Job Description 

• The incumbent will provide technical and programmatic support to implement high-quality comprehensive HIV/AIDS programs (ART, PMTCT, TB/HIV, RH/HIV, and HTS) and other services including direct service provision support at facility level based.
• S/He will support, scale up and coordinate the facility-level implementation of integrated HIV and TB surge strategies aimed at maximizing HIV case-finding efficiencies based on the 95:95:95 strategies.

Minimum Recruitment Standard

• MBBS with a minimum of 1 year post-national youth service experience in clinical care or, Registered Nurse/Midwife with a minimum of 3 years post-qualification experience.
• A sound understanding of HIV/AIDS, TB and TB/HIV technical areas.

Job Description 

• Enrolling of positive clients on the EMR (NMRS).
• Ensure the optimization and full functionality of all supported Data bases (DHIS, DPT and NDR).
• Be able to interpret data and make meaningful suggestions and decisions from them.
• Ensure availability of all required and reportable Data.
• Triangulation of Enrolment Registers, ART Registers, Presumptive TB screening Register with Data on the EMR.
• Entering of Pharmacy Care Card updates of new and returning client on the EMR.
• Entering of Sample collection files of patients on EMR.
• Generating of Manifest.
• Daily/weekly generation of line list and upload.
• Establish and strengthen mechanisms for routine tracking and assessment of KPI outcomes.
• Assist community HTS entry on the NMRS.
• Work closely with CBOs to ensure concurrence across all reportable indicators.
• Regular backup of database.
• Carry out every other task, as assigned by any State SI/Program Staff.

Minimum Recruitment Standard

• Bachelor’s degree in science, social science, Arts, or humanities.
• Experience in M&E field.
• At least 4 years’ post NYSC experience in developing country health care programs or program support function 4 years of which must be within an international NGO or equivalent.
• Minimum 4 years’ experience working on international health issues including HIV, with at least two years working on HIV/AIDS Prevention, Care and Treatment programs in resource poor settings.
• Extensive experience working with KPs.
• Ability to work independently with minimal supervision.
• Knowledge of public health information, education, and communications methodology in an African development context.
• Experience supervising and/or training others preferred.
• Demonstrated ability in maintaining close counterpart relationships, both governmental and in partner sites and communities.
• Strong interpersonal skills and ability to work cross-culturally with diverse teams.
• High degree of judgment, maturity, ingenuity, and originality to interpret strategy, to analyse, develop and present work and to monitor and evaluate implementation of programs.
• Fluency in written and spoken English Proficiency with other local languages.

• Performing laboratory tests to produce reliable and precise data to support provision of the continuum of HIV treatment services.
• Preparing Dried Tube Specimen (DTS) panels for IQC and EQA (Proficiency testing) to support HTS on the project.
• Carrying out routine tasks accurately and following strict methodologies to carry out analyses.
• Preparing specimens and samples.
• Maintaining and operating standard laboratory equipment.
• Maintaining personal expertise in clinical laboratory practice and innovative technology and equipment.
• Ensuring the laboratory is well-stocked with relevant consumables.
• Following and ensuring strict safety procedures and safety checks within and around the laboratory.
• Working with the project team to develop and implement quality assurance systems to improve the quality of diagnostics and facilitate treatment and monitoring of HIV.
• Supporting the development of project work plans and budgets to incorporate the procurement of equipment and supplies for laboratory services.
• Supporting the use of emerging and appropriate technology for cost-effective service delivery.

• Provide support to the Strategic Information (SI) unit to support research (qualitative and quantitative) surveys on service delivery outcomes for HIV prevention, care and treatment.
• Ensure timely submission of quality reports to ECEWS on monthly and quarterly basis or as required.
• Carry out any assignment as may be decided by the Clinical Supervisor.

• Valid Certificate to practice as Medical Laboratory Scientist with MLSCN mandatory.
• 2 years’ experience in a practical setting.
• Knowledge and experience in design, implementation and management of laboratory services in HIV/AIDS, TB, Malaria, Reproductive health and other related emerging chronic and contagious diseases will be an asset.
• Proficiency in Microsoft office and database applications.
• Excellent interpersonal skills.
• Fluency in written and spoken English.

Job Description 

• Managing master data, including creation of dashboard, updates, and deletion. Provide quality assurance of imported data, working with quality assurance analyst if necessary.
• Commissioning and decommissioning of data sets. Processing confidential data and information according to guidelines. Helping develop reports and analysis such as visualization and dashboard using power BI or Tableau.
• Develop innovative and appropriate data visualization methods to convey key trends to a range of audiences. Identify salient data patterns, perform complex analysis and interpret trends/patterns coming from the data. Managing and designing the reporting environment, including data sources, security, and metadata.
• Supporting the data warehouse in identifying and revising reporting requirements. Supporting initiatives for data integrity and normalization. Assessing tests and implementing new or upgraded software and assisting with strategic decisions on new systems. Generating reports from single or multiple systems.
• Troubleshooting the reporting database environment and reports. Evaluating changes and updates to source production systems. Training end users on new reports and dashboards. Providing technical expertise on data storage structures, data mining, and data cleansing.
• Perform other duties as assigned.

Minimum Recruitment Standard

• A bachelor’s degree in data Analytics, Data Science, Statistics, Mathematics or Computer Science / IT with a minimum of 3 years’ experience in a BI, data science or analyst role in an organization.
• Master’s degree in data Analytics, Data Science, Statistics, Mathematics or Computer Science/IT or other related fields with a minimum of 2 years’ experience in a BI, data science or analyst role in an organization.
• Knowledge of statistics, specifically experimental design, and study.
• Familiarity with common web and social tools (e.g., Google Analytics, social platform analytics).
• Experience with data analysis tools, workflows, and building dashboards using tools like Tableau.
• Strong analytical and quantitative skills.
• Excellent communication and interpersonal skills with an emphasis on taking a data-focus approach.
• Demonstrated ability to multi-task, prioritize, self-start, contribute under pressure and meet tight deadlines.
• Working knowledge of Google Drive, and Microsoft Office (especially Excel). Slack, Box and Basecamp is a plus.
• Proficiency in using Python and/or R to perform data analysis.
• Strong NumPy / PANDAS skills.
• Strong grasp of SQL database usage.
