    MHPSS Activity Manager

    In Katsina State, ALIMA ensures since August 2021 the provision of outpatient and inpatient and inpatient nutrition services and healthcare for children under 5. ALIMA currently delivers OPD consultations, and supports the ambulatory management and referral of Severe Acute Malnutrition (SAM) cases in 5 primary healthcare centers (PHCCs) in Kaita LGA: Dan Kama, Sabon birni (Ba’awa Ward), Dankama, Zabakau (Gafiya Ward), Matsai.

    PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

     As part of his/her duties, the incumbent will visit programs and come into contact with children and/or vulnerable adults. Therefore, a criminal record check or a certificate of good character will be required. In situations where a criminal record check or character reference is not possible, a declaration on honor will be requested.

    FUNCTIONAL AND HIERARCHICAL LINKS

    He/she reports to the Project Medical Activity (line manager), and to the Medical Referent (technical manager).

    He/she manages the mental health team

    He/she works in close collaboration with the MAM, NAM, MOH staff and ALIMA Supervisors

    MAIN MISSION

    The Mental Health and Psychosocial Support Activity Manager (MHPSS) is responsible for the implementation and smooth running of the mental health strategy for refugees, IDPs, patients, their families, the community and the teams. He/she ensures the functioning of the mental health pole on the project.

    Implementation of ALIMA programs

    • Implements and evolves the mental health care strategy, care circuit and referral in each intervention site;
    • Ensures the implementation and monitoring of psychological support for beneficiaries in the various sites of displaced populations, patients or people in isolation and families

    Organizes psychological first aid sessions for victims and patients; 

    • Organizes time for sharing practices on specific situations
    • Ensures the effectiveness of mental health and psychosocial support activities in accordance with the defined action plan and according to the minimum package of mental health activities vs. the complete package, with a focus on psychological first aid, prevention and management of psycho-trauma;
    • Ensures the development of partnerships for the management, orientation and referral of severe or chronic cases of mental disorders and/or psychosocial problems.
    • Monitoring, analysis and reporting
    • Participates in external meetings and reports relevant information to the emergency coordinator
    • Conducts a weekly summary of mental health activities and reports to the medical coordinator and the project's referring physicians
    • Follows the issues and recommendations of the cluster
    • Produces a mission report and recommendations

    • Participates in meetings related to his/her field of intervention on the instructions of the head office mental health referent;

    Management of the mental health team

    • Organizes the duties and schedules of the mental health worker team
    • Ensures the proper transmission of information, provides clinical supervision of teams 
    • Collects data for the department's monitoring and activity report

    Capacity building and team facilitation

    • Sets up a mental health team in collaboration with the project coordinator (the recruitment, training and reinforcement)
    • Ensures that the skills of the mental Health staff are updated according to the evolution of the technical platform and the protocols made available to the mission
    • Defines and update job profiles and performance objective plans for team members and participate in the same documents for medical and nursing referents
    • Carries out the assessments of its team in an approach of professional course
    • Identify the skills that team members need to acquire to master their positions and organize training to reinforce them
    • Ensure trainings in accordance with ALIMA's minimum package of mental health activities, and if necessary according to the complete package (psychological first aid, psychosocial activities, psychological support in the practice of medical care, mental health staff, prevention and management of psycho-trauma, the relationship between caregivers and patients, and other needs identified upstream).

    Team health

    • Organizes debriefing sessions / He/she supports the teams in case of critical incident
    • Ensures the implementation and follow-up of the psychological support of the teams on the different projects
    • Evaluates and validates mental health referral structures with the project's Medical Referent
    • Implementation of prevention measures against abuse of power, gender-based and sexual violence:
    • Participate in training and awareness sessions
    • Apply standards for abuse prevention
    • Ensure that team members attend trainings and awareness sessions and follow abuse prevention rules

    QUALIFICATIONS EXPERIENCE AND SKILLS

       Qualifications:

    • Professional Master's degree in clinical and/or health psychology or equivalent
    • An ability to problematize and summarize the main psychological issues and be able to set priorities
    • Experience in project and team management
    • Knowledge of NGO functioning is an asset

    Watsan Supervisor

    MAIN PURPOSE IN THE ORGANISATION

    Is responsible for the supervision of water, hygiene, sanitation in the buildings and structures used and managed by ALIMA in Kaita project as part of its activities. Is also responsible for the local WASH operating supply of the structures.

    Ensure that water is properly treated as per standards requirement of chlorination’s at the source of water, and different water pitching in all ALIMA health facility as well in residential premises, to prevent the patient from being infected other patient’s disease while in ALIMA health facilities as well as health workers, a relative of patients, visitors.  

    Collaborates with the logistics assistants involved in the realization of the projects.

    RESPONSIBILITY / MAIN ACTIVITIES

    • Pumping & availability of water
    • Ensures the supply and treatment of water on projects according to the protocols:
    • enforces the pumping schedules that have been established according to needs,
    • ensures the application of water treatment instructions,
    • monitors water and reagent consumption.
    • Ensures proper maintenance of supply equipment installed on site and plans maintenance work with technicians:
    • ensures the correct installation and use of equipment,
    • plans maintenance services on equipment in accordance with ALIMA's criteria.
    • Pump water using standard protocols on daily basis.
    • Taking care of water storage like water tank needed using drums, pipes, motor pumps, etc.
    • Ensure that all drums and tanks are filled daily and according to needs.
    • Ensure that there is always water available and inform the line manager when there is a shortage.
    • Be very careful with the quantities of water spent or lost during pumping, transportation or storing.

    Waste Management

    Disposal of excreta:

    • ensures the establishment of structures,
    • ensures the maintenance and hygiene of the structures,
    • Insure there is a regular supply of hygiene & sanitation materials for the cleaning of wards at the health centres
    • Insure that there are adequate number of Water points in relevant locations at the health centre
    • Insure that there is an adequate number of dustbins & waste baskets at all operational areas & the waste is segregated and disposed on time
    • Evacuation and treatment of waste water:
    • ensures the implementation of waste water disposal and treatment systems according to their nature (washing water, kitchen water, toilet water, shower water, etc.),
    • ensures the maintenance of the various waste water disposal and treatment systems.
    • Responsible to the management of the laundry & washing area in hospitals & PHCC

    Waste collection and disposal:

    • ensures that the collection and sorting of waste is correctly carried out, by structure or by service,
    • ensures proper compliance with protocols for the treatment and disposal of waste according to its nature (sharp/sharp, organic waste, “soft” waste).
    • Responsible to ensure that all Waste is segregated as per ALIMA standards
    • Insure that the waste management activity in health facilities & OTP sites is managed to the expected standards
    • Insure that all health centre’s & OTP sites waste is disposed regularly
    • Burning or preferably incineration of soft waste at health facilities
    • Responsible to the Management of the medical waste categories-sharps, organic waste, hazardous waste, soft waste etc

    Sanitation

    • Chlorinate water according to protocols in different location & point in ALIMA Premises.
    • Clean all drums, tanks, and material related to water according to protocols.
    • Ensure cleanliness of bladders, tanks, pipes, filters and other material related to water.
    • Ensure that all drums and tanks with or without water are well covered and in a secure place.
    • Ensure perfect cleanliness of all areas close to water pumps, tanks, drums, etc.
    • Vector control
    • implements the measures planned to combat the various vectors.

    Maintenance

    • Check daily motor pumps (DOSATRON) and use them according to protocols, i.e, services, correct procedure for starting and switching off, etc.
    • Changing the filter on time and requesting supply to the supply department on time to avoid a shortage of filters.
    • Check daily connections, keys, valves, pipes, filters in order to fix possible problems.

    Equipment

    • Look after all equipment provided for hygiene & Sanitation activities
    • Participate in any kind of repair of equipment and material related to water, i.e. water pumps.
    • Ensure that there is always enough fuel available and asked on time for the working of all pumps & Generators at the Health facilities & OTP sites when required

    Emergency response activities

    • Participate in communicable dieses & outbreak responses like Cholera, measles, etc
    • Involve in site assessment and maintenance & renovation of structures & drainage systems

    Peoples Management

    • Responsible to manage laundry staff, hygienists & cleaners at the health centres

    Others

    • Responsible to manage other additional tasks to be given by his/her line manager

    Reporting

    • Ensure that the line manager is informed of any problems that might be linked to water pumping, sanitation, maintenance & hygiene etc.
    • Make suggestions regarding any repair or maintenance work needed related to water, i.e. pumping, transporting, storage, etc.

    Nurse

    RESPONSIBILITY / MAIN ACTIVITIES

    • Monitor the general condition of the child
    • Detect and take immediate action for the following medical problems in children and report serious cases to the doctor:
    • Hypo- or hyperthermia
    • Tachycardia, arrhythmia
    • Dyspnea, respiratory distress syndrome
    • Diarrhea, vomiting, dehydration
    • Refusal to eat
    • Severe anemia
    • Edema
    • Wounds
    • Pains
    • All medical complaints of accompanying persons or children
    • Take vital signs as often as indicated by the child's condition
    • Note on the monitoring sheet all the results (temperature, heart rate, respiratory rate, saturation, diarrhea, vomiting, oedema, etc.)
    • Monitor and update the rehydration protocol for dehydrated children
    • Administer treatments

    Oral and injectable treatments:

    • Prepare the prescribed medications, respecting the doses indicated
    • Check the card number and the child's bracelet before administering all medications.
    • Know the nursing techniques to ensure aseptic care that does not endanger the child's health:
    • Call the child and make the mother and her child comfortable to receive the treatment. Only take one child at a time to avoid confusion in the distribution of treatments
    • Administer prepared drugs by crushing the tablets and diluting them with a small amount of water
    • Make sure the child takes the full dose of medicine. In case of vomiting within 10 to 15 minutes after administration, give the same dose again.
    • For injections, respect the injection site, the technique and rigorous asepsis
    • Save the processing run on the processing sheet
    • Administer and update the right amount of Résomal (or ORS for infants and moderately malnourished) according to the protocol.

    Infusions, Transfusions:

    • Check and readjust (if necessary) the flow rates of infusions and transfusions every 15 minutes
    • Carry out all monitoring relating to blood transfusions and infusions according to established protocols and immediately report any anomalies
    • Record the administration of fluids on the child's monitoring sheet
    • Dressing and external care:
    • Perform dressings according to the nursing protocol
    • Place SNGs correctly, ensure SNG care once a day and change of SNG every 3 days

    • Ensure that the mother does not give anything other than the prescribed milk to the child
    • Check the correct location of the nasogastric tube and ensure that the administration of milk is correctly done
    • Supervise the taking of the temperature, the temperature curve and decide on the measures to be taken in the event of hyper- and hypothermia
    • Supervise the administration of rehydration solutions (quantity and administration)
    • Ensure hygiene in the phases, ICU, Pediatric Ward.

    MHPSS

    Mental health activities

    • With an acute concern for neutrality and confidentiality
    • Perform psychological care (psychological support or psychotherapy) in accordance with ALIMA protocols, State guidance and mental health plan, international standards.
    • Assist cases (GBV, depression, anxiety, stress…) with identified mental or emotional disorders referred internally or externally
    • Conduct case-by-case needs assessments for the diagnosis of psychological disorders and identification of treatment and therapy
    • Define the best response (treatment and strategy) to meet these psychological needs
    • Carry out evaluation of mental health needs of patients/beneficiaries and establishing a diagnosis and a plan of treatment following WHO MHGAP approach and ALIMA case management protocols.
    • Referring cases to other health professionals (preferably a psychiatrist) if chemotherapy is needed and whenever necessary, in order to provide the most appropriate treatment and improve the patient's condition
    • Providing psychological support and psychotherapy sessions (individual, family, group) to beneficiaries in need according to ALIMA, MHGAP and other standards protocols in order to improve their psycho-social and mental health conditions
    • Document progress on cases, maintaining strict protocols for confidentiality and consent, and ensure that data protection protocols are respected
    • Assisting and training staff members (Nutrition and health) and resourceful people whenever necessary in order to enhance the scope of MHPSS activities. Facilitate trainings for internal staffs and communities on psychosocial first aid (PFA)
    • Strengthen community based psychosocial support and peer support group activities standard protocols and procedures set in order to provide the most appropriate management.
    • Provide coaching and support to the field staff in the implementation of structured MHPSS activities
    • Carry out all tasks respecting key protection principles, including but not limited to: do no harm, non-discrimination, confidentiality, accountability and need-to-know principles
    • Establish and maintain collaborative relations with relevant partners and other project stakeholders working in the project areas
    • Proactively participate in relevant coordination meetings, as requested by the coordination

    Project Administration Manager

    Project Administration Manager – Yobe Project Nigeria

     THE ALIMA ASSOCIATION

    ALIMA has been present in Nigeria since 2016. Its actions are part of a regional response strategy to health and nutrition emergencies, with a focus on pediatric, maternal-infant and epidemic interventions. ALIMA is present in North-East Nigeria in Borno State (MMC and Jere LGAs) and in Yobe State (Bade and Karasuwa LGAs) where it provides outpatient and inpatient healthcare and nutrition services for IDPs and host communities. In North-West Nigeria, ALIMA is in Katsina State (Kaita LGA) to respond to increased nutritional needs. ALIMA is also present in the South-West, in Ondo State (Owo LGA) where teams are treating patients for Lassa fever and conducting research into improved treatment.

    In Yobe state, ALIMA ensures since May 2021 outpatient access to nutrition and health care, and hospitalization for children under five. In Karashuwa LGA, ALIMA currently delivers outpatient health care (emergency primary health care, Mental Health and Psychosocial Support -MHPSS, clinical management of sexual and gender-based violence, deliveries, antenatal and postnatal care, etc.) and supports ambulatory management and referral of Severe Acute Malnutrition (SAM) cases in 5 Primary Health Care Centers (PHCCs): Waro, Jajeri, Jajimaji, K. Garun Guna and K. Galu. ALIMA also provides inpatient care for SAM cases with complications within its 45 beds stabilization center located in Gashua General Hospital, Bade LGA. In order to improve the early detection of SAM cases among communities, ALIMA provides for MUAC and edema training to mothers, as well as Infant and Young Child Feeding (IYCF) training, both at the ITFC and community level through a trained network of community nutrition counselors and community health workers. ALIMA additionally supports these health facilities through the supply of medicines and medical equipment, as well as building the capacity of the Ministry of Health (MoH) staff. 

    ALIMA ensures access to water and sanitation in health centers through the rehabilitation of latrines, as well as solid and medical waste management. Hygiene promotion activities within communities are also conducted. ALIMA also regularly undertakes epidemic emergency responses in the state, such as its response to a cholera outbreak in Yobe at the end of 2021 as well as a 3 months measles outbreak response from the beginning of April 2022.

    Since the start of the Yobe project in May 2021 until September 2022, ALIMA conducted 1,065 MHPSS consultations and 2,309 deliveries, and trained 52,723 mothers and caregivers on MUAC and edema detection. Treatment of SAM cases with complications at the ITFC level started in May 2022 and ALIMA has until September 2022 admitted 519 cases.

    MISSION AND MAIN ACTIVITIES

    • Is in charge of the program's administration, finance and Human resource. Together with the Program Managers, he/she is responsible for expenditure and compiles the budget tracking reports for each program. He/she also manages cash flow.
    • Is responsible for the implementation of Human Resources policies in the project and the correct Administrative Management of all staff working in the project.
    • Advise Project Coordinator on set up (org chart) and together with the HR Coordinator, update the project’s organizational chart and job descriptions.
    • In close coordination with the Project Coordinator and the HR Coordinator, calculate the HR operational needs and the associated budget in order to efficiently ensure the required sizing and capabilities of the mission and to facilitate budget following-up.
    • Ensure hiring, carry out amendments and contract termination formalities for employees at project level, according to labour local laws, archiving and updating individual employee files, informing them on their rights and preparing all mandatory tax declarations, in order to ensure legal compliance.
    • Assist the Project Coordinator, and/or team leaders and supervisors to draw up annual holiday planning and staff shifts in order to forecast HR needs and to ensure HR availability for the project activities.
    • Supervise/perform payroll procedures, ensuring that all data related to monthly salary calculation of national employees of the project are correctly entered in Homere (days off, unpaid leaves, sick leaves, overtime, salary advance, etc.), in order to ensure on time and accurate salary payments.
    • Support, in close coordination with the HR Coordinator, the project line managers in detecting training needs, in properly evaluating people performance and in potential identification, in order to improve people capabilities, and their end results contribution to mission goals.
    • Plan and supervise, in close coordination with the HRCo, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.
    • Together with the Project Coordinator, support the line managers in implementing the internal communication policies in order to boost staff active participation and ALIMA commitment.
    • In close collaboration with the Project Coordinator and HRCo, applies the administrative procedures part of any Memorandum of Understanding (MoU) in force between local partners (eg. Ministry of Health, etc.) and ALIMA. 
    • In close collaboration with the Project Coordinator and HRCo, looks for the best options to avoid and/or solve possible labour conflicts in the project.
    • Ensures all staff in the Project (National, International, Regional, visits, etc.) is properly briefed and/or inducted.
    • Is responsible for all movements and/or accommodation of staff in the Project.
    • Implement circuits and workflows (management of cash boxes, transfers, advances, purchase procedures, payment validations, follow up of regular payments, bank conciliation) in order to anticipate expenses at project level and to optimize cash needs and its security.
    • Implement and supervise transactional procedures and systems in order to ensure transparent accounting practices and full documentary traceability (invoices, receipts, bank statements, etc.), following ALIMA guidelines and rules, and using the respective software in place.
    • Ensures that monthly accountancy closure is taking place and controlled, with due quality and on due time.
    • In close collaboration with the Project Coordinator and the Finance Coordinator, analyse and follow up the project budget, in order to ensure that funds are used according to funding contracts and to proposing corrective action. 
    • Ensures all HR, Administrative and Financial reporting of the Project (Homere and SAGA monthly closure, SitReps, etc.).

     EXPERIENCE AND SKILLS

    Experience

    • University degree in finance, administration, and human resources Minimum 1 year experience in Finance & HR management Experience with medical international NGO, an asset Team management and supervision skills  Perfect knowledge of MS Office package, especially Excel & Word Knowledge of Saga (Finance software) & Homere (HR software) is highly appreciated Rigorous, stress resistant and good adaptation capacity.

     Languages

    •  English is mandatory (written, read, spoken), Hausa is an asset
