    Licensing Officers - General Background Music

    About the job

    • The Licensing Officer will be a key member of the MCSN team, responsible for the detection, licensing, and administration of music usage in public establishments across an assigned region.
    • This role is essential for ensuring that businesses comply with copyright laws and that music creators receive fair compensation for the public performance of their works.

    Responsibilities:

    • To survey and detect premises where music is being used such as hotels, bars, restaurants, superstores, shopping malls, event centres, halls, etc in allocated areas.
    • Obtain and document the accurate identity of the owner/s of such places and the correct mailing addresses (both physical and email)
    • Obtain adequate and up-to-date information about the operations of the business and the extent of their music use.
    • Arrange and get notices (letters) of copyright requirement for the use of music in the premises across to the owners or managers of the premises.
    • Follow-up on the notices to ensure that the notices are effectively and accurately delivered to the appropriate or relevant person/s operating or managing the business of the premises.
    • Follow-up with visits and meetings with the owner or relevant person/s managing the business of the premises to get their response to the notices.
    • Monitor the premises and document the use of music in the business as possible evidence in case of future compliance and enforcement action.
    • Keep receipts of purchases or transaction made at the premises and match same with the reported use of music.
    • Conclude negotiation and ensure the issuance of appropriate licences to the premises.
    • Ensure that all premises within the allocated area or zones are effectively issued with notices within the same period together with follow-ups.
    • Ensure that there is no long time-lag between when the first notice is issued and delivered and the time a licence is concluded or granted or the commencement of compliance/enforcement action.
    • Ensure that licences issued are promptly delivered to the licensees.
    • Periodical review and survey of allocated areas to discover new premises or businesses that may have been established in the areas after the initial survey.
    • Advise the Manager of new development in the market.
    • Ensure that licences issued are promptly renewed once expired or getting near the expiration date.

    Qualifications:

    • A Bachelor's Degree in Arts, Social Sciences, or Applied Sciences. A higher degree is an added advantage.
    • Experience in Copyright Administration and Collective Management is a strong advantage.
    • A good understanding of the local environment and the ability to speak the local language or dialect is beneficial.
    • Working knowledge of bookkeeping, basic accounting, and mathematics is required.

    Manager, Regional or State Offices

    Description

    • The Manager will lead the licensing operations within Edo state, providing strategic oversight and ensuring compliance with copyright licensing standards.
    • This role involves supervising field officers, engaging with businesses that publicly use music, processing licenses, and ensuring timely renewals. The Manager will report directly to the Head Office (DG/CEO or GM, Licensing) and will play a key role in regional performance, planning, and reporting.

    Responsibilities

    • Providing leadership, direction and management to the regional licensing team.
    • Providing strategic recommendations to the GM, Licensing, CEO and members of the executive management team.
    • Identifying premises, platforms and environments where music is used publicly.
    • Contact and communicate as appropriate giving notices to prospective licensees on the imperative of obtain licence for the exploitation of musical works and sound recordings at their premises, platforms or businesses.
    • Follow up, monitor and obtain evidences for the exploitation of musical works and sound recordings in every platform or premise due for licensing.
    • Visit premises or prospective licensees to answer frequently asked questions (FAQs); conduct background checks of applicant’s particulars of usage of music and provide assistance in completing of Application Forms for licence.
    • Process applications for licence and issue appropriate invoices without delay.
    • Ensure that all licences issued remain active and do not go into dormancy by ensuring quick renewals when they are due.
    • Ensure that licensing personnel within the region operate within the laid-down procedures of the Society.
    • Develop new ideas to improve licensing activities within the region.
    • Liaise with the Account Manager at the Head Office on the proper accounting processes of the regional operations.
    • Implement accounting standards, processes and disciplines to ensure reliable/accurate and timely delivery of required management information within the region.
    • Drive the company's licensing planning, management, and reporting within.
    • Keep accurate register and, or data of licensees within the region.
    • Provide management with timely, complete and accurate licensing information for business decision-making.
    • Making inputs into tariff setting as may be coordinated or directed from the Head Office.
    • Co-ordinate and manage the licensing operations within the region.
    • Conduct licensing performance analysis and interpretation
    • Implement appropriate financial controls relating to licensing operations within the region.
    • Develop KPIs for junior colleagues and assess their performance
    • Any other responsibilities assigned by the Head Office.

    Qualifications

    • Bachelor's Degree in Arts, Social Sciences, or Applied Sciences. A higher degree is an added advantage.
    • Minimum 5 years’ experience in sales/marketing or management roles.
    • Experience in Copyright Administration or Collective Management is highly desirable.
    • Strong knowledge of the local region and ability to speak the local language or dialect is an advantage.
    • Familiarity with basic accounting and bookkeeping principles.
