    Information Management Officer

    Context

    • In order to address the need for continued and systematic analysis of contextual risks in Nigeria, the Country Office has developed the design of a Crisis Risk Dashboard (CRD) with the support of UNDP Crisis Bureau.
    • The CRD is an online platform for data aggregation and visualization, aimed at facilitating the identification, tracking and analysis of contextual risks by the UNDP Country Office and potentially the wider UN Country Team.
    • UNDP Crisis Bureau and the Country Office will work together on developing, maintaining and using the CRD. As a next step, the Country Office and Crisis Bureau are seeking to recruit an information management officer (IMO) who will lead on key aspects of the CRD design and finalization, especially related to data management and technical support.

    Task Description

    • The UN Volunteer will work under the supervision of the Crisis Prevention and Recovery Advisor to the UNDP Resident Representative and Deputy Resident Representative, in the key functions listed below.
    • He/she will also work closely with the UNDP Nigeria Communication unit, the Resident Coordinator office, Regional Information Management Officer, as part of the UNDP-UNV Tandem Teams Initiative . Summary of key functions:
    • Conflict data Capture, Management and Analysis
    • Data Visualization, Reporting and Application
    • Technical Support Data Capture, Management and Analysis:
    • Identify key data gaps for informed crisis risk tracking in the country.
    • Propose a strategy and implementation plan for capturing required primary data
    • Develop a process for and understand primary data gathering (e.g. designing and con-ducting periodic perception surveys)
    • Identify and integrate additional primary and secondary data into the Crisis Risk Dash-board as required by evolving needs including the development, implementation and management of new indicators and corresponding data that are associated with the crisis risk model;
    • Propose revisions and improvements to the overall design framework and data re-quirements for the risk tracking system, using as the key tool the Crisis Risk Dash-board (CRD) – a purpose-designed platform developed by CRU for online information management and data visualization - and ensure content is current, comprehensive, and follows relevant metadata standards; Data Visualization, Reporting and Application:
    • Produce and update information products such as maps, charts, and infographics by turning data into graphical products to convey messages and a storyline as well as support strategic and operational decision-making;
    • Explore ways of presenting crisis risk profiles and early warning more effectively through visual representations (charts, graphs, tables and diagrams) through the CRD;
    • Provide technical assistance in translating data and other program information into easy visual representations, in accordance with data visualization best practices;
    • Consolidate operational information on a regular schedule to support analysis and de-sign and implement sustainable information management and dissemination systems for data collections for the CRD, where required. Training and Technical Support:
    • Provide substantive input on information management toward the development of guidance and training materials in support of the Country Office / Country Team appli-cation of the CRD;
    • Provide maintenance and end-user technical support in issues relating to the CRD in-formation management use, including troubleshooting for data entry and access to the existing database;
    • Provide technical assistance in order to build capacity of staff on how to integrate data visualization approaches into their work as well as how to update and monitor existing dashboards. Furthermore, UN Volunteers are required to:
    • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day);
    • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
    • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
    • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.;
    • Assist with the UNV Buddy Programme for newly arrived UN Volunteers;
    • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results / Expected Outputs
    • Crisis Risk Dashboard (CRD) for Nigeria is designed and functional.
    • The tool designed provides up-to-date data visualization and Reporting.
    • The CRD is implemented with the support of UNDP and the wider UNCT in Nigeria. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is sys-tematically applied, integrated and documented in all activities throughout the assignment ; A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

    Required Education Level

    • Master's Degree or equivalent in Information Management, Information Systems, Social Science or related field.

    Required experience:

    • 3 years of experience in Information management, information systems, geographic information systems (GIS), database development, web management, visualization, or other related areas;
    • Age: 27 - 80.
    • Nationality: Candidate must be a national or legal resident of the country of assignment.

    Mission and Objectives

    • For more than 25 years, UNODC, through its Country Office in Nigeria, has been cooperating with the Federal Government, its specialized agencies, the judiciary, as well as select State Governments, civil society and the private sector in making Nigeria safer from drugs, crime and terrorism.
    • In doing so, UNODC, as part of the United Nations Country Team, is contributing to Nigeria's achievement of the 2030 Agenda for Sustainable Development.
    • Presently, UNODC provides support in the areas of anti-corruption, counter-terrorism and the prevention of violent extremism, drug prevention, treatment and control, the fight against organized and maritime crime, action against trafficking in persons and smuggling of mi-grants, justice sector reform, prevention of HIV/AIDS in prison settings and related to drug use, fight against wildlife and forest crime.

    Context

    • Since 2011, UNODC has been providing support to the Nigerian Government and its various relevant ministries and agencies in effectively the 19 universal legal instruments against terrorism, along with the relevant United Nations Security Council Resolutions.
    • The implementation of these conventions, protocols and resolutions is informed by the guidance provided by the UN Global Counter-Terrorism Strategy. UNODC works closely with the Nigerian government to strengthen rule of law-based criminal justice responses to terrorism. UNODC delivers capacity-building support to law enforcement officials, legal advisors, prosecutors, defence attorneys and judges; provides technical assistance to policy makers on the legal and policy framework related to terrorism, and works with local partners to prevent and counter violent extremism.

    Task Description
    Working under the overall guidance of the UNODC Country Representative and under the direct supervision of the Programme Management Officer, the UN Volunteer will support the work of UNODC Country Office in Nigeria to strengthen the rule of law in Nigeria. He/she will specifically undertake the following tasks:

    • Assist in conducting research in the areas of security, rule of law, crime prevention, criminal justice and transnational organized crime, in support of the identification of threats, technical assistance needs and the design of possible technical assistance interventions;
    • Support in providing substantive input and coordination for the planning, preparation, organization and implementation of project activities, supporting the project manager to ensure that all administrative and logistics arrangements are in place. This will entail contributing to the preparation of draft letters, talking points, agendas, terms of references  and other relevant working documents.
    • Support, as required, the implementation of UNODC’s project portfolio and related activities in Nigeria in the field of transnational organized crime and other areas related to the rule of law, crime prevention, criminal justice;
    • Participate in and report on meetings, workshops and other events organized by UNODC, other international development partners and national counterparts in the areas of security, crime prevention, criminal justice and transnational organized crime;
    • Liaise with UNODC headquarters and other regional/field offices to assist the preparation and conduct of project activities.
    • Supports the monitoring and evaluation of projects, programmes and activities of the office, collects and analyses data on project impact and results, and prepares and provides inputs to reports;
    • Supports the identification of funding opportunities, monitors donor priorities, helps to maintain donor relations and fundraising activities, and ensure timely, accurate and compelling donor reporting.

    Requirements

    Task Description
    Under the direct supervision of Chief of Field Office, UNICEF Kano, the UN Volunteer will undertake the following tasks:

    Emergency Preparedness:

    • Provides professional assistance in risk analysis to identify emergency-prone conditions/situations and contribute to early warning and timely emergency preparedness.
    • Participate in the formulation of plans of action in preparation and response to emergencies. Gathers information on best practices in emergency situations for the preparation of contingency plans. Monitors compliance of all sectors with emergency plans of action.
    • Identifies formal and informal sources of information. Collects, interprets and analyses all available data on the evolving emergency situation and its implications to the emergency operation. Keeps the effective flow of information and communication crucial for the planning and implementation of emergency measures. Identifies availability of resources in emergency prone areas.
    • Supports in organizing and conducting staff training for the office’s capacity building in emergencies preparedness and response. Provides briefing, as required. Participates in other emergency training workshops in the region, and contributes to enhancement of the emergency preparedness and response capability of the office staff.

    Emergency Response:

    • In the event of an emergency, promptly assists in implementing the initial operational tasks relating to emergency assistance. Immediately collects reliable information to verify the nature and extend of the emergency with staff, government officials, other UN agencies or local organizations and media.
    • Follows up to ensure that the office is provided with effective telecommunications facility and staff security assistance in an emergency, as necessary. Contacts with all UNICEF staff and their dependants and visitors to ensure their safety and whereabouts, and promptly informs head of office, supervisor and other emergency staff.

    Requirements
    Education:

    • Bachelor's Degree or equivalent in Public Health, Health Education, Social Sciences, Public Administration, Law, Public Health, Nutrition, International Relations, Business Administration or other related disciplines.

    • 3-5 years of progressively responsible experience at the national or international level.
