    Learning and Knowledge Manager

    Contract type: Minimum 6-month fixed term contract (potential to extend)
    Reports to: Senior Monitoring, Evaluation and Learning Adviser
    Directorate: Planning, Monitoring and Reporting/ Operations, Planning and Finance.

    Job Purpose

    • A Learning and Knowledge Manager is required to support the delivery of Sightsavers’ MEL team’s evidence generation agenda across select programmes in Africa and Asia.
    • They will support a strong learning culture embedded in our programmes and operations. This will include facilitating learning from select programmes including from project results, evaluations, reviews and through designing specific learning and knowledge exchange exercises with programme stakeholders.
    • They will ensure that we collect, document and share lessons and evidence about what works for people and communities to achieve our programme goals, particularly in social inclusion and education.
    • The Learning and Knowledge Manager will collaborate and share good practice from our programmes with technical colleagues and staff globally, and where relevant with partners, external agencies and people and communities we serve.
    • The Learning and Knowledge Manager will work closely with the MEL Manager for Social Inclusion and the Head of MEL.

    Principal Accountabilities
    The Learning and Knowledge Manager will be required to deploy a full range of knowledge management skills and resources to support the learning outcomes of the programmes in scope This includes:

    • Develop and implement a detailed learning plan based on learning outcomes or learning questions, and related work plans
    • Collect, analyse, synthesise data to draw conclusions and identify key learning
    • Produce and disseminate high quality learning products - reports, infographics, blog posts, videos etc
    • Collaborate on ensuring learning is utilised within Sightsavers, for example, in decision-making processes
    • Collaborate on ensuring that learning is fed back to people and communities we serve
    • Track and document promising innovations from our programmes to date
    • The above list is indicative: flexibility may be required due to the nature of the work. Any amendments to responsibilities will be discussed and agreed with the post holder.

    Job Holder Entry Requirements
    Knowledge (Education & Related Experience):

    • Master’s qualification in related subject preferred
    • Extensive experience in MEL or research, preferably in international development sector
    • Extensive experience in a learning / knowledge management role
    • Ability to quickly and competently analyse, consolidate and summarise complex information from multiple data sources, including quantitative and qualitative data.
    • Ability to make compelling and informative communications verbally in English and in a range of written and visual formats to a variety of stakeholders, including in multi-lingual contexts
    • Intellectual curiosity, creativity and judgement to take a pro-active approach to sharing our knowledge and experience in what works.
    • Personal effectiveness/self-management: ability to work under time pressures, but also to be flexible and adaptable.
    • Clear vision and strong planning skills to create and deliver a learning agenda.
    • Experience in the field of social inclusion, particularly for women, girls and people with disabilities.
    • Knowledge of key IT software, applications and accessible approaches to disseminating learning
    • Highly developed interpersonal and communication skills including influencing, negotiation and facilitation.
    • Fluency in French an advantage; knowledge of other languages an advantage

    Programme Manager, NTDs

    Contract: Two Year Fixed Term Contract
    Reports to: Team Lead Delivery
    Responsible for: Programme Officer, GiveWell, Unrestricted and Small Grants
    Department: NTDs
    Hours: This is a full-time role with some flexibility around hours worked and some home working

    Job Description

    • Sightsavers is looking for a Programme Manager NTDs - to work within its flagship Neglected Tropical Disease (NTDs) programmes, smaller grants and unrestricted funded projects.

    About the Role

    • Sightsavers main deworming programme is funded by GiveWell, Wishlist 1 to 6 with more in the pipeline. The programme focuses on the control and elimination of schistosomiasis and soil transmitted helminths in six countries in West and Central Africa and continues to expand.  
    • We are looking for a Programme Manager NTD Operations Oncho/LF, SCH/STH to help us ensure the smooth delivery of both the deworming portfolio, unrestricted and small grants NTD interventions according to the contractual milestones. 
    • A major part of this role will be to ensure alignment and consistency of standards across interventions and provide programme support to the Team Lead, Programme Officers and country teams on the roll out of NTD interventions.

    Job Purpose

    • Working with the Team LeadDelivery, the ProgrammeManager will ensure the smooth delivery of both the deworming portfolio, unrestricted and small grants NTDinterventionsaccording to the  contractual  milestones, together with the designated country teams; circa 24countries.

    Principal Accountabilities

    • Ensure alignment and consistency of standards across interventions.
    • Provide  programme support  to the Team  Lead,  Programme  Officers and country teams on the roll out of NTD interventions, including  the use  of all  Sightsavers management and programme implementation tools and protocols.
    • Facilitate the deployment of timely, appropriate technical assistance and capacity building support within designated countries.
    • Maintain regular update calls with each country to closely supervise progress and collate and disseminate project progress reports.
    • Align learning, documentation, and reporting systems with Sightsavers systems and processes.
    • Operationalise risk mitigation and safeguarding advice.
    • Supervise elimination enableroperational plans in conjunction with country teams.
    • Work effectively with other colleagues within all Sightsavers officesas well as with relevant partner organisations.

    Planning, Monitoring and Organisation:

    • Manage country  level  activities within recognised NTD global standards,  WHO NTD control/elimination guidelines and technical guidance.
    • Ensure timely, evidenced reports, including assisting the Institutional Fundraising Team as required.
    • Work with the Fundraising Team on funding applications.
    • Working  closely with theNTD  Finance and Ops Team and other stakeholders ensure that agreements, due diligence reports, individual country and consolidated log frames are in good order.
    • Facilitate  communication  such  that  project  functioning,  including  reporting  and documentation is effective.
    • Ensure alignment between and progress within the logical framework and theory of change.
    • Ensure relevant,  up-to-date, technically  precise evidence-based programme information is shared with the communications team and assist in creating content.
    • Ensure the Integrated Systems Unit (ISU) have the data to provide an independent quality assuranceand accountability role, robust monitoring systems, and learning and adaptive management to improve overall performance.
    • Provide regular project reporting to all stakeholders including project updates as required for sign off by the relevant Director.
    • Support communication initiatives and contribute to operational research.
    • Organise and facilitate of technical workshops.

    Problem Solving:

    • Undertake tasks or projects as required by Team Lead Delivery.
    • Keep up to date with relevant issues and dialogues related to oncho/LF/SCH/STH and  elimination  enablers,  that  may  impact  control/elimination  of  NTDs  and WASH/SBCC/Beneficiary Feedback/LNOB interventions.
    • Develop a workable approach to accurately identify and disseminate learning.
    • Working together with the ISU, identify and disseminate standard best practice.
    • Ensure interventions uphold a commitment to gender, equity, social inclusion, value  for  money  and  sustainability  through  development  and  use  of  integrated plans.

    Decision Making:

    • Deputise for theTeam Lead.
    • Escalating issues to senior management.
    • Sign-off on country levelplans andbudgets for GiveWell.

    Knowledge (Education and Related Experience)

    • Educated to Degree Level or equivalent, with demonstrable written and spoken English.
    • Experience of working and supporting personnel in different contexts.
    • Extensive experience and/or qualifications in programme/project management in private, humanitarian or development sectors.
    • Understanding and experience of a partnership approach to programme implementation.
    • A successful track record of working on multiple country projects.
    • An understanding of and commitment to equality of opportunity for people with disabilities.
    • Self-aware of the sensitivities associated with diversity.
    • Experience in inclusive health programming and/or development.
    • Experience of project monitoring and evaluation.
    • Demonstrable written and spoken French and/ or Portuguese would be beneficial.

    Desirable:

    • Master's Degree in International Development, Public Health, International Relations, or appropriate equivalent.
    • Field experience.
    • Demonstrable written and spoken French and/or Portuguese.
    • A successful track record of working within NTDs or the public health sector.
