    Finance Manager

    Requisition Number: 18-0095

    Project Summary

    The Department for International Development (DfID) Partnership for Learning for All in Nigeria (PLANE) program’s proposed impact is “more children and young people acquire knowledge and skills that enhance their life chances,” and the proposed outcome is that “state and non-state basic education systems deliver better quality learning for children, including for marginalized groups.”
    It will tentatively focus on Kaduna, Kano, Borno and Yobe states while providing support to the federal government.

    Position Summary

    • The Finance Manager will be based in Abuja, Nigeria. S/he will provide overall financial management and oversight for the project and will work closely with the Program Director.
    • This position will also be a liaison with the Home Office to ensure full compliance with regulations and policies with regard to implementation of effective internal controls.

    Reporting & Supervision:

    • The Finance Manager will report to the Program Director.

    Primary Responsibilities

    • Establish and maintain financial management and accounting control systems for program expenditures;
    • Ensure that the project meets all donor contractual requirements and complies with donor policies and regulations;
    • Receive and account for all funds for the project (performing weekly and monthly cash checks).
    • Liaise between Creative Associates' field and headquarters offices;
    • Participate in ongoing analysis, forecasting and review of project expenses;
    • Participate in budget planning and realignments as required;
    • Track the transfer of funds between headquarters and the field office, and manage accounting and finance records of in-country expenses, including developing spreadsheet programs for tracking and monitoring all financial project activities, and maintaining spreadsheets with current project expense data;
    • Provide Project Director/HQ updates on the status of fund requests and work with Finance and Contracts (F&C) in Washington, DC to ensure the timely transfer of funds;
    • Submit wire transfer requests for field offices to F&C for processing;
    • Process check requests and wire transfer requests for payments to vendors in compliance with contract requirements;
    • Review and process invoices and in-field fee payments in accordance with Creative accounting procedures and contract policies;
    • Work closely with field-based subcontractors to ensure budgets, projections, and invoices are completed according to Creative and donor policies and procedures;
    • Manage personnel and payroll office staff and procedures;
    • Maintain project financial and contractual files;
    • Develop financial procedures manual;
    • Provide financial management and systems training for project staff;
    • Maintain a database of accounting documents, in both electronic and hard copy;
    • Consolidate accounting data into a monthly return to be forwarded to Headquarters in paper and electronic copies;
    • Prepare the requisite financial documents and vouchers;
    • Draft quarterly and annual financial reports on financial status of project expenses and budget information and forward to F&C for review and approval by the Controller;
    • Coordinate with DfID regarding the management of U.S. dollars and local currencies;
    • Ensure monthly field expense reports;
    • Travel to field offices when necessary; and
    • Other related duties as assigned.

    Required Skills & Qualifications

    • M.S. degree in accounting or financial management desired; B.S. degree with at least 15 years of experience required;
    • Previous financial management of a donor-funded project in West Africa;
    • Public or private sector management, financial analysis, cost accounting and relevant experience preferably in developing countries;
    • Grants management experience desired;
    • Demonstrated capacity to supervise a complex financial management or general ledger system; and
    • Fluency in English.

    Program Director, Partnership for Learning for all of Nigeria (PLANE)

    Position Summary

    • The Program Director is responsible for the overall planning, implementation and management of the program as well as the achievement of the goals and objectives of the program in a timely and cost-effective manner.

    Reporting & Supervision:

    • The Program Director reports to the Project Director based in headquarters and supervises several program staff.

    Primary Responsibilities

    • The Program Director provides overall technical and administrative leadership and expertise for the program;
    • S/he serves as the primary liaison with government counterparts, local authorities, and/or civil society and education sector partners on management and technical matters; and
    • S/he will supervise program implementation and ensure the activities meet stated goals and reporting requirements.

    Required Skills & Qualifications

    • Master's degree in education or another relevant field. PhD is desired;
    • At least 10 years of experience in international development;
    • At least 5 years of experience in senior management positions;
    • Significant experience working with education programs in conflict/crisis affected countries; and
    • Fluency in English.

    Senior Education Manager

    Position Summary

    • The Senior Education Officer will be responsible for the overall management of education activities
    • S/he will be responsible for providing technical leadership for all teacher education activities, including leading and coordinating the teacher education and systems support activities at the national and state level
    • The position requires experience with teacher training policy and practice, designing programs for data collection and analysis, and personnel management.

    Reporting & Supervision:

    • The position reports to the Program Director.

    Primary Responsibilities

    • Oversee the implementation of all teacher education activities in both formal and non- formal schools;
    • Oversee training, coaching and ongoing support of teachers and learning facilitators in order to improve instructional practices in literacy, numeracy and social and emotional skills; and
    • Ensure technical coordination of activities related to teacher education and curriculum development, and obtain support from Federal, State and local government authorities.

    Oversight of teacher education interventions:

    • Oversee the selection of learning facilitators for the intervention and contribute to tools for selection such as assessment tools;
    • Oversee the initial training of learning facilitators, as well as their continuous professional development;
    • Monitor progress towards the objectives and intended outputs pertaining to teacher education using routine data, spot checks, observation, and other methodologies;
    • Provide regular written and oral reports on education activities to supervisor, senior management, project partners and donors; and
    • Promote the quality of teacher education activities by setting up quality assurance mechanisms and checks in collaboration with other staff.

    Coordination:

    • Lead integrated state technical working groups and steering committees pertaining to teacher education, curriculum development and assessment;
    • Work closely with consultants as needed to ensure effective implementation and quality content;
    • Coordinate with colleges of education and NCCE for the contextualization and validation of curriculum;
    • Represent the project in major meetings and events as appropriate;
    • Develop and maintain effective working relationships with key stakeholders including government actors, UN agencies, international and local NGOs, and other relevant actors; and
    • Represent PLANE to local communities, government departments, international agencies, and local groups.

    Required Skills & Qualifications

    • Master's Degree in Education; Advanced Degree preferred;
    • At least 10 years of relevant professional experience with an international or civil society organization, including direct implementation of education programming;
    • At least seven years of experience related to teacher professional development;
    • Experience working with displaced or otherwise marginalized communities;
    • Strong oral communication skills and effective in representation and liaising with external actors;
    • Excellent technical writing ability in English, including report writing;
    • Good computer skills in programs including MS Word, Excel, Powerpoint, and Outlook;
    • Ability to work under pressure in challenging working and living conditions; and
    • Willingness to travel extensively in Nigeria, including to remote and/or insecure locations.
