    MEL Coordinator

    Program / Department Summary

    Mercy Corps exists to alleviate suffering, poverty and oppression by building secure, productive and just communities. Mercy Corps has been present in Nigeria since 2012, focusing its interventions on adolescent girls’ empowerment, economic development and conflict mitigation. With the insurgency spilling over from the north-east of Nigeria and causing displacement of millions of individuals, Mercy Corps has decided to address the rising humanitarian needs among displaced households and vulnerable host communities by starting its humanitarian program in July 2014. Mercy Corps Nigeria’s humanitarian program aims to provide assistance to populations affected by the crisis in north-east Nigeria. With funding from humanitarian donors including BHA, and ECHO the humanitarian program has been focusing on food assistance, non-food items distribution, protection, livelihoods support, WASH and capacity building of humanitarian response actors. Mercy Corps plans to scale up and expand its humanitarian response in north-east Nigeria to reach more beneficiaries with additional and varied assistance in a wider geographic area. In addition to the humanitarian program, Mercy Corps also implements adolescent girls’ and boys’ empowerment and youth engagement programs. All Mercy Corps interventions in Nigeria are implemented in a conflict and gender-sensitive manner.

    General Position Summary

    The Monitoring, Evaluation and Learning Coordinator is a key member of the Program Performance and Quality (PAQ) Unit and will be responsible for managing and coordinating all MEL and program quality performance processes for Mercy Corps Nigeria’s ADAPT program (Addressing Diverse and Acute Primary Threats) to Humanitarian Security in North-East Nigeria. S/he will work across all Northeast programs to support data collection, management, and analysis

    Essential Job Responsibilities

    TECHNICAL LEADERSHIP

    • Provide leadership, training and mentoring in the development of M&E Plans, M&E tools, survey design, methodology, data analysis, and other skills required for assessing the impact of programs.
    • Lead and/or collaborate with external evaluators on the design and roll-out of the program assessments, baseline and evaluations, while setting up effective systems for learning.
    • Ensures programs use the necessary M&E systems and tools, to inform and improve each individual program, as well as feed into the broader country-level M&E system and country strategy.
    • Take the lead in aligning, collecting and reporting on relevant indicators to the organizational-wide M&E systems, and other external systems as relevant.
    • Support teams in collecting sex and age disaggregated data and using gender-sensitive data collection methods in order to understand and respond to program results with diverse participants.
    • Participates in the facilitation of country and sector-level strategic planning sessions, assisting program managers and senior management in the development of their annual plans.
    • Identify research opportunities and partnerships that respond to priority topics and questions, and which connect to Mercy Corp’s field emergency response programming and national and regional strategic plans
    • Lead on both internal and external Data Quality Assessment (DQA) in collaboration with BHA Third Party Monitoring partners

    INFORMATION MANAGEMENT

    • Works with the program and M&E teams to adopt a holistic country-level M&E system (including Tola Data) that harnesses open-source software and flexible cloud solutions to more accurately collect, monitor and verify program activities and ensure they are aligned with country strategic and annual plan.
    • Provides guidance, recommendations, and leadership to ensure that the M&E systems meet the needs of Programs Managers and Country Leadership and help address shortfalls in M&E and data management that affect program implementation.
    • Contributes to program design to ensure adherence to Mercy Corps’ M&E best practices, including the use of standardized indicators, form templates, and documentation methodologies.
    • Maintain a comprehensive schedule of private and institutional funding reports for programs and review project/program reports to ensure that reports contain accurate, clear, and high-quality data and presented in the proper format.
    • Develop program and operational reporting templates that facilitate the acquisition, aggregation and flow of information in programs.

    CAPACITY BUILDING AND MENTORING

    • Develops and oversees the implementation of the M&E staff and partner capacity building strategy that promotes a culture of learning through systematic analysis and reflection of program data.
    • Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including regular reflection and analysis of program monitoring data.
    • Work closely with Program Managers, Human Resources and Finance to ensure that M&E skills are incorporated into all program position descriptions and positions are budgeted for.
    • Contributes to the knowledge management repository with best practices in M&E and ensure that it is accessible to all staff and partners.
    • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

    INTERNAL AND EXTERNAL COORDINATION

    • Active contributor and collaborator with sector clusters (majorly on joint assessments in Borno State) regional and global counterparts to promote the use of M&E best practices.
    • Strengthen linkages with other internal resources, including the LMS, Digital Library, Hub, and Connect, to enhance organizational learning where relevant to M&E.
    • Maintain close working relationships with M&E counterparts in other relevant international NGOs, and local NGOs and associations in Nigeria.

    Supervisory Responsibility: Senior MEL Officers and Data Management Officer

    Accountability

    Reports Directly To: Country MEL Manager

    Works Directly With: Strategic Learning Manager, Humanitarian Response Director, Program Sector Managers, Program Managers, Reporting & Communications Officers, Finance, and Operations teams. Coordinates with MCN PaQ unit (including CARM team).

    Knowledge and Experience

    • BA/S degree in development studies, research methods, statistics, economics, social sciences, monitoring and evaluation, project management or other relevant field required. Postgraduate degree preferred.
    • 3-5 years of active M&E work experience in emergency and development programming required with the proven use of program technology.
    • Experience with theoretical and practical background in M&E and skilled in participatory qualitative and quantitative M&E methodologies and techniques.
    • Excellent quantitative skills and power user with Excel; Experience with Access, and statistical packages including Stata, R or SPSS and GIS tools like QGIS, ArcGIS or Google Earth Pro is preferred.
    • Experience with data management including the ability to structure and collate data sets for ease of analysis.
    • Demonstrated understanding of intermediate statistics and the ability to summarize and make predictions from multiple data sets.
    • Experience of working on USAID programs preferred
    • Previous experience living and working in challenging or insecure environments.
    • Fluency in spoken and written English required.
    • Knowledge of Hausa and other local dialects is preferred.

    Procurement Officer

    GENERAL POSITION SUMMARY

    ESSENTIAL JOB RESPONSIBILITIES

    • Have a full understanding of MC procurement policies and systems; and be able to provide training to staff on these policies, procedures, systems and best practices
    • Assist in regular procurement planning meetings and program activity reviews.

    • 2 years of experience in Procurement, Logistics and Administration management required.
    • 2 years of experience working in international relief and development in logistics and administration, staff supervision and development, training, team building, finance & administration, donor relations, and inter/intra – agency communications. This includes experience living and working overseas and working in remote conditions.
    • Excellent computer and communication skills
    • Experience managing the development, implementation, administration, and compliance of US Government, ECHO/EC, UN, private foundation, and corporate grants, and related projects.
    • The ability to communicate in English and Hausa, other relevant local Borno languages is an advantage.

As part of his/her responsibilities, the Operations Officer will undertake tasks under procurement, administration, logistics and security working in close collaboration with the finance and program teams based in Bama. S/he will promptly and effectively provide all required support to programs so to deliver the assistance to beneficiaries in a timely, compliant and transparent manner.

    ESSENTIAL JOB RESPONSIBILITIES
    PROCUREMENT

    • Read and has a clear understanding of the Mercy Corps FP3 and all procedures;
    • Lead Mercy Corps daily Procurement Activities in Bama Office to meet program and country mission objectives in a timely manner and in accordance with Mercy Corps guidelines and donor regulations;
    • Possesses a full understanding of MC procurement policies and formats. Provide training to new staff on these policies and provided refresher training as a gap in staff knowledge are identified;
    • Assists staff as needed on creating clear and understandable purchase requests (PR) and other documentation;
    • Collects quotations and bids from the market for PR-s with support from Operations Manager – as per Mercy Corps standards and formats;
    • Conduct a regular market survey at least every quarter with coordination and support from the Operations Manager.
    • Conduct Preferred Supplier process for Accommodation, stationary and other repetitive requests in coordination with Procurement Officer and administration officer;
    • Interact with vendors during the collection of quotations – explain Mercy Corps formats and ensure that vendors will use the provided forms;
    • Ensures fair competition and strictly adhere to Mercy Corps procurement rules regarding vendor relations as described by Mercy Corps
    • Interacts with contractors, in coordination with the Operations Manager and Program Managers;
    • Ensures that the required documentation of supplies and transactions are completed to Mercy Corps standards. Maintains and updates the procurement files
    • Raise payment request for vendor’s payments and monitor the status of each payment.

    ASSET

    • Read and has a clear understanding of the Mercy Corps Asset Management Manual and all procedures;
    • Assists the Asset Controller with asset management. Identify assets during the course of procurement and notify the Asset Controller on receipts of assets;
    • Participates in regular assets inventory and checks.
    • Ensures that all the assets are maintained and in good condition. Check assets stickers regularly;

    FLEET

    • Responsible for oversight of vehicle rentals including tracking of leases and payment.

    OPERATIONS MANAGEMENT - SECURITY

    • To act as the office Security Focal Point.
    • If needed, conduct security risk assessments of core operational features and record and report findings;
    • To ensure that compound guards remain an effective and credible deterrent;
    • To ensure through comprehensive briefings, that all staff and visitors to are fully appraised of the risks, the prevailing security situation and any security procedures.
    • To manage and maintain all security communications equipment

    OTHERS

    • Carries out other duties as assigned.

    • Experience in overseeing logistics operations and systems;
    • Demonstrated experience in setting up and managing complex administration and operational systems;
    • Minimum of 2 years of experience leading teams in humanitarian assistance and development field;
    • Demonstrated understanding of complex emergencies, related security concerns, and appropriate responses to such emergencies;
    • Excellent negotiation, representation, skills and the ability to work comfortably with an ethnically diverse staff;
    • Excellent verbal and written communication, organizational, prioritization and computer skills in Microsoft Office applications are required;

    • Conduct Preferred Supplier process for Accommodation, stationary and other repetitive requests in coordination with Procurement Officer and administration officer;
    • Interact with vendors during the collection of quotations – explain Mercy Corps formats and ensure that vendors will use the provided forms;
    • Ensures fair competition and strictly adhere to Mercy Corps procurement rules regarding vendor relations as described by Mercy Corps
    • Interacts with contractors, in coordination with the Operations Manager and Program Managers;
    • Ensures that the required documentation of supplies and transactions are completed to Mercy Corps standards. Maintains and updates the procurement files
    • Raise payment request for vendor’s payments and monitor the status of each payment.

    ASSET

    • Read and has a clear understanding of the Mercy Corps Asset Management Manual and all procedures;
    • Assists the Asset Controller with asset management. Identify assets during the course of procurement and notify the Asset Controller on receipts of assets;
    • Participates in regular assets inventory and checks.

    • Ensures that the office is run in a professional and responsible manner including hosting guests, cleaning, receptionist duties and general contact and liaison with outside agencies.
    • Ensures that the office has sufficient office supplies.
    • Co-ordinates any other necessary administrative and office management details.
    • Makes all necessary travel and lodging arrangements for visitors
    • Oversee the management of office consumable (office materials like stationery, cleaning & hygiene,): that will include: collecting the requests on monthly bases, maintaining the stock, monitoring the use.
    • Facility management (cleaning, equipment repairs, utilities, water supply, green office considerations, facility keys management etc)
    • Administrating communication, ensuring internet, printers are working, the staff has enough phone credit.
    • Collect HR-related documentation and liaise with the country office on HR tasks
    • Monitor the generator and inverter operation, monitoring the service schedule;
    • Monitor generator fuel consumption
    • Responsible for oversight of vehicle rentals including tracking of leases and payment.

    OPERATIONS MANAGEMENT - SECURITY

    • To act as the office Security Focal Point.
    • If needed, conduct security risk assessments of core operational features and record and report findings;
    • To ensure that compound guards remain an effective and credible deterrent;
    • To ensure through comprehensive briefings, that all staff and visitors to are fully appraised of the risks, the prevailing security situation and any security procedures.
    • To manage and maintain all security communications equipment

    OTHERS

    • Carries out other duties as assigned.

    PROGRAM/ DEPARTMENT SUMMARY

    Mercy Corps Nigeria’s humanitarian program aims to provide assistance to populations affected by the crisis in Northeast Nigeria. With funding from the Bureau of Humanitarian Affairs (BHA), Mercy Corps will continue its engagement in several interventions including but not limited to food assistance, non-food items, protection, livelihoods, WASH and capacity building of humanitarian response actors. Mercy Corps is scaling-up and expanding its humanitarian response in Northeast Nigeria to reach more beneficiaries with additional assistance in a wider geographic area under the project titled Addressing Diverse and Acute Primary Threats (ADAPT) to Human Security in North-Eastern Nigeria.

    GENERAL POSITION SUMMARY

    The Gender and Protection Program Officer is responsible for the implementation of Protection sector activities including the mobilization of women’s groups, training on topics such as psychological first aid, and sexual and gender-based violence (SGBV), and the validation of referral pathways in Borno state, Northeast Nigeria. With the support of the Protection Coordinator, s/he will also advise and build the capacity of other sector teams on gender and protection mainstreaming and best practices. S/he will report directly to the Protection Coordinator and will work closely with other sectors.

    ESSENTIAL JOB RESPONSIBILITIES
    STRATEGY & VISION

    • Oversee the implementation of protection activities and ensure adequate gender mainstreaming across program field locations;
    • Develop activity work plans and manage day-to-day activity implementation related to protection;
    • Ensure that program implementation mainstreams gender and protection in coordination with other sectors in line with best practices;
    • Ensure that beneficiaries are effectively targeted according to vulnerability criteria;
    • Lead where necessary community meetings to identify protection concerns.
    • Establish and maintain effective program reporting, and monitoring and evaluation systems (to track, analyze and report on results) for both internal and external use;
    • Integrate community approaches, protection mainstreaming, gender sensitivity and capacity building into all activities as appropriate;
    • Ensure program filing system is in place, adheres to internal and donor regulation and filing is regularly maintained;
    • Adhere to all MC policies related to security, operations and transport/ logistics information related to programming.
    • Support orientation for all new staff on MC guidelines on gender and protection mainstreaming. If necessary, organize capacity building sessions for other sector staff on gender and protection.
    • Provide weekly field reports, capturing activities progress, lessons learned, success stories on the project as well as the general situation and community updates and needs.
    • Report on any problems encountered in the field such as project participant complaints, local authority interference, and security threats to MC staff and activities. Coordinate with MC Security Officer and Protection Coordinator on any threats to MC staff and activities.

    • Oversee program startup and ongoing program management and administration of teams across various field locations.
