    Monitoring and Evaluation (M&E) Officer

    Reports to: Project Manager

    Job Summary

    The M&E Officer develops and implements the project's monitoring and evaluation system. He or she ensures that relevant data is collected, analyzed, and used to continuously improve the project. In addition, he or she supports the preparation of reports for internal and external stakeholders. He or she advises the project team on indicators, impact analyses, and learning processes.

    Key Roles and Responsibilities

    Monitoring, Data Collection & Quality Assurance

    • Support implementation of the project monitoring and evaluation framework, including indicators, targets, and data collection tools.
    • Coordinate routine collection of quantitative and qualitative data from health facilities, outreach activities, trainings, and community engagements.
    • Conduct data verification, validation, and quality assurance checks to ensure accuracy and completeness.
    • Maintain updated project databases and M&E records.

    Reporting & Information Management

    • Support preparation of high-quality monthly, quarterly, and annual M&E inputs for narrative donor and internal reports.
    • Produce data summaries, dashboards, tables, and graphs to support project decision-making.
    • Ensure timely submission of M&E reports in line with donor and organizational reporting schedules.
    • Maintain proper documentation and filing of M&E tools, datasets, and reports.

    Evaluation, Learning & Adaptation

    • Support baseline assessments, midline reviews, evaluations, and special studies as required.
    • Document lessons learned, best practices, and success stories from project implementation.
    • Facilitate learning sessions with project staff to promote evidence-basedimprovements.
    • Support adaptive management by providing timely analysis and interpretation of project data.

    Capacity Building & Technical Support

    • Build capacity of project staff, health workers, and partners on data collection tools, reporting templates, and basic M&E principles.
    • Provide on-the-job mentoring and supportive supervision on M&E-related tasks.
    • Support integration of disability inclusion, gender, and equity indicators into monitoring systems.

    Field Monitoring & Coordination

    • Conduct regular field visits to monitor project activities and validate reported data.
    • Work closely with the Project Officer and field teams to address M&E gaps and challenges.
    • Participate in supportive supervision visits and review meetings with implementing partners.

    Accountability, Safeguarding & Compliance

    • Support implementation of accountability mechanisms, including feedback and complaints systems.
    • Ensure compliance with donor, organizational, and safeguarding requirements during data collection and reporting.
    • Promote ethical data collection practices, confidentiality, and informed consent.

    Required Qualifications

    • Bachelor’s degree in Public Health, Statistics, Social Sciences, Development Studies, or a related field.
    • Formal training in Monitoring and Evaluation or data management is an advantage.

    Experience

    • Minimum of 3–5 years’ experience in M&E roles within public health or development projects.
    • Experience supporting M&E for donor-funded projects, preferably in eye health or disability-inclusive programming.
    • Experience with health facility data, community-level monitoring, and routine reporting. 
    • Familiarity with national health information systems is an asset.

    Technical Skills

    • Strong understanding of M&E concepts, indicators, and results-base management.
    • Experience with data collection tools (paper-based and digital).
    • Competency in data analysis and reporting using Microsoft Excel and Word.
    • Familiarity with DHIS2, KoboToolbox, ODK, or similar systems is an advantage.
    • Ability to present data clearly for technical and non-technical audiences.

    • Good communication and coordination skills.
    • Ability to work independently and as part of a multidisciplinary team.
    • Willingness to travel regularly to project sites.
    • Commitment to disability inclusion, gender equity, and ethical programming.
    • Fluency in written and spoken English; knowledge of local languages is an asset.
