The Human Resources Officer implements and leads the activities of Project Human Resources Management (HRM), providing a full spectrum of HR services at project level linked to organizational needs and objectives. The HR officer serves as a resource person with respect to MSH/GF regulations. Under the direct supervision of the Project Director, the HR officer works closely with the Nigeria HR Partner, Global HR Partner, and the Project Leadership Team to support the achievement of organizational and country mission, goals, and objectives through the development, implementation, and management of HR activities. The HR officer adheres to MSH’s Procurement Integrity (PI) standards in all HR activities and is responsible for raising the awareness of staff regarding PI regulations.

Qualification

- Experience of managing HR functions in GF funded projects will be preferred.
- Experience managing and leading HR functions in the NGO health sector is an added advantage

The Compliance Officer will conduct verification of internal controls and compliance of all financial and operational functions in the GF-Malaria Project, Nigeria. The position holder will verify that all staff are well versed in donor and MSH policies and procedures and are adhering to such standards. S/he will identify gaps in existing internal control systems and provide recommendations to strengthen them; will identify gaps in knowledge and skills; will provide recommendations for training.
Responsibilities
- In coordination with the Senior Compliance Officer, s/he will develop a plan and evaluation tools and then carry out independent appraisals and verifications of the effectiveness of MSH and donor policies, procedures and standards, and (country) law, by which MSH (country/project) financial resources are managed.
- S/he will review and evaluate the effectiveness and efficiency of operations, reliability of financial reporting, compliance with applicable laws and the safeguarding of assets.
- S/he will plan, perform and report back on internal assessments to ensure that financial control, financial guidelines of donor organization and other control procedures are in place and are being properly implemented and managed within MSH GF-Malaria Nigeria offices.
- S/he will also be responsible for advising and monitoring quality standards of operations and value for money.

The Technical Director (TD), Malaria is a member of the senior management team on the Global Fund malaria grant in MSH. She/he and will provide overall technical direction, leadership and technical expertise for the team in designing and delivering evidence-based, high impact malaria case management and vector control interventions/services in public and private health facilities, that are responsive to the needs of the National, State and the Global Fund.
The position is designed to provide technical assistance, specifically to the NMEP and State-levels MEPs, in meeting the technical demands of the Global Fund malaria grant.
The TD, Malaria will report directly to the Project Director to provide technical expertise and oversight to ensure MSH's programs apply evidence-based malaria interventions and approaches that align with the current and up-to-date national malaria strategic plan (NMSP) objectives to ensure delivery of quality case management for malaria in public facilities and lead the implementation in the following areas;
•Vector Control – mass campaign and routine distribution of ITNs;
•Case management – diagnosis with Rapid Diagnostic Kits (RDTs) or microscopy, treatment with Artemisinin Combination Therapy (ACTs); treatment for severe malaria with injectable Artesunate and Specific Prevention Interventions (SPI) – Seasonal Malaria Chemoprevention (SMC) and Intermittent Preventive Therapy in Pregnancy (IPTp); and integrated community case management (iCCM)/Community Health Influencers and Promoter Services (CHIPS) iCCM/CHIPs implementation
The TD, Malaria will support the program to deliver high-quality integrated health interventions and ensure that project activities align with relevant international standards and national/state policies, strategies, and plans.
The TD, Malaria will ensure MSH’s visibility by actively participating in technical working group discussions to update malaria policies, guidelines and tools, lead the planning and facilitation of trainings where applicable. She/He will participate in monitoring, periodic evaluations, and semi-annual reviews of project activities, including program analysis and strategic planning. She/he will maintain updated technical knowledge on malaria and related public health topics to be able to provide vision and input to strategy development. She/he will work with MSH, NMEP and States to actively use data for decision-making, document and share best practices to inform sustainable, evidence based malaria control activities.

Provide technical leadership in the development and operationalization of the GF Malaria Project Implementation Plan (PIP) to apply evidence-based malaria interventions and approaches that align with the current and up-to-date national malaria strategic plan for program management, reporting, and documentation of best practices

Work with Grant implementation leadership to ensure proper coordination among States, LGAs and Grant implementation partners
Qualification
- M.D/MBBS required with extensive field experience in community-based malaria prevention, vector control, diagnosis and treatment; a master’s degree in public health is an added advantage. Specialized experience in malaria is highly preferred.
- 10+ years post NYSC experience in public health with minimum of 4 years successful experience as senior-level technical or program manager designing, implementing and managing malaria and other health programs of equivalent size and complexity in developing countries; Global Fund (GF) experience is strongly preferred.
- Proven exceptional leadership in the design, management, implementation, monitoring, and evaluation of health programs) in Nigeria; Including experience in the design and implementation of large-scale programs related to in the field of malaria and/or reproductive, maternal, newborn, child health, plus nutrition (RMNCH+N)
- Familiar with the primary health care context in Nigeria

The objective of the M&E Specialist position is to provide technical leadership at the state level. The position of State-based M&E Specialist will oversee all M&E activities for the program within the designated state and strengthening the facility records and data collection officers, ensuring quality and timeliness of data collection and reporting. S/he will provide technical oversight and guidance to strengthen state-level M&E systems, ensuring proper orientation, mentoring and quality supervision to state M&E staff and M&E units in the State Ministry of Health, Hospital Management Board and State Malaria Elimination Program.
Responsibilities
- Spearhead the roll-out of the Global Fund Malaria M&E plan in line with Global Fund and national reporting requirements
- Member of the State Project Management Team that is responsible for overall project performance
- Provide technical input in the development of an integrated State GF Malaria project plan in collaboration with the country M&E lead and State M&E specialist

- Provide direct technical assistance and capacity building in the design and implementation of the program/project Monitoring and Enhanced Evaluation components of the activities in the communities served.
- Build capacity of local partners including LGA and State M&E officers at SMoH, HMB, SMEP, and others in project monitoring and with program staff and local partners, used program/project monitoring data to modify existing programs and design new programs.
- Provide technical support in evaluation research (including sampling strategies, analysis and presentation of data) to the local research groups working on the Secure the Future project.

- Assist the Technical Director M&E to coordinate the establishment/strengthening of one state M&E system that informs policy and practice.
- Support the effective implementation of SMC in Taraba State to achieve 100% EOC Reporting rate and timely submission of SMC/routine PUs.

- Minimum of 3 years’ experience working in Malaria programs in Nigeria would be preferred
