    HR Manager

    Contextual Background

    • The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state.
    • In February 2014 the IRC moved into Adamawa State in NE Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict affected populations.
    • IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri and Monguno of Borno state and Damatru of Yobe State.
    • Currently, IRC Nigeria implements programs primary health care, nutrition, environmental health, women’s protection and empowerment, protection, child protection, education, food security & livelihoods

    Job Overview/Summary

    • The HR Manager manages a team of HR staff based in Maiduguri to ensure high quality and efficient staff recruitment, contracts management, orientation, learning and development, performance management, compensation and benefits, code of conduct compliance, employee engagement and staff care.
    • The HR Manager reports directly to the HR Lead and Sr. HR/Admin Manager.
    • The HR Manager will support the HR lead to adapt and implement Global HR initiatives and practices and serve as an advisor to maximize staffing resources and performance, promote a positive organizational culture, minimize risk and ensure economy and efficiency of work processes.

    Responsibilities
    HR Leadership & Management:

    • In collaboration with the Senior Recruitment Officers, analyze Maiduguri approach to attracting, developing, inspiring and retaining the right people with the right skills and make recommendations and implement short-term solutions to improve recruitment time to fill and quality.
    • Conduct monthly and quarterly HR metrics and analysis to inform HR Lead decision-making.
    • Review job position requests and submit to HR Lead with accurate form, job descriptions and make recommendations, ensuring accuracy, consistency and use of IRC JD and salary benchmarking.
    • Manage benefit plans and communicate updates and conduct information campaigns for national staff.
    • Oversee HR-related administrative duties and ensure compliance with existing legal and governmental reporting requirements. Ensure all legal obligations are fulfilled.
    • Manage employee relations issues and conflicts with professional grace with the aim of empowering employees and supervisors to have the tools and resources necessary to resolve conflicts with mutual respect.
    • Escalate code of conduct issues with HR Lead and co-lead investigations and ensure issues are resolved and appropriate follow-up is carried out, in collaboration with the Ethics and Compliance Unit.
    • Advise supervisors in determining appropriate disciplinary plans of action. Follow-up disciplinary measures and related employment law matters. Act as impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements.
    • Lead exit management procedure to ensure seamless and positive transition for departing employees; apply learning gained from exit interviews.
    • Implement IRC Way Training on Quarterly basis for All Field Program staff.
    • Carry-out daily HR-related administrative duties such as updating contracts, generating employee reports and executing compliance-related activities with all existing legal and government reporting requirements
    • Other duties assigned by supervisor

    Staff Performance Management and Development:

    • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
    • Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
    • Provide constructive feedback and counsel on appropriate career paths and professional development.
    • Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
    • Support HR Lead to continue to pursue nationalization of senior and management positions.
    • Conduct online learning campaigns to tangibly increase the percentage of staff benefiting from e-Cornell and LINGOs courses.

    Communications:

    • Communicate frequently and regularly on HR changes, initiatives, programs and offerings.
    • Model and encourage active practice of the principles of the “IRC Way – Global Standards for Professional Conduct” throughout the country program.
    • Maintain a healthy and empowering office environment that encourages open, honest and productive communication among IRC staff.

    Key Working Relationships:

    • Position Reports to: HR Lead and Sr. HR Admin Manager
    • Indirectly Reports to:
    • Position directly supervises: HR Officer and HR Assistant.
    • Key Internal Stakeholders: Head of Units, All Maiduguri Based Staff
    • Key External Stakeholders: The INGO HR forum; INGO and UN HR staff; Legal counsel

    Job Requirements
    Education:

    • Bachelor's required. Master's university Degree is a plus.

    Work Experience:

    • Minimum of 5 years, preferably 8 years as an HR generalist, including recruitment, performance management, compensation, training and development and HR Administration.
    • Minimum 2 years staff management experience in a fast-paced environment.
    • At least 1 year of experience with an international organization or international experience.
    • Demonstrated Skills and Competencies:
    • A commitment to IRC’s mission and vision
    • Knowledge and experience with payroll, benefits administration, compensation benchmarking and utilizing HR metrics to inform decision-making
    • Strong training and development skills; experience conducting Training of the Trainer
    • Experience and knowledge of recruitment process and practice, including marketing and branding
    • Proven ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace.
    • Proven sense of professional discretion, integrity, and ability to manage complex HR situations diplomatically and to effective resolution.
    • Top-tier written and verbal communication skills;
    • Excellent management, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross cultural context.
    • Ability to demonstrate a supportive and consultative approach with direct reports and staff at senior and junior levels
    • Very strong proficiency in MS Word, Excel, Outlook and PowerPoint is required.
    • Working knowledge of Nigeria labor law.

    Language Skills:

    • English fluency required.
    • Travel: 30% of time spent in the field.

    Cleaner/Cook

    Location: Monguno, Borno

    Job Overview/Summary
    The cleaner/cook covers a dual responsibilities for:

    • Keeping the IRC office and guesthouse both inside and surroundings neat and clean during weekdays and on rotation during the weekends. She/he is also responsible for maintaining adequate stocks of appropriate cleaning materials and supplies,
    • Responsible for food preparation for IRC accommodated staff/guest.
    • She /he is also responsible for maintaining adequate stocks of cooking and food supplies in the GH.
    • The main goal of this position is to keep the Guess House clean and also prepare food for the accommodated staff and guest.

    Major Responsibilities
    She /He will:

    • Clean the floor of the entire IRC office and guesthouses and any adjoining annexes or covered spaces must be swept and mopped
    • Clean the ceilings, walls, door frames, book shelves, tables and chairs should be dusted and kept cleaned
    • The windows should be cleaned and washed.
    • The rubbish bins in each room should be emptied and returned daily.
    • The bathrooms/latrines should be swept and mopped thoroughly each day; bathrooms should be supplied with toilet paper and water as necessary.
    • Laundry should be done as necessary; all clothes should be ironed and folded.
    • Keep track of cleaning and laundry supplies and make procurement lists as needed.
    • Prepares nutritious, varied, meals at a schedule determined or by request from the staff and the supervisors.
    • Does regular market shopping for meals; maintains minimum stocks of staple items.
    • Tracks “kitty” contributions from staff accommodated and expenditures; presents receipts from merchants as available.
    • Maintains and monitor potable water stock.
    • Keep food stuffs clean, using bleach solution on vegetables as appropriate.
    • Keeps kitchen area and utensils clean and hygienic at all times.
    • Assists in organizing special meals or events as needed
    • Perform other duties, as needed or requested.

    Job Requirements

    • Education: Able to communicate in English (speak and write English, recommended)
    • Work Experience: Have worked as a cook and cleaner in either a private and or public entity.

    Storekeeper

    Location: Monguno, Borno
    Primary Supervisor: Base Manager

    Job Overview/Summary

    • Reporting to the Base Manager, the Storekeeper is responsible for ensuring the overall care and maintenance of the store house in Monguno
    • He/She must be able to rapidly turn Program materials around, whilst ensuring the security of the materials and maintaining audit-compliant records.

    Major Responsibilities
    She/He must be able to:

    • Understand, implement and / or maintain standard IRC inventory management policies and procedures.
    • Document the receipt, handling, storage, and release of goods through the IRC warehouse(s).
    • Advise supervisor of potential inventory shortage.
    • Manage casual laborers in the warehouse.
    • Ensure the maintenance of warehouse building(s), fittings and equipment.
    • Implement and ensure clear safety procedures within and around the Warehouse Premises.
    • Implement and ensure clear loading / offloading procedures, correct stacking and turnover (FIFO) procedures.
    • Advise the Warehouse Officers of warehouse-specific issues or improvements
    • Maintain the Warehouse activity book or Register recording all outgoing and incoming receipts and activities.
    • Any Other duties as delegated by the Warehouse Officer

    Warehousing and Inventory:

    • Monitor security of IRC’s storage and supplies.
    • Receive completed store’s request/ release forms and prepare the goods for issuance.
    • On a monthly basis, work with the Supply Chain Coordinator to reconcile the Warehouse register in the Asset tracking sheet and equipment issuance forms.
    • Update the stock record cards and Bin Cards regularly.

    Expected Deliverables:

    • Maintain full and accurate stock card and bin card records.
    • Partake (documented) in monthly and ad-hoc physical inventory checks.
    • Ensure Warehouse is properly arranged according to accepted standards (stacking and spacing).

    Senior Social Emotional Learning (SEL) and Child Protection Specialist

    Position Summary

    • The Senior SEL and Child Protection Specialist is the technical lead in Social Emotional Learning and Child Protection for the project.
    • S/HE will ensure that all activities related to SEL and Child Protection are delivered in a timely manner and are of high quality.
    • They will play a key role in developing the capacity of project staff in their technical areas, as well as building the capacity of partner, government, community and school personnel in the implementation of Child Protection and SEL activities in accordance with project standards.
    • They will also ensure that protection and safeguarding is mainstreamed throughout project activates.

    Reporting & Supervision:

    • This position reports to the Senior Education Advisor and is based in Maiduguri, Borno state

    Expected Outcomes:

    • The capacity of project staff, government, community and school personnel - to deliver activities that improve the social emotional well-being of children - is built.

    Primary Responsibilities

    • Provision of overall technical support to the project on social emotional learning, child Protection and Psychosocial support in line with evidence based good practice and extend technical oversight to project partners implementing activities in the field, ensuring that programs are of high quality and that programs are driven by data and learning, working in conjunction with other colleagues in the program.
    • Responsible for the overall practical day-to-day management and implementation of the program while promoting the active participation and involvement of relevant government officials at the state and local level as well as stakeholders on SEL and Child Protection activities
    • Training of, and support to, Master trainers, government staff and local partners on the SEL/PSS/Protection package for teachers in formal schools
    • Training of, and support to, Master trainers, partners and school staff on PSS/ Protection package for school counselors/ senior teachers in formal schools
    • Review of training materials and approaches associated with formal schools
    • Serve as liaison with government and local partners on issues pertaining to SEL and Protection
    • Conduct monitoring of SEL and Child Protection Activities, and analyze monitoring data, making appropriate adjustments to the programmatic approach based on observations and feedback
    • Lead the staff performance management, including the development or review of staff performance objective, establishment of professional development plans and conducting annual staff performance evaluations for SEL and Child Protection Coordinator and Officer. In addition provide training and professional development opportunities for the team (mentoring, on-the-job sessions as well as formal trainings).
    • Provide technical leadership to conduct assessment of SEL and CP activities.

    Required Skills & Qualifications

    • University Degree in Education, Development Studies, Psychology, or other related field
    • At least 5 years proven experience in technical areas related to this role (Child Protection, Psychosocial support, Social Emotional Learning)
    • At least 2 years of relevant professional humanitarian or development experience with an international organization, including extensive exposure to education programming
    • Experience in a managerial position and demonstrated capacity in office management, including capacity building of staff
    • Strong verbal communication skills and effective in representation and liaison with external actors
    • Excellent spoken and technical writing ability in English, including report writing
    • Ability to be work as part of an in-country team, quickly set up productive working relationships, and deliver high quality training.
    • Knowledge and understanding of the complexity related to crisis including IDP situations
    • Familiarity with USAID or other international donor guidelines strongly preferred
    • Previous experience in an insecure or conflict-affected setting strongly preferred
    • Knowledge and experience in the north east Nigeria is preferred
    • Good knowledge of the local language- Hausa- is preferred
