    Compliance Manager

    ECEWS is implementing a project called Accelerating Control for HIV Epidemic Project (ACE) funded by the United States Agency for International Development (USAID) in Akwa Ibom & Cross River States targeted at achieving epidemic control thereby reducing transmission and improving the quality of life of those living with HIV, US Centers for Disease Control and Prevention (CDC) funded project aimed at Delivering Comprehensive and Sustainable HIV/AIDS Clinical and Community Services to achieve HIV epidemic control in sub-National units of Delta, Osun and Ekiti States in Nigeria under PEPFAR and is in partnership with John Hopkins Programs for International Education on Gynecology and Obstetrics (Jhpiego) in implementing a four year USAID funded project titled “Momentum Country & Global Leadership (MCGL)” with the goal of addressing  major contributors to maternal mortality and morbidity through the prevention and mitigation of the consequences of violence against women and girls (VAW/G) and possible drivers of child early and forced marriage (CEFM), Intimate Partner violence (IPV), Sexual Violence (SV), early adoption of family planning (FP).

     Job Description

     Auditing and Financial Compliance (60%)

    • Support in the design and execution of operational audits to ensure the adequacy and effectiveness of the internal control environment in compliance with the organization’s policies and procedures and identify opportunities for process improvements.
    • Develop a targeted, risk-based, and coherent annual financial assurance/compliance plan, disseminate the plan to management and core operations teams and ensure strict adherence/implementation of the plan within stipulated timelines.
    • Conduct periodic financial assurance reviews and investigation of compliance issues to ensure that procedures are followed and prepare detailed findings memoranda for management and advise on next steps.
    • Work closely with the Compliance Director to monitor implementation of these processes and for clarity of communication of the processes.
    • Support the Finance team with project and statutory audits, including organizing teams, checking compliance with donor polices and applicable laws, detecting control weaknesses, and verifying financial records.
    • Perform audit assignments, including plan preparation, workpapers, finding, and associated reports; verifies the accuracy of financial records as they pertain to assets, liabilities, receipts, expenditures, and related donor transactions.
    • Under the supervision of the Compliance Director perform assurance reviews of the projects’ procurement and financial records to ensure compliance with organizational policies and procedures by understanding and documenting business processes, interpret policies and procedures, and evaluate key risks.
    • Examines physical and electronic vouchers against organizational policies and procedures.
    • Assesses completeness of substantiating documents against contractual terms and conditions.
    • Maintains a database of record-keeping recommendations and observations.
    • Reviews and develops procedures to mitigate the risk of fraud and wastage.

    Business process analysis, design, implementation, and management (20%)

    • Consult and provide guidance and information to internal clients on process development or redesign initiatives.
    • Manage and negotiate the timelines of the process improvement projects focusing on the development, implementation, administration and operation of new business processes and strategies.
    • Identifies physical and electronic filing trends across all vouchers and makes filing process improvement recommendations, when relevant.
    • Participate in the development and implementation of systems that result in improved operational efficiency and reduced organizational risk.
    • Monitor and provide updates on post-implementation and conformance reviews with a focus on continuous improvement and compliance.
    • Act as a main business process improvement expertise contact point and provide direction, mentoring and guidance to less experienced staff providing them ongoing support in process design, process support and process operations.
    • Support on developing new partnership mechanisms processes, SOPs, etc.
    • Advise stakeholders on the issues and problems that may arise as process implementation activities and improvements occur.
    • Keep abreast with the client’s fiduciary policies, organization policies and procedures, current developments in accounting and auditing professions, and changes in local legislation
    •  On-boarding and training facilitation for functions worldwide (10%)
    • Facilitate on-boarding and training programs to provide staff with the tools needed to perform their duties in an effective and efficient manner in compliance with the organization’s policies and procedures.

    Management and Supervision (10%)

    • Manage the work of the Compliance Associates that support the various teams.
    • Supervisory responsibilities include, but are not limited to, developing and agreeing goals and work plans, meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting Performance Plan and Reviews; communicating, implementing and assuring adherence to organizational policies, guidelines and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee success whenever possible.
    • Perform other duties assigned by his/her supervisor

     Minimum Recruitment Standard

    • Minimum of 6 years of compliance-related work experience required.
    • Bachelor’s degree in finance, business administration, or accounting required; Lead Audit or Accounting certification from reputable certifying body or an Advanced Degree required.
    • Strong verbal and written communication skills; ability to effectively lead meetings and conduct presentations.
    • Ability to work effectively both independently and as part of a team.
    • Demonstrated ability to collaborate effectively with others, identify root causes, and drive results
    • Experience with aspects of federal cost reimbursement practices, such as the Federal Acquisitions Regulations (FAR) and USAID/the Global Fund regulations strongly desirable.
    • Prior work experience with non-USG, foundations and other donors desirable.
    • Experience building capacity/ training diverse groups highly desirable, both in a classroom or in an electronic setting.
    • Experience working on a USAID or donor-funded project required
    • Fluency in English is required

    Job Description

    • The position holder will support the Deputy Director of Finance to manage responsibility for both accounting and finance and ensure compliance with the contractual requirements of funders with the objective of providing professional accountancy services consistent with generally accepted accounting principles.
    • Assist the Deputy Director of Finance in the supervision of the finance/accounting staff in the HQ and state field offices.
    • Assist the Deputy Director of Finance provide support with problem resolution on cash accounts, bank resolutions, accounting software, resolution of audited questioned costs, and financial close outs.
    • Provide support with the accounting workflow in the review and audit of ECEWS and sub-recipient reports for reimbursement of expenditures.
    • Analyse, develop and monitor accounting/fiscal control procedures and program budgets including monitoring cash flows and requesting for fund transfers from HQ.
    • Prepare financial reports for to monitor and track obligations and expenditures.
    • Provide training and backstopping on the accounting software.
    • Provide technical assistance on accounting and financial matters. Identify areas needing improvement and provide necessary staff development and training.
    • Assist Program staff in monitoring sub-project budgets in accordance with approved work plan activities.
    • Prepare written and verbal responses to inquiries and requests for budgetary information.
    • In collaboration with the Associate Director of Finance Director of Finance, prepare monthly and annual financial reports, including financial status of sub-projects account activities, with accompanying backup documentation and receipt.

    Minimum Recruitment Standard

    • BS/BA in Accounting, Finance, Business Administration, or related field and a minimum of 9 years relevant experience with at least 5 years in international development programs.
    • MS/MA in Business Administration, Social Sciences or related field and a minimum of 7 years relevant experience with at least 5 years in international development programs.
    • Possession of CPA, ACA, ICAN, or recognized equivalent is required.

     Job Description

    • The Communications Specialist will manage all ECEWS internal and external communications of all projects and representing the project to external audiences.
    • Support the development and implementation of internal and external communications strategies for the organization.
    • Support maintenance of social media platforms, databases, and knowledge management systems
    • Provide support towards content development for ECEWS ACE 5;  Assist in the production of day-to-day content across all ECEWS communications platforms, focusing on the newsletter and digital content, website articles, blogs, press releases and updates and content for social media.
    • In coordination with all ECEWS projects, develop regular communication material highlighting ACE 5 activities and achievements and/or engagements.
    • Assist in rolling out media events such as press conferences/media briefings, external interviews with media houses, campaigns, etc.
    • Draft, translate and disseminate media products (media advisories, press releases, brief notes, etc.).
    • Development of communication materials for marketing and awareness-raising campaigns, including briefing materials and press releases in coordination with the ACE 5 project management team and ECEWS Senior leadership.
    • Review of reference materials, identification of reference materials for retention and maintenance of information database and photo library.
    • Take part in communication activities including information campaigns where applicable (World AIDS Day, etc.)
    • In collaboration with other Program teams, assist in identifying and drafting success stories and compiling lessons learnt.
    • Assist in implementing social media strategy and campaign, including content development, dialogue monitoring as well as feedback collection
    • Updating and maintaining online platforms, support design of content including graphic designs for digital distribution.
    • Content development and design of high-quality Information Education and Communication (IEC) materials, factsheets, and other publications.
    • Deliver creative infographics and technical solutions for print, electronic and animated presentations.

     Minimum Recruitment Standard

    • Minimum of a BA / MA / MSc in Communications, or Business Computing, with Public Health Bias
    • Minimum of 4 years’ experience working in a similar role with a local or International Organization.
    • Industry’s certification and membership.
    • Excellent written and verbal communication skills.
    • Knowledge of and experience with strategic communication on HIV prevention, care and treatment
    • Brand management and ability to create new ideas, products, including creative contributions
    • Exceptional creative and adaptive writing skills that cut across writing and review of program reports, success stories, advocacy briefs and preparation of scene setters
    • Design and graphics skill and ability to represent program results with graphics, messaging to diverse audiences, identification of the best-suited communication channels based on the target audience, and dissemination techniques and methods.
    • Ability to work in a team under tight deadlines in a dynamic and fast-paced work environment
    • Very good mastery of English. The ability to understand and communicate in Efik, Igbo and Ibibio will be an added advantage.
    • Proficient in the use of computer applications related to the tasks.
    • Highly proficient in Adobe Illustrator.
    • Experience working with local NGOs, INGOs and government bodies would be an advantage.

    • Possess exceptional public speaking and writing skills.

    Job Description

    • Apply and conduct gender analysis and use of gender-disaggregated data across community and facility level GBV Prevention and Response activities
    • Lead MCGL state level implementation of the GBV service provision package of care and across the continuum of GBV case management.
    • Provide mentorship support to service providers in providing GBV survivor-centered case management services, including needs assessment, case plans, follow-up, referrals, and counseling.
    • Work with service providers to Identify gaps / challenges in service delivery and coordinate with relevant actors to ensure that safe and confidential services are made available and accessible to vulnerable women.
    • Take pro-active role to support the development and implementation of the agreed work-plan;
    • Work with project teams to strengthen gender/GBV components of training, job aids and reporting or data collection tools at all levels
    • Conduct regular GBV-focused coordination meetings, mentoring and supportive supervision visits to ensure that ECEWS gender equality targets are being achieved across the states where projects are being implemented.
    • Mentor and work with Local/Indigenous Partners (LPs) to implement milestone activities on time and as scheduled.
    • Review milestone reports and provide feedback to LPs
    • Support LPs in conducting norm shifting activities at the community level, as well as supportive supervision
    • Work with monitoring and evaluation teams to analyze and report on indicators, measuring the outcomes and impact of interventions.
    • Document processes and outcomes for integrating gender into programs
    • Prepare and submit regular progress reports, field visit reports, training reports and contribute to the preparation of quality monthly reports
    • Participate in MCGL project meetings and present on project progress, share lessons, best practices and successes related to addressing gender equality on MCGL programs
    • Maximize opportunities for increasing ECEWS gender equality portfolio of work and support new business development initiatives including resource mobilization and proposal writing.
    • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

    Minimum Recruitment Standard

    • Master’s degree in Public Health, Social Sciences or related field or Bachelor’s degree in combination with 5 years of qualifying experience will be accepted in lieu of the advanced university degree. Minimum of 4 years with Master’s degree of relevant experience is required.
    • Prior experience working in the field of gender related projects with strong technical capacity and practical experience in designing and implementing gender sensitive development programs
    • Strong understanding of inclusion and mainstreaming issues and approaches
    • Familiarity with local context
    • Experience in working with high level counterparts and engaging with Government officials and other development partners.
