studies, baseline and endline assessments, beneficiary registration, beneficiary verification, beneficiary selection, cash disbursement monitoring, post distribution monitoring, community mobilization, stakeholders’ collaboration activities etc.
Under the Direct supervision of the Cash Program Manager, The Cash Program Officer will be the primary field-level position for planning, implementing, monitoring, and evaluating cash-based intervention and spends most of his/her time in the field, ensuring that cash assistance is delivered efficiently, transparently, and in accordance with IRC organizational policies and donor requirements, while maintaining accountability to affected populations.

The main objective of the Cash Program Officer position is to efficiently implement cash response across the stipulated locations, including:
- Overseeing the implementation of cash transfer program interventions in assigned field locations, ensuring activities are delivered in line with project objectives and guidelines.
- Actively contribute to all Cash Transfer Program field activities, including community engagement and mobilization, beneficiary targeting and identification, beneficiary registration and verification, cash disbursement, and monitoring.
- Coordinate beneficiary verification and selection with Community-Based Targeting Committees (CBTCs) to ensure the transparent selection of the most vulnerable households using a robust targeting criteria.
- Coordinate cash disbursement procedures, including preparation of beneficiaries list and payment schedules, ensuring all payment process comply with IRCs’ financial and compliance procedures.
- Coordinate with financial service providers to track and monitor cash disbursement processes, ensuring transparency, accountability, and efficiency in payment delivery.
- Conduct community sensitization sessions to ensure beneficiaries clearly understand project objectives, vulnerability criteria, and assistance entitlements, promoting transparency and accountability in cash assistance delivery.
- Coordinate activities with local authorities, community leaders, community members, other implementing actors, and partners at the community level.
- Support data entry, cleaning, and analysis related to cash programming, maintaining accurate beneficiary databases and ensuring data protection and confidentiality.
- Contribute to the implementation of MEAL processes, including post-distribution monitoring, complaint and feedback mechanisms in coordination with MEAL team and the Cash Program Manager.
- Contribute to effective program reporting, monitoring and evaluation systems for both internal and external use in coordination with the Cash Program Manager.
- Prepare and submit weekly and Monthly activity reports, documenting progress, key achievements, challenges, lessons learned, and success stories.
- Carry out any other duties within the reasonableness of his/her level of skills and experience as may be required by the Cash Program Manager and technical coordinator.

- Contribute to project design, planning, and the development of concept notes and proposals related to cash transfer programming.
- Support the preparation of donor reports as required, ensuring the timely provision of accurate data and information.
- In collaboration with the Cash program manager, develop spending plan, procurement plan and review budgets vs actual frequently to ensure budget tracking.

- Minimum of 3 years post NYSC experience in Food Security and Livelihoods programming, with strong competency in implementing Cash Transfer programs.
- At least 2 years of experience in Cash Transfer Programming, including the use of e-vouchers and other digital or physical delivery mechanisms within the humanitarian or development context is required.
- Demonstrated experience in beneficiary management processes, including beneficiary registration, targeting and selection, community sensitization and monitoring of cash disbursement.
- Proven experience in conducting Food Security, Livelihoods and cash transfer assessments including market assessments, cash feasibility studies, Post distribution Monitoring, as well as baseline and endline assessments.
- Strong understanding of and sensitivity to cultural differences, with the ability to navigate the social, political, and ethical considerations surrounding program implementation.
