    Senior Compliance Officer

    Job Description

    • Under the direction of Compliance Manager, the position holder will carry out independent appraisals of the effectiveness of policies, procedures and standards by which ECEWS financial resources are managed.
    • Review and evaluate the effectiveness and efficiency of operations, adequacy of internal controls, and reliability of financial reporting, compliance with applicable laws/regulations and the safeguard of assets within ECEWS policy framework.
    • Plan, perform and report back on internal audits to ensure that financial control, financial guidelines of donor organizations and other control procedures are in place and are being properly implemented and managed by the project offices
    •  Prepare audit program and budget for review and approval by Compliance Manager, prepare audit notification including the timing of audits and list of audit requirements, conduct regular field visits to sub-recipients’ project/ activity locations, beneficiaries, vendors and other relevant stakeholders, as required, to address key identified risks in line with the approved audit plan.
    • Follow-up on significant findings from previous audits and flag any long-outstanding issues for management action.
    • Advise and monitor quality standards and value for money and make recommendations for improvement.
    • Test internal controls, target in particular high risk areas; document any weaknesses and their impact and make recommendations to address these weaknesses.
    • Where necessary, carry out investigations of alleged fraud, mismanagement, loss of assets or any other investigation.
    • For each assignment, prepare a written report summarizing findings and conclusions for management.
    • Prepare and distribute monthly financial and labor reports to senior management and technical and finance staff.
    • Respond to management queries in relation to ECEWS internal control environment.
    • Perform other duties as assigned.

    Minimum Recruitment Standard

    • BS / BA Degree in Accounting, Finance and Business Administration or its recognized equivalent
    • MS/MA degree in Accounting, Finance and Business Administration or its recognized equivalent.
    • CPA, ACA, ACCA, CIA, CIMA, CFE or any other relevant professional qualification.
    • 4-6 years relevant experience.
    • Up to 2-4 years’ experience in internal control functions.
    • Demonstrated experience with U.S Government grants or other client funded programs, contracting and auditing standards as they apply to effective management of multi-year funds.
    • Knowledge of IIA’s International Professional Practices Framework is an advantage.
    • Knowledge of local and donor contractual requirements and regulations Knowledge of generally accepted accounting, budgeting and fiscal control theory and practices.
    • Budget development skills with multi funding sources and general ledger skills.
    • Relevant software skills to include automated accounting software and database spreadsheets and Management Information Systems.
    • Ability to work with others and to develop and maintain compatibility among project staff, subcontractors, and recipients of assistance.
    • Ability to report to supervisor on a regular basis.
    • Work independently with initiative to manage high volume workflow.

    Job Description

    • Oversee the creation of comprehensive and inclusive health insurance packages tailored to diverse community needs.

    • A Master of Public Health (MPH), Master of Science in Epidemiology (MSc), or an equivalent postgraduate qualification is an added advantage.
    • Proven experience in health insurance, community health initiatives, or a similar role.
    • Proven experience in establishing and building working relationships and collaborating with relevant stakeholders (community leaders, SMOHs, HMBs, SPHCDAs, allied ministries, departments and agencies as well community leaders) for the success of programs.

    Technical Officer - AYP

    Job Description

    • The position provides technical support for multidisciplinary HIV/AIDS care and treatment, working with the organization clinicians and health facility- based sites teams to implement care and antiretroviral treatment services especially Pediatric, PMTCT and AHD services. The objective of this position is to strengthen the leadership and capacity of the supported facilities in coordination with all stakeholders to ensure access to quality medical care and ARV treatment for HIV patients, especially PPW.
    • Work with the Team Lead to provide strategic direction and technical leadership.
    • Work with other team members to ensure high quality, client-oriented services delivery at all supported facilities.
    • Lead the increased access and uptake of PMTCT services in line with the eMTCT framework of Ebonyi state.
    • Support the integration of HIV services into existing services in the health sector and strengthen the PPW identification in the community through a data driven approach.
    • Lead the expansion of HIV case finding, care and treatment, retention, and viral load suppression of the Pediatric age group.
    • Lead the introduction and expansion of AHD services to all supported facilities.
    • Strengthen the capacity of the current PMTCT catch up teams in line with the TQLA approach.
    • Ensure the linkages of HIV services with other related services including TB, Sexual and Reproductive Health (SRH) and other disease programs within the supported facilities.
    • Manage and build the capacity of the facility level Case Managers and Mentor Mothers Matrix to ensure achievement of the UNAIDS 95-95-95 targets at all supported facilities via adherence support, contact tracking, PMTCT, HTS, Index testing, SNT and PNS.
    • Coordinate the implementation of Cluster Coordinator Meetings to ensure facility ownership of the meeting and improve expected outcomes with regards to capacity building of the spokes on linkages, logistics and program ownership.
    • Take lead in development and refining of program materials such as clinical guidelines, protocols, algorithms, job aids, drug formularies and training materials for HIV Program in the Zone and assigned states.
    • Ensure the integration of all services provided to HIV clients into the routine activities of the facilities and establish effective linkages in the delivery of quality HIV services to clients with intra- and inter-facility services as well as from the Community.
    • In collaboration with the Monitoring and Evaluation team, ensure regular review of program performance against quantitative and qualitative targets and with other team members, develop and implement strategies to address observed gaps.
    • In collaboration with the Monitoring and Evaluation team, ensure the roll-out of Data Quality Assurance (DQA), RADET, and other key periodic data quality improvement/assurance activities.
    • Facilitate training to build the capacity of health care providers in GF supported facilities.
    • Provide mentorship, monitoring and supervision for quality HIV comprehensive care, treatment, and support to health care providers in supported facilities.
    • Oversee the implementation of multipoint and targeted Provider-Initiated HIV testing and Counselling Services (PITC) at supported facilities.
    • In collaboration with the Monitoring and Evaluation team, ensure improvement in HIV/AIDS and TB services, data documentation, and reporting at both facility and community levels for program evaluation and planning.
    • Forster effective collaboration, multitasking and team spirit among staff towards achievement of targets in all thematic areas.
    • Perform other duties as may be assigned by the supervisor.

    Minimum Recruitment Standard

    • University Degree in Bachelor of Medicine, Bachelor of Surgery (MBBS) or Doctor of Medicine (MD)

    CSCC Laboratory Scientist

    Job Description

    • Performing laboratory tests to produce reliable and precise data to support provision of the continuum of HIV treatment services.
    • Frequently update all relevant registers including HTS, CD4, and Viral load.
    • Preparing dry tube specimen (DTS) panels for IQC and EQA (proficiency testing) to support HTS on the project.
    • Carrying out routine tasks accurately and following strict methodologies to carry out analysis.
    • Preparing specimens and samples.
    • Maintaining personal expertise in clinical laboratory practice and innovative technology.
    • Receive urine, blood or other samples for experimentation and analysis
    • Ensuring the availability of relevant consumables.
    • Following and ensuring strict safety procedures during testing.
    • Working with the project team to develop and implement quality assurance systems to improve the quality of diagnostics and facilitate treatment and monitoring of HIV supporting the use of emerging and appropriate technology for cost-effective service delivery.
    • Supporting the design and implementation of innovative strategies for delivering needs-based services.
    • Ensure timely submission of quality reports to the CSCC Clinician for onward submission to ECEWS on monthly and quarterly basis or as required.

    Minimum Recruitment Standard

    • Degree in Medical Laboratory Science
    • Valid Certificate to practice as Medical Laboratory Scientist with MLSCN mandatory
    • 2 years’ experience in a practical setting
    • Knowledge and experience in design, implementation and management of laboratory services in HIV/AIDS, TB, Malaria, Reproductive health and other related emerging chronic and contagious diseases will be an asset
    • Proficiency in Microsoft office and database applications
    • Excellent interpersonal skills
    • Fluency in written and spoken English.

    CSCC Clinician

    Job Description

    • Working with program team to develop and/or review Standard Operating Procedures (SOP) for the provision of ART services to Persons at increased risk who are already on ART or are at substantial risk of HIVs.
    • Provide ART services to Persons at increased risk who are already on ART or are at substantial risk of HIV in line with current World Health Organization (WHO) recommendations and national guidelines at cluster health facilities and through mobile ART.
    • Oversee clinical HIV treatment protocols in each clinical department to reflect the needs of the target population and ensure consistency of treatment services throughout the CSCC.
    • Ensure a seamless delivery of service for clients from intake through discharge at designated cluster health facilities and through mobile ART, Review and assess client treatment protocols and plans, including short- and long-term goals, review clinical records to evaluate the necessary level of client care.
    • Effectively manage and supervise other CSCC Case Management Teams including clinicians, health service providers, volunteers and case managers as well as mobile ART teams.
    • Advise project team on national and state policies, procedures and licensing requirements and ensure compliance with all requirements and/or mandatory inspections.
    • Supervise weekly/monthly clinical staff meetings, Integrate CSCC’s mobile ART services with other project activities to enhance the achievement of project outcomes.
    • Provide support to the Strategic Information (SI) unit to manage data collection for service delivery to Persons at increased risk who are already on ART or are at substantial risk of HIV in project communities using nationally approved tools.
    • Ensure timely submission of quality reports on monthly and quarterly basis or as required.
    • Support data analysis, interpretation and use at the CSCC. Use of data at facility level for decision making towards improving service delivery through the CSCC.
    • Liaise with ECEWS to use data for decision making on how to best tailor services according to the needs of the Persons at increased risk who are already on ART or are at substantial risk of HIV.
    • Support the development of CSCC budgets and work plans for clinical services and operational efficiency, Provide support for prompt retirement of cash expenditure and advances.
    • Prepare timely and quality routine and required program reports.
    • Proactively seek out and report relevant opportunities, success stories, linkages or challenges that may promote clinical services for the project and carry out any assignment as assigned.

    Minimum Recruitment Standard

    • Advanced Medical Degree (MD preferred)
    • Robust clinical experience in HIV/AIDS care and antiretroviral treatment (3years + preferable)
    • Computer literacy in Microsoft applications and other software
    • Excellent grasp of clinical issues and current literature in HIV/AIDS treatment
    • Ability to work independently with strong problem-solving skills including the ability to foresee problems and initiate appropriate action.
    • At least 3 years of clinical experience in management of infectious disease, and of management of clinical services.
    • Experience in developing country health care programs
    • Experience in training
    • Excellent interpersonal skills
