    Community Mobilizer

    Job Description

    • The Community Mobilizers will engage communities to support the implementation of HALI’s programs, ensuring active participation and feedback.

    Responsibilities

    • Community Outreach and Sensitization: Conduct outreach activities to raise awareness of HALI’s programs, including information sessions and community meetings to explain program objectives, beneficiary selection criteria, and planned activities.
    • Engage with religous leaders, community leaders and community members to promote program activities.
    • Conduct awareness campaigns and organize community meetings.
    • Facilitate the participation of communities in project design and implementation.
    • Collect feedback from community members to inform project improvements.
    • Work closely with program staff to ensure activities are culturally appropriate.
    • Build trust within communities to ensure high levels of participation and foster a sense of ownership and responsibility for program success

    Requirements

    • Experience: Minimum of 2 years of experience in community mobilization, outreach, or a related role in humanitarian or development settings.
    • Skills: Strong communication and interpersonal skills; knowledge of community engagement techniques; basic understanding of peace buildingand livelihoods.
    • Additional: Familiarity with the local language and culture; experience working in rural or remote communities is an asset.

    Case Workers

    Description

    • The Case Worker will support HALI’s psychosocial and protection services for survivors of Conflict-Related Sexual Violence (CRSV) and returnees experiencing trauma or reintegration challenges.
    • Working from HALI’s safe space, the Case Worker will provide individual counselling, facilitate group healing sessions, manage referrals, and ensure that clients receive quality, survivor-centered care in line with HALI’s protection and safeguarding standards.

    Key Responsibilities

    • Represent HALI professionally and uphold its values of honesty, respect, and confidentiality in all engagements.
    • Conduct interviews and assessments for survivors of CRSV, returnees, and other vulnerable individuals, documenting information accurately for follow-up and referral.
    • Deliver twice-weekly individual counselling and monthly group healing sessions to support emotional recovery and reintegration.
    • Identify and prioritize GBV and protection cases that require urgent attention or referral to specialized service providers.
    • Maintain up-to-date case files and monitoring tools for all clients, ensuring data confidentiality.
    • Provide information to beneficiaries about available services and encourage safe access to psychosocial and protection support.
    • Work closely with the community mobilizerto identify cases, encourage participation, and facilitate community awareness on mental health and protection.
    • Support the setup and strengthening of local referral systems to ensure timely response to protection concerns.
    • Participate in monthly community-level planning and coordination meetings.
    • Implement program activities in a culturally appropriate and trauma-informed manner, respecting local customs and sensitivities.
    • Ensure full compliance with HALI’s protection, health, safety, and confidentiality policies.
    • Perform any other related duties as assigned by the supervisor.

    Experience:

    • Minimum of 2 years of experience in psychosocial support, protection, or case management, preferably in humanitarian or community settings.
    • Understanding of trauma-informed care, GBV response, and referral pathways.
    • Strong interpersonal, communication, and documentation skills.
    • knowledge of Kanuri is an advantage
    • Respect for diversity, empathy, and ability to maintain confidentiality.

    MEAL Officer

    Responsibilities

    • Lead the development of an M&E Plan, including refining indicators and setting baselines,
    • Develop culturally appropriate data collection tools (household surveys, FGD guides, training evaluation forms, etc.).
    • Schedule and coordinate baseline, midline, and endline assessments.
    • Design and operationalize a secure data management and dashboard reporting system.
    • Ensure M&E processes align with HALI’s framework and national PCVE reporting requirements.
    • Coordinate with field teams and community mobilizer to collect reliable quantitative and qualitative data.
    • Oversee data entry, validation, and cleaning using platforms such as KOBO, Activity-Info, and the HALI database.
    • Analyze data against performance indicators and prepare visual dashboards and progress summaries.
    • Identify trends, gaps, and deviations from targets, and recommend corrective actions.
    • Conduct regular field monitoring visits to track implementation quality and beneficiary feedback.
    • Use HALI’s monitoring checklists and other tools to assess project progress.
    • Document findings from field visits and share recommendations with the project manager and partners.
    • Contribute to project reports (monthly, quarterly, and final), including data visualization and success stories.
    • Assist in developing communication materials (fact sheets, case studies, and visibility content).
    • Support training of project staff and community mobilizers on M&E tools and procedures.
    • Coordinate with consultants, partners, and external evaluators to ensure methodological consistency.
    • Maintain strong liaison with HALI leadership, ONSA/NCTC, Hedayah, and PAVE Network on data and reporting.
    • Support research, desk reviews, and assessments related to project learning.
    • Provide evidence-based inputs to proposal development and design of new initiatives.
    • Support visitor and donor field missions.
    • Perform other M&E-related duties as required.

    Requirements

    • Candidates should possess a minimum of an OND qualification with 3 years in a similar role.
