    Completions Management Lead

    JOB PURPOSE / OBJECTIVE

    • To manage the Completions Management process in the preparation, planning and execution of all quality checks required to prove that all plant equipment are installed correctly, handed over safely and functions as designed in line with the standards and regulatory requirements to ensure faultless commissioning, startup and steady operation of the plant.

    MAIN ACCOUNTABILITIES

    • Lead a multi - discipline work preparation team and be responsible for the development of Completions Plans, Procedures, Handover Packs, and Instruction in accordance with approved budget, schedule requirements, quality, safety, health, and environmental requirements, ensuring its smooth execution
    • Develop and produce quality completions solutions applicable to various aspects of the defined scope of work to comply with relevant codes, specifications, and procedures
    • Lead the team in the regular walk down and punch listing, hold and witness points throughout construction of process/utility lines, installation, tie-in etc. to ensure that plant is built as per design, to the right quality, to ensure operability.
    • Work with the Contractor/Vendor personnel and coordinate the close involvement and oversight on the plant completion, integrity checks and commissioning activities, supporting first fills of process fluids and final vessel closures for cleanliness and to ensure flawless/faultless start up.
    • Manage, Organize and Maintain all the Mechanical Completion Documentation and Dossier (both soft and hard copies) once the Completion Certificates have been signed by all CONTRACTOR relevant parties
    • Be part of the work preparation team to execute the completions certification preparation activities. Review engineering, construction, and commission documentation of the project. Schedule work activities in line with the completion's execution plan
    • Review all project ITRs to ensure that they meet project specification and are aligned with the Completion Management System database
    • Liaise with construction and QC inspection personnel to discuss any ITR exceptions are compliant with project specification - a member of the Punch List Committee
    • Review inspection test reports for inclusion in Project Mechanical Completions (MC) Handover packages and collation of certification records and system handover documentation
    • Liaise with QC personnel to ensure seamless transfer of QC records and knowledge transfer between departments. Liaise with the MC team in preparation for mechanical completion and sub - system handover
    • Compile and verify the mechanical completion handover packages in line with the agreed handover schedule. Produce detailed and accurate completion status reports
    • Provide daily / weekly updates to the line manager and raise any concerns that may affect handover in line with the project sub - system delivery schedule
    • Play an active role in maintaining a safety culture in the performance of completions duties and adhere to all applicable site / project safety procedures

    JOB REQUIREMENTS

    Education:

    • HND or Bachelor’s degree in chemical engineering or other engineering/science discipline.

    Experience:

    • Minimum of 20 years oil & gas plant operations experience preferably in the LNG industry with at least 10 years at supervisory level
    • Experience planning work activities within a computerized maintenance software system
    • Experience working with P&IDs, Isometrics, and Control Drawings
    • Experience with Commissioning and Start up of LNG facility and strong knowledge of commissioning and start-up software (CMS), SAP is considered a qualifying advantage
    • Experience in providing CSU related design input and working in an EPC or a plant environment considered an advantage
    • Working experience on part of, or the entire, ORP Project life cycle (from conceptual design through to final commissioning and handover) and/or in the front-line Oil and Gas production operations is desirable

    Rotating Equipment Inspector

    Job Purpose/ Objectives

    • To provide support to the Lead rotating equipment engineer on broad technical assurance, ensuring that the technical integrity of rotating equipment asset is adequately safeguarded.

    Main Accountabilities

    • Support Rotating Equipment Engineers to develop QA/QC plans for shutdown/overhauls (e.g. ITPs, quality checklists, repair / overhaul scopes)
    • Support Rotating equipment Engineers with planning of shutdown/overhauls (spares and special tools optimization/availability)
    • Support execution/inspection during planned/unplanned shutdown
    • Maintain records and compile reports to document the quality control/assurance
    • Identify improvement opportunities and share learnings and best practices across the plan
    • Carry out equipment surveillance periodically and generate list for correction
    • Generate monthly report on equipment status in assigned area working closely with the Condition Monitoring specialist for that area

    Senior Mechanical/Piping Engineer

    Job Purpose/ Objectives

    • To carry out mechanical design of static equipment (process piping, valves, and vessels) that ensures integrity and safety of the pressure envelope in accordance with Design and Engineering Practices (DEPs), and international codes  and standards. 
    • Supports the Coordination of simulations required to confirm mechanical integrity and fitness for purpose of inservice pressure equipment within the process  plant areas. 

    Main Accountabilities 

    • Detail the key accountabilities and desired output of the role, highlighting scope and breadth of role 
    • Ensure  high  quality  of  mechanical  and  piping  engineering  studies  and  design  for  client’s  projects  and  asset  infrastructure as per company requirement. 
    • Provide technical inputs for tender plans, technical evaluations and presentation related to mechanical and piping  items. 
    • Prepare/Review all P&ID, piping plan, isometric drawings, general arrangement drawings, equipment layout, piping  support and stress analysis.  
    • Prepare/Review mechanical equipment technical specifications and datasheet, and design calculations  
    • Review vendor equipment engineering package in line Shell DEPs, international standards and other industry best  practices. 
    • Conduct dynamic and steady state stress analysis, studies and simulations of equipment behaviours expected in  service to confirm fitness for service. 
    • Provide mechanical and piping engineering and design works, ensuring quality, budget and schedule are met. 
    • Provide conceptual routing studies, and engineering execution planning. 
    • Provide mechanical and piping technical deliverables and ensure they are delivered timely. 
    • Review 3D models, procedures, material classes, vendor data and study reports. 
    • Provide construction assistance. 
    • Coordinate and direct drafters, check drawings and other documents. 
    • Interface  with  contractors,  project  engineers  and  ensure  coordination  between  mechanical  piping  and  other  discipline. 
    • Response to any technical query regarding any issues related to mechanical and piping based on latest Shell DEPs, international standards, and best engineering practices. 
    • Ensure proper procedures in place and in line with the standard engineering and statutory requirements prior to fabrication, testing, lifting, transportation, installation and hook up commissioning activities. 
    • Ensure construction, pre‐commissioning, and start‐up activities for mechanical and piping systems are delivered  safely as per company requirement. 
    • Performs non‐routine tasks and attends such meetings as directed from time to time.

    Lead Development Engineer

    Job Purpose/ Objectives 

    • The purpose of the position is to manage the integration of projects across the Front‐end and Execution phases to  ensure a seamless transition and achieve Best‐Practical Front End loading at FID. 

    Main Accountabilities 

    • Provide primary coordination and manage the interface between the Front end and Execution for Brownfield capital projects ensuring an integrated and consistent approach on all portfolio projects irrespective of size to  ensure competitive and affordable projects are delivered. 
    • Lead the project execution input in the Assess and Select phases and ensure a robust Basis for Design, Project  Execution  strategy  delivered  for  execution  including  contracting  and  procurement,  schedule  and  cost  estimates, and risk management strategies. 
    • Coordinate requirements from key stakeholders to ensure that they are understood and incorporated in the  project  scope  and  execution  planning,  including  engineering,  regulatory,  business,  asset,  safety,  constructability, commissioning and operating requirements.  
    • Ensure a firm, robust, fit for purpose and detailed  project  execution  strategy  that  enables  efficient  and  flawless  delivery  as  well  as  effective  project  controls  during implementation and close out of the project. 
    • Actively promote the deployment of the Project Management Framework principles and best practices as well as Brownfield Practices & Tools, and manages to obtain buy in from external stakeholders 
    • Ensure that the HSE execution strategy for all projects is robust and effective and personally be accountable  for Goal Zero 
    • Ensure  that  projects  have  clear  competitive  and  defined  scope  (in  terms  of  cost,  best  practical  front‐end  loading, deployment of energy efficiency and carbon neutral solutions, use of digital solutions, etc.) and that  the scope is frozen during the Select phase and with no growth during Define.
    • Ensure that all projects in select  are subjected to robust value challenge and competitive scoping reviews as appropriate and support the front  end team to achieve scoped up better and quicker compared to the past.
    • Serve as Management of Change Coordinator for the project portfolio and ensures complete documentation  of key technical work 
    • Provide continuing  technical support  to  the execution  teams during  the Define Phase  to ensure  there is no  value erosion.

    Commissioning and Start Up Shift Supervisor

    JOB PURPOSE / OBJECTIVE

    • To lead the field activities, within the shift, in the execution of the Integrated Operations, Commissioning and Start up plans, by ensuring the completion, commissioning start-up of the plant (Train 7 Project Scope) are carried out in a safe and efficient manner as per procedures and as directed by Commissioning and Start Up Lead.
    • MAIN ACCOUNTABILITIES
    • Lead the Operators in the daily commissioning and start up activities to ensure that safe working conditions are maintained at all times and work progress are maintained as per project schedule.
    • Lead the team (Principal/Senior Operators, Operators) in the regular work down of process/utility lines, installation, tie-in etc. to ensure that plant is built as per design, to the right quality and to ensure operability.
    • Act as a signatory (at Shift Supervisor/AGST level) to the Commissioning and Start up Permit to Work (PTW) system, prepare and issue PTW to the Maintenance/Contractors team for effective control, authorization and safe work execution.
    • Work with the Contractor/Vendor personnel and provide close involvement and oversight on the plant completion, integrity checks and commissioning activities to ensure flawless and safe execution.
    • Supervise project execution/tie-in in the Brownfield environment to ensure that plant project are implemented as per design, properly commissioned with as built document draft available in the shift without any information gap within the shift with regard to the new change.
    • Participate in the development of the commissioning, start up and shutdown plans and their execution as assigned by the Commissioning Shift Superintendent for effectiveness in plan implementation
    • Participate in the development and review of operations/commissioning, start up and shutdown procedures for Train 7 Project scope, capturing lessons learnt and to enable continuous improvement in performance.
    • Support the Asset shift team in carrying out operational activities during period of low CSU activities in order to balance the existing workload across the shift and to maintain efficient plant operation.

    JOB REQUIREMENTS

    Education:

    • A Higher National Diploma or University degree in chemical engineering or other engineering/science discipline.

    Experience:

    • Minimum of 15 years working experience in LNG Plant Operations with at least 10 years experience in Plant Operations as Principal Operator or at Supervisory Level.

    Principal Technical Writer

    JOB PURPOSE / OBJECTIVE

    • To coordinate the development of operating procedures, work instructions, manuals and method statements Contract Document B220170NTP – Call Off Contract for Provision of Operations Specialist Support Services for Train 7 Project Confidential Contract document with the main goal to communicate complex, technical information more easily in a user-friendly manner, in order to achieve safe and faultless completion, commissioning and startup of the LNG Train 7 Project scope.

    MAIN ACCOUNTABILITIES 

    • Plan, develop, organize, write and edit high-quality operational procedures and manuals using the design data and Vendor information in a clear and concise manner to ensure safe and efficient activities execution.
    • Oversee peer editing and production review work. Coordinate team’s effort in the development and review of Commissioning and Start up Procedure by the Operations team.
    • Research, develop and document technical design specifications and test scripts. Produce electronic documentation in addition to hard copy manuals and maintain a comprehensive library of technical terminology and documentation.

    Training, Assessment & Progression Coordinator

    JOB PURPOSE / OBJECTIVE

    • Coordinate all competency development, training and assessment of Operators and Supervisors (Panel & Field) through the utilization of the Operator Training Simulator (OTS) and other tools/packages in order to Operate the Plant safely, efficiently and profitably to meet business delivery plan.

    MAIN ACCOUNTABILITIES

    • Develop and coordinate the training and certifications of PTW authorities, AGST, AGSI and review the training procedures periodically in line with industry best practice
    • Coordinate the day-to-day assessment and maintenance activities for the OTS ensuring maximum availability and reliability. Act as NLNG/Operations Dept “focal point” with the OTS vendor to assess, develop and implement system improvements ensuring training and testing simulations remain “real”.
    • Develop and administer OTS and written “Competency Assurance” test packages for Panel & Field personnel ensuring effective ASM (Abnormal Situation Management), SSS (Stabilize / Slowdown / Shutdown) and cover the ESP techniques of Proactive Monitoring. Ensure all Learnings from Incidents” are captured in the OTS training materials and training records are in place for effective learnings.
    • Develop Unit based training for basic, intermediate and advanced level that compliments competence development for new operators and others using interactive tools - web based, Computer Based Training (CBT) and develop operations e-learning in conjunction with the HRL team.
    • Coordinate with the Site A&P Coordinators in the planning and delivery of required Training programme to ensure the new Operators and Technician are effectively and fully integrated into A&P scheme
    • Coordinate the day-to-day assessment and maintenance activities for the Operations Task monitoring tools (RFID, Handheld and Field Advisor Software) ensuring maximum availability and reliability.
    • Develop simplified version of specialised training for ease of understanding and knowledge transfer to operators, supervisor and shift Leadership in line with JCP, learning Ladder/PDP & DNA. Act as focal for JCP & Competency level setting for PO Department.
    • Coordinate the training and development of Assessors and ensure quality standard across all shift. Develop A&P assessment guide for Assessor and Assesse. Support the recruitment process for Operators and Job Instructors.
    • Coordinate Operation Emergency Response preparedness and embedding ESP Culture in Operation to assure competence of safety critical positions in reducing operations risk to ALARP.

    Cost Estimator

    Job Purpose / Objective  

    • To  provide  Company  with  cost  management  services  including  preparation  of  cost  estimates  and  post  projects contract cost management support to aid management make informed decisions at various value assurance gates, minimize successful contractual claims, achieve value for money, contribute to company’s good corporate image, meet projects objectives and ultimately contribute  to achievement of Cost Leadership in  the management of PD CAPEX projects and budget. 

    MAIN ACCOUNTABILITIES  

    • Produce timely and quality cost estimates for CAPEX budget planning, project screening and investment decisions in line with Departmental Key Performance Indicators (KPIs) to achieve value for money and Cost Leadership for CAPEX Projects. 
    • Identify & Assess prospect scope and main components to develop consistent "building block" estimates (Type1‐ for each concept under consideration. 
    • Translate the identified project scope and engineering deliverables into the estimate of capital expenditure costs  for design, procurement, construction, installation, commissioning and start‐up of the hardware elements (Type‐
    • Estimate composed of detailed MTOs matched with detailed pricing and construction unit hours. Identify  areas of uncertainty and apply appropriate allowances. 
    • Development of detailed project cost estimate  (Type‐4). Incorporation of project actuals to date and detailed  MTOs matched with detailed pricing and construction unit hours for to‐go costs.

    Project Controls Engineer

    JOB PURPOSE / OBJECTIVE

    • To implement and maintain effective project control processes, management frameworks, standards, procedures and systems, thereby contributing to the achievement centralized cost, planning and scheduling objectives of the Project Delivery Department.

    MAIN ACCOUNTABILITIES

    • Maintain database to support Project Cost Planning, VOWD, Accruals, Forecasts, Cost & schedule performance Indicators.
    • Provide cost and schedule data to support preparation of yearly CAPEX budgets with 5 years look ahead in line with the Budget preparation procedure and participate in Budget reviews as required.
    • Development of detailed project cost estimate (Type - 4) to support changes on existing projects. Incorporation of project actuals to date and detailed MTOs matched with detailed pricing for Estimate at Completion.
    • Ability to use existing Project Controls Tools such as MS Excel, EcoSys, Primavera P6, SAP ERP, Lumira and Power BI to deliver reports and dashboards on Project Performance.

    Mechanical Assurance Engineer

    Job Purpose / Objectives

    • To implement Technical Integrity Assurance for Client’s Mechanical Static Assets to ensure equipment reliability and availability. Among others, such equipment includes pressure vessels, piping, flanges, package equipment, heat exchangers, valves, storage tanks etc.

    Main Accountabilities

    • Reviewing of relevant project specifications, PEFS and Isometric drawings and provision of technical advice on flange management, valves, pressure equipment, piping, and package equipment, storage tanks.
    • Overall supervision of the execution of the Flange Management System during work activities and providing periodic reports. This includes monitoring of flange management activities including flange alignment, bolting tensioning and torquing, on-site flange tagging, support for hydro-testing/re-instatement after hydrotest and support for leak testing
    • Design of mechanical static equipment and detail package preparation for construction
    • Perform pipe stress analysis
    • Provide Quality Assurance/Controls support for mechanical statics to stakeholder teams (turnaround, non-routine maintenance, projects)
    • Review challenges, defects and deviations during maintenance activities and providing advice to stakeholders based on available standards
    • Performing Pre-Start-Up Safety Review (PSSR) and completing punch lists and support a flawless start-up of assets after maintenance.
    • Review quality assurance/control documentation e.g., work packs etc.
    • Perform quality audits, QA/QC monitoring, reporting, KPIs, benchmarking, etc.
    • Interface and coordinate with relevant CPM sections for the determination of optimum mechanical equipment spares required for reliability and safe operation of the facilities.
    • Carry out other mechanical static quality assurance functions as assigned
    • Coordinate the development of valves and package equipment functional testing
    • requirements (type testing, FAT, SAT etc.) to ensure their long term performance in service.
    • Provide technical advice, on repair and maintenance of valves to operations and maintenance departments
    • Manage the inspection of hydraulic power packs for valves and package equipment for continued assurance of integrity and reliability.
    • Coordinate the design, selection, and specification of hoses for client applications to assure optimum performance.
    • Coordinate the identification of critical valves and package equipment and develop strategic sparing philosophy to ensure their availability.
    • Interface and coordinate with relevant CPM sections for the determination of optimum mechanical equipment spares required for reliability and safe operation of the facilities

    Job Requirements

    Educational Qualifications and Experience

    • Graduate Engineer (B.Sc. / B.Eng. / B.Tech. / HND) in Mechanical engineering or related disciplines
    • Minimum of 8 years' experience in the Oil & Gas / Petrochemical industry, with at least 3 of the years in Mechanical Static Assurance.

    Competency Requirements:

    • Knowledgeable in international standards for petroleum/petrochemical plant materials and equipment including API, ISO,DEPs ,JIP, ASME, etc.
    • Knowledgeable in oil and gas, refinery and petrochemical process and maintenance philosophies
    • Perform Pipe Stress Analysis
    • Ability to use engineering software such as CAESER II, ANSYS, AUTOCAD, PV Elite etc
    • Able to set-up and maintain a Documentation Control System for the various QA/QC documents required (incl. diagnostic monitoring information such as flange control, tightness checks, flange labelling, leak checks etc.), as well as Mechanical Completeness Sign off International Energy Services Limited
    • Certification process, Preventive Maintenance Documentation, and information required for MOC completion and approval.
    • Able to review and interpret engineering documents to identify key relevant engineering items, specifically for Static Equipment
