    Grants & Finance Manager

    The Grants & Finance Manager would support the Zonal Programme Manager (ZPM) in Borno State to ensure that programme delivery complies to the terms of the contract – quality, quantity and reporting. The Grant & Finance Manager would periodically travel to LGAs (as may be possible due to prevailing security situations) for programme quality assurance and compliance purposesKey accountabilities

    • Work with the Country Finance team and Compliance Manager to prepare and track progress of project and activity budgets.
    • Ensure that all programme activities and tasks align to budgetary provisions, timelines and comply to donor guidelines and requirements as per the programme contract.
    • Ensure that donor required reports are prepared accurately and submitted within the due dates; coordinate financial reporting with HQ Finance and GiveWell Foundation. This includes ensuring that reports are discussed collectively with the different functions (program management, Operations, PSM, M&E, Finance) to ensure identification of appropriate solutions, and carrying out accuracy and quality checks before submission to Country Finance Manager.
    • Lead, direct, mentor and coach the Finance staff to meet programme objectives.
    • Support the setting of annual programme finance and compliance targets and ensure that specific tasks are built into staff performance plans.
    • Lead the identification of budget and compliance needs and oversee the implementation of trainings on budgeting and compliance with all relevant staff under the grant.
    • Proactively track budget spending against the budget and provide recommendations to the ZPM on needed actions.
    • Develop effective budget monitoring tools and implement them for programme activities; review Borno State budget against spending and provide comments / recommend approval by the ZPM.
    • Actively support the monthly budget versus variance (BvA) activity.

    Qualifications and Experience:

    • ICAN or equivalent professional qualification (CA, CPA, ACCA) strongly recommended
    • Master’s Degree in Administration, Accounting or Finance, Organizational Development, Management or other relevant field.
    • Minimum of five (5) years’ experience in non-profit Accounting and Grant management, preferably with an International Organization, with at least 2 years’ experience at the management level.
    • Proficiency in working with the computer with excellent knowledge of the MS Office (Excel, Access and PowerPoint) and financial software.

    IDP Camps Coordinator

    The role of ICC is to ensure quality implementation of delivery of SMC services at the IDP camps with the community oriented resources persons (CORPs) within the IDP camps and health facility workers responsible for these camps. S/he would ensure the timely delivery of SMC commodities and supplies, provision of supportive supervision, training and documentation of programme activities. S/he provides supportive supervision and training to the above actors and ensures respect of SMC administration protocols within the COVID 19 pandemic setting. He/she interacts with the Borno State Ministry of Health (SMoH), LGA management team, keeps them updated on the programme progress and ensures high-quality SMC implementation.

    Key accountabilities

    • Implement all SMC activities at all the IDP camps within each LGA, including timely implementation of work plan, planning meetings, commodity distributions and monitoring to avoid any stock out;
    • Community mobilization activities, supervision, monitoring and reporting;
    • Ensure accountability of received commodities and supplies through tracking consumption levels and review of reconciliation reports
    • Review all field implementer reports, provide feedback on areas which needs correction and submit the final hard copy report to the ZPM after LGA Level approval;
    • Assist Senior M&E Officer on the data quality queries and ensure identified issues are rectified in time;
    • Responsible for overall planning and coordination of LGA and HFW/supervisors and CORPs during training and supervision visits;
    • Liaise with key partners including LGA Administrator, SMoH, IDP camp leaders, other stakeholders (as necessary) for successful mass drug administration (MDAs);
    • Ensure the development of individual and team action plans to ensure role complementarities in achieving the set treatment target;
    • Participate in the follow-up of supplies consumption;
    • Overall planning of stock levels, making sure that they are sufficient for the operations at SMC fixed points;

    Qualifications and Experience

    • Clinical Officer, Nurse or Public Health qualification.
    • At least two years’ field experience in related field.
    • Fluency in English, Kanuri, Hausa and/or other local languages is required.
    • Experience working in drug/commodity supply management, M&E and logistics.
    • Ability to communicate effectively with a variety of audiences including LGA staff, HFW, CORPs and IDP camp leaders.
    • Experience working within IDP camp-like environments and complex operational environments.
    • Experience of conducting quality supportive supervision and data use.

    LGA Field Officer

    • Responsible for capacity building of field partners (Supervisors, HFW, CDDs, and community mobilisers) through training, on-job support and quality supervision.
    • Track program targets and timely implement the planned activities to ensure program meets targets and review reports from LGAs and HFW for accuracy and completeness prio6r to submission.
    • Ensure implementation of activities is in line with the laid down protocols, by continuously monitoring and conducting supervision and on-job training of LGA, HFW and CHWs. 
    • Maintain a good relationship and work jointly with – Public Health Officers and other partners to undertake home visits, meetings and to ensure health LGA’s ownership.

    Qualifications and Experience

    Senior M&E Officer

    The M&E Officer will serve as the main focal person for all Research, MEAL (Monitoring, Evaluation, Accountability and Learning) activity which include data validation, data quality assessment (DQA), lot quality assessment surveys (LQAS), coordination meetings, capacity building in data quality and supportive supervisory visit to strengthen health management information system in SMC project in Borno state. S/he will assist and report to the Zonal Programme Manager (ZPM) regarding the monitoring and evaluation (M&E) of project activities.

    Key accountabilities

    • Plan and implement M&E activities related to SMC implementation in the approved work plan under the guidance of the Data Analysis Specialist (DAS).
    • Serve as the focal person for all monitoring and evaluation (M&E) related work for the project within the state.
    • Ensure high quality data are available on a regular and timely basis for programmatic decision making.
    • Manage the data collection and management processes before, during and after each round of mass SMC drug administration.
    • Ensure that state M&E and project teams regularly review and accordingly adjust M&E plans and tools in the light of changes and needs in the field context based on monitoring data and reflection sessions.
    • Support learning-to-action events and reflection sessions to systematically analyze data for programmatic use for the state and to document and incorporate lessons learned into program design and implementation.
    • Conduct regular data review and analysis for feedback to state for project improvement and for updates to national level (Malaria Consortium and government)

    Qualifications and Experience:

    • Degree in Statistics, Demography, Mathematics or any other relevant quantitative relevant discipline.
    • Demonstrable contextual knowledge of local issues, community priorities, social and cultural constraints and realities related to community assessment, project design, evaluation and implementation.
    • Cognate experience in monitoring and evaluation (M&E) of community-based interventions is highly desirable.
    • Experience in managing HMIS and CLMS as well as familiarity with Nigerian public sector health systems will be added advantages.
    • Experience in survey design and implementation, development of data bases and analysis and write up of survey results.
    • Demonstrated skills in data management and quantitative data analysis.
    • Previous experience and willingness working in a complex operational environment (COE).

    Senior Operations & Procurement Officer

    The Senior Operations & Procurement Officer (SOPO) will be actively responsible for providing an effective and efficient operations and procurement support towards a successful 2021 SMC implementation in Borno State. S/he will be work directly with the Malaria Consortium Country Operations Manager (COM), Country Program Manager (CPM), Programme Director and other relevant staff based in both in Abuja and Borno State.

    Key accountabilities

    • Work with Country Office Manager to oversee and supervise employees and all activities of the procurement team.
    • Estimate and establish cost parameters and budgets for purchases.
    • Preparing budgets, cost analyses, and reports.
    • Develop/prepare plans for the purchase of products, equipment, services, and supplies.
    • Follow up and enforce Malaria Consortium’s procurement policies, guidelines, procedures and timelines.
    • Work with relevant personal and committees to review, compare, analyze, and approve vendors/suppliers prices, products and services to be purchased.
    • Manage Assets and inventory database and maintain accurate purchase and pricing records.
    • Maintain and update an inventory/list of vendors/suppliers and their contact details, qualifications, delivery times, and potential future development, etc.
    • Create and maintain good relationships with vendors/suppliers.
    • Make professional decisions as per operational guidelines in a fast-paced environment.
    • Ensure that the products and supplies are of right specifications and high quality.
    • Work with staff, team members and COM to complete duties as needed.

    Qualifications and experience:

    • Proven previous experience in operations and procurement for Emergency Programmes /Malaria projects.
    • A minimum of 3-5 years’ experience in a related role.
    • Have a Bachelor degree in Administration, Logistics Management, Accounting, Business Management or a similar field preferred.

    Senior Security Manager

    The Senior Security Manager (SSM) position will be in charge of managing the day to day security of all Malaria Consortium operations in Borno State to ensure the achievement of SMC project objectives. The successful candidate will analyse complex security issues and contexts, define and continually refine security SOPs, give sound practical safety and security advice, and along with the Zonal Programme Manager (ZPM) and the Country Safety and Security Manager (CSM) make decisions to support safe operations.

    Key accountabilities

    • Establish, implement and continually update the Borno State Safety and Security Plan, with SOPs including communications and movement protocols, security tree, information flows, etc.
    • Establish and maintain an active information network, which includes state security actors, peer NGO security focal points and relevant security alert sources to obtain daily reliable and credible and relevant safety information.
    • Input daily and weekly into all project activity plans for state, LGA, ward and community activities ensuring that all activities are planned based on the principle of ‘staff safety first’.
    • Make daily decisions on project activities from a security perspective, restricting or delaying activities and/or movements where needed.
    • Embed all safety and security SOPs and develop the safety and security capacity of the state staff.
    • Ensure that all Malaria Consortium vehicles, offices and rented vehicles have the right equipment and tools to support good safety and security, and that all such equipment is regularly checked and tested.

    Qualifications and experience:        

    •  Minimum of 10 years’ experience in security management of operations in a conflict situation.
    • Demonstrated courses in security management.
    • Has held a senior security manager role in an international NGO within the last two years.
    • Significant experience in risk analysis and management.
    • Ability to reside and work in Borno State.
    • Ability to demonstrate their links with relevant security networks in Nigeria.

    Supply Chain Officer

    The Supply Chain Officer (SCO) will be actively responsible for maintaining an effective and efficient logistic management of drugs (SPAQ) in Borno State. S/he will be work directly within the State Logistic Management Coordinating Unit (LMCU) and the Malaria Consortium officers in Borno State.

    Key accountabilities

    • Ensuring that the supply chain activities meet the needs of the programmes in a timely manner and does so in accordance with donor requirements, MC policies and procedures.
    • Carry out monthly stock status assessment of all SMC commodities at the state Central Medical Stores (CMS) and report on the assessments to higher levels flagging issues needing actions.
    • Provide technical support to strengthen the procurement and supply chain management of SMC commodities in Borno State.
    • Support and assist in the management of SMC commodities at the Borno State CMS, health facilities and Hard-to-Reach (HTR) communities.
    • Provision of general and technical logistics/supply chain management support for all SMC commodities required for the 2021 rollout.
    • Submit timely and accurate logistic report and review all Logistics Management Information System (LMIS) reports for project commodities in Borno State.
    • Ensure smooth relationship with Country Office and other technical managers within the project.
    • As permitted by the security situation, facilitate routine monitoring and supportive supervisory visits to health facilities and communities on effective supply chain management of commodities.
    • Coordinate review meetings for all LMIS reports to provide feedbacks on the quality of LMIS reports.
    • Provide regular feedback to the country Supply Chain Specialist and Country Commodity Manager in a timely manner.
    • Carry out any other duties, including representations as might be assigned by management.

    Qualifications and experience:

    • Proven previous experience in Supply Chain and Logistics Management of Malaria or HIV/AIDS commodities.
    • A minimum of 3-5 years’ experience in a related role.
    • Must have a Bachelor degree in Pharmacy.
    • Experience managing a medical supply chain and coordination.
    • The person must be familiar with the national supply chain system of Ministry of Health (MoH) and LMIS, including Malaria Commodities Logistics Systems (MCLS) and NAVISION
    • Ability to engage with stakeholders on the supply chain management of public health commodities.
    • Good inter-personal, communication and planning skills.
    • Willingness to work in a complex operational environment.

    Zonal Programme Manager

    The ZPM would support the programme activities at all levels in Borno State, to ensure timely programme delivery of the SMC programme to achieve given targets and objectives. The Zonal Programme Manager (ZPM) would be working with the state team and stakeholders in Borno State, especially the State Ministries of Health and LGA Departments of Health/PHC, manage the rollout and implementation of the SMC activities. S/he would report to the Programme Director.

    Key accountabilities

    • Work with the programme team and other relevant personnel in the Country Office to lead activities for smooth project start up and planning in line with the SMC malaria Project Implementation Plan.
    • Work with the relevant personnel to prepare all necessary project start up and planning tools on time.
    • To build and performance manage an effective and technically unsurpassed SMC project team in Borno State.
    • Work directly with the PD and be responsible for coordinating overall project implementation in Borno State and see that activities are carried out on time and within budget.
    • Liaise with other implementers and partners in Borno State relevant for successful GiveWell malaria implementation in the state.
    • Work with the programme team to develop and implement the 2021 annual work plan.
    • Work closely with the PD to prepare the programme monitoring and evaluation plan in conjunction with the Senior M&E Officer and Data Analysis Specialist (DAS). Work with the project team to implement it.
    • Work with the Grants Manager, country finance team, Project Finance Manager and Field Finance Officer to prepare and track progress of project and activity budgets.
    • Be responsible for programme budget management and reporting.
    • Work with the Project Finance Manager, Grants Manager and PD to prepare quarterly financial reports.
    • Work with the relevant country personnel and the PD to prepare an exit strategy and to implement it, to see to the smooth end of the programme.
    • Take the lead in monitoring and evaluating project performance.
    • Keep abreast with evidence and best practices that are related to the project.

    Qualifications and experience: 

    • Postgraduate or Master’s degree in Public Health, Health Policy, Epidemiology or another relevant specialty is a minimum requirement.
    • Extensive experience of working at national or state level in developing countries.
    • Evidence of working within COEs or high risk operational environments within and outside Nigeria.
    • Excellent project planning, management and monitoring & evaluation skills.
    • Experience managing programme / project budgets.
    • Proven leadership skills and team leading.
    • Experience in advocacy and policy influencing.
    • Excellent written and spoken English.

    State Administrative Officer

    The State Administrative Officer will provide general Administrative and logistics support to the Program office and ensure efficient use, functioning and management of the office.     • Ensures timely picking of consultants, visiting staff, and other stakeholders;  
    • Ensures project receives value for money for all procurements at all times;  
    • Manage the driver and project vehicle; and   

     Qualifications and Experience:
