Under the supervision of the Head of Office, the Generalist Field Officer contributes to the implementation of ICRC’s objectives and strategy in the Monguno Office Area of Responsibility (AoR). S/he contributes to the monitoring and analysis of the general and security situation, develops and maintains networking with key actors of influence to facilitate operations and participates in dialogue with interlocutors, assists in security management and analysis, and contributes to identification of humanitarian needs and understanding of humanitarian context.
Main Responsibilities:
- Monitors security, socio-economic, cultural and political environment relevant to ICRC work in the Office AoR, giving special attention to humanitarian consequences, as well as other issues relevant to the ICRC's reputation/perception and capacity to operate in the geographic area covered.
- Contributes to the development of the structure's network of relevant stakeholders. Facilitates internal or external meetings with authorities and stakeholders at local level.
- Assists the Head of Office/HoO in the security management of the office and its field activities, within the framework of
- ICRC’s Security Assessment and Risk Analysis, implementing the Security Planning and Security Rules. This includes following up on passive security, with the administration assistant’s support, and continuous input for updating mitigation measures.
- Contributes to communication/prevention objectives, strategies and plans of action for the AoR. Carries out relevant operational communication with identified audiences/stakeholders, contributing to enhancing the desired identity and acceptance of the ICRC and its operations.
- Identifies and reports protection concerns of the civilian population affected by the conflict, including monitoring of assistance needs.
- Collects, compiles, translates/interprets information in relation with ICRC activities and contributes to written/other reporting.
- Participates regularly in field missions, which at times is to be carried out independently. Assists HoO in coordination
- and planning of field visits of various teams. Ensures administrative and financial follow up after field missions.
Education and Experience Required
- University degree or equivalent in communication, political science, social science international relations
- A minimum of 5 years of working experience in a similar function, preferably with a humanitarian organization
- Computer literacy (proficient in MS Office, Word, Excel, Power Point) and familiarity with digital communication tools.
- Experience in the humanitarian field an asset.
- Sound knowledge of the political, social and security environment in Borno and Lake Chad Basin
Desired Profile
- Excellent command of written and spoken English and advanced reporting (written) skills. Fluent speaker of Hausa and Kanuri. Knowledge of Shuwa Arabic and Fula/Fulfulde (Fulani), an asset.
- Existing network with key stakeholders of at least one of the following circles (political, security, religious, customary).

Under the supervision of the Accountant 3, the Cashier 1 is accountable for the physical processing of cash transactions and the integrity of physical cash balances in the sub delegation, strictly respecting and applying the ICRC`s rules on financial management.
Main Responsibilities:
- Ensures accuracy and completeness of accounting transactions in accordance with financial procedures.
- Helps ensure that operations run smoothly through efficient cash-flow management, covering the fund needs of the delegation/structure.
- Guarantees proper filing of relevant supporting documents for future reference, including audits.
- Participates in monthly and yearly closing; print and attach all vouchers and transmit to Abuja for month end- closing.
- Handles the delegation’s cash disbursements and payments including salary/working advances.
- Follow-up on all open advances on a regular basis to ensure timely settlement.
- Prepares invoices for payment (by cash, cheque or bank transfer).
- Carries out daily cash count and reconciliation.
- Participate in cash flow management, ensuring efficient liquidity. Handles cash replenishment from bank.
- Ensures respect for financial procedures and guidelines and explains them to “clients”.
- Receives and review all financial documents and dispatches them to various approvals per thresholds.
Education and Experience Required
- University degree in accounting or any relevant field
- 2 years’ work experience in a similar field
- Good command of spoken and written English
