    Procurement Assistant

    General Position Summary

    • The Procurement Assistant is responsible for facilitating the general aspects of Mercy Corps procurement and logistics operation.
    • Working closely with Program, Administration, Finance and Logistics.
    • The Procurement Assistant is instrumental in supporting program activities through his/her services.

    Essential Job Functions

    • Assist procurement team with daily coordination of MC procurement activities;
    • Able to understanding of MC procurement policies and formats.
    • Collects quotations and bids from the market for PR’s as assigned by supervisor - as per Mercy Corps standards and formats;
    • Interact with vendors during collection of quotations - explain Mercy Corps formats and ensure that vendors will use the provided forms.

    Ensure fair competition and strictly adhere to MC procurement rules regarding vendor relations as described below:

    • Interact with contractors, in coordination with the Procurement Officer;
    • Prepare the required documentation of supplies and transactions are completed to MC standards.
    • Assists the P&L management and office staff with procurement activities, as required;
    • Assists Senior Operations Manager with asset management.
    • Identify assets during the course of procurement and notify the Asset Controller on receipts of assets.
    • The Procurement Assistant will conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission
    • Other duties assigned.

    Accountability:

    • Accountable for Mercy Corps Field Procurement Manual, Field Asset Management Manual, Fleet Management and Warehouse Management Policy Guidelines and other in-country policies and procedures in logistics and procurement management as well the MC Code of conduct regarding procurement activities and MC Conflict of Interest policy.

    Reports Directly to:

    • Senior Procurement Officer

    Works directly with:

    • Finance team, Abuja based logistics and procurement staff
    • Co-ordinates with Mercy Corps program and operation staff regarding procurement planning and activities.

    Knowledge and Experience

    • Degree in a relevant business field is desired
    • Minimum of 1 year experience in supply chain management; international business or related field.
    • Certification in procurement and supply chain management, an advantage
    • Strong organizational skills; ability to interact effectively with international and national personnel.
    • Good oral and written English skills.
    • Good computer skills on MS Office programs especially in MS excel.
    • A demonstrated ability to multitask and process information into action as to not delay program activities.
    • A clear understanding of procurement ethics and donor compliance is essential.

    • Ability to work simultaneously on multiple tasks
    • Willingness and ability to work effectively with a wide variety of people

    Senior Procurement Officer


    Program/Department Summary

    • The Procurement Department is committed to implementing and maintaining the highest standards of efficiency and integrity in the purchase of goods and services.
    • The overriding objective for all Mercy Corps procurement activity is the prompt and effective provision of materials and services to Mercy Corps’ beneficiary populations in compliance with donor specifications.

    General Position Summary

    • The Senior Procurement Officer is responsible for overseeing the procurement aspects of Mercy Corps’ logistic operation.
    • Working closely with Program, Administration, Finance and Logistics the Procurement Manager is instrumental in supporting program activities through his/her services.

    Essential Job Functions

    • The Senior Procurement Officer will conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

    Specific Duties

    • Able to quickly gain understanding of and able to apply MC procurement policies and formats
    • Daily coordination of MC procurement activities;
    • Support the Operations Manager in all aspects of MC Nigeria Operations.
    • In collaboration with the Operations manager provide training to staff on these policies
    • Enforce proper use of procurement ceilings and approval procedures.
    • Ensure that Mercy Corps’ procurement activities are legal and moral.
    • Assist Program and Operational personnel in regular procurement planning meetings.
    • Assists staff as needed on timely completion of purchase requests and other documentation;
    • Oversee the gathering of quotations and bids from the market for PR-s as – as per Mercy Corps standards and formats;
    • Interact with contractors, in coordination with the Operations Manager;
    • Ensure that the required documentation of supplies and transactions are completed to MC standards.
    • Preparation of status reports on deliveries for P&L and office Management and recipient of supplies.
    • Assist in the maintenance of thorough procurement files as outlined in the MC procurement policy;
    • Ensure procurement team is able to regularly produce purchase status and completed purchases reports using the Ongoing PR Master list and PR Master List.
    • Ensure that the procurement filing system is in place and in accordance with the Procurement filing procedures as outlined in the Procurement Manual.
    • Coordinate with the Warehouse on delivery of items including completion of Goods Received Notes, storage of items and transfer of items to field sites.
    • Coordinate with the Finance Department to ensure that payments to vendors are made on-time and without any unnecessary strain on the financial systems of MC
    • Assists P&L Management with asset management. Identify assets during the course of procurement and promptly notify the Asset Controller on receipts of assets.
    • Maintain a regularly updated file on market prices for commonly-bought items.
    • Maintain a regularly updated record on all MC contracts/agreements
    • Other duties as assigned.

    Supervisory Responsibility:

    • Directly supervises the Procurement Officer and Procurement Assistant

    Accountability:

    • Accountable for following Mercy Corps Field Procurement Manual, the MC Code of conduct regarding procurement activities and MC Conflict of Interest policy.

    Reports Directly to:

    • Operations Manager

    Works directly with:

    • Operations Team
    • Finance Team
    • Co-ordinates with Mercy Corps program and operations staff regarding procurement planning and activities

    Knowledge and Experience

    • Degree in a relevant business field is desired. 2-3 years of experience in similar senior position in a large scale supply chain management and/ or international business or NGO (preferable).
    • Certification in procurement/supply chain management.
    • Training in Strong organizational skills; ability to interact effectively with international and national personnel. Excellent oral and written English skills.
    • High level computer skills on MS Office programs.
    • A demonstrated ability to multi-task and process information into action as to not delay program activities.
    • A clear understanding of procurement ethics and donor compliance is essential.

    Monitoring, Evaluation and Learning Assistant-ENGINE


    Program/Department Summary

    • The Educating Nigerian Girls in New Enterprises (ENGINE) program seeks to improve the lives of marginalised adolescent girls aged 16-19 in Nigeria.
    • The project which is funded through a grant to the Coca-Cola Company as part of the UK Department for International Development’s Girls’ Education Challenge (GEC) is being implemented in Lagos, Kano, Kaduna, and the FCT.
    • About 18,000 adolescent girls who are either enrolled in school or are currently out of school are the target beneficiary of the program.
    • The ENGINE program is being implemented by a consortium which includes Mercy Corps, Preston Health Care Consulting and the Nike Foundation.

    Essential Job Functions

    • Manage ENGINE data management platforms (SPSS, CSpro, Excel)
    • Perform data analysis and present monthly report based on project indicators
    • Conduct collation and entry of data from ENGINE data collection tool including but not limited to; post-test questionnaire, Matching Interest to Work (MiW), Attendance summary, academic curricular pretest score and School performance record
    • Perform regular update of ENGINE data management platforms
    • Coordinate data entry clerks
    • Support development of monthly M&E report, factsheet
    • Perform any other assignment as required by the supervisor

    Supervisory Responsibility:

    • None

    Accountability:

    • Reports directly to ENGINE MEL Officer (100%)

    Works Directly With:

    • MEL team, Programs unit, I&E team

    Knowledge and Experience

    • Degree in Computer Science, IT, information management, or relevant field, with a strong foundation in database management
    • Minimum 1-3 years of work experience in the area of qualitative and quantitative M&E methodologies, database management and report writing
    • Knowledge of program development, implementation, evaluation, and reporting
    • Fluency in written and verbal English and Hausa required.

    Success Factors:

    • The successful MEL Assistant will have the ability to multi-task, set priorities, and work under tight deadlines within a complex team.
    • S/he will demonstrate strong interpersonal and cross-cultural communication skills and be committed to the values and mission of Mercy Corps.
    • S/he will take initiative and contribute to team efforts, as well as demonstrate ability to communicate.

    Living/Environmental Conditions:

    • This position will be based in Abuja with up to 25% travel primarily to locations within Northern States where security is at times high-risk.
    • Security in Abuja is generally good. Housing, health care, water, electricity and consumer goods are all reasonably accessible and there are good international and domestic travel options from Abuja Airport.
    • Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and Mercy Corps' policies, procedures, and values at all times and in all in-country venues.
