    Senior Technical Advisor Total Quality Leadership and Accountability (TQLA)

    Under the direct supervision of the Technical Director, the Senior Technical Advisor-TQLA will provide technical assistance in the design and execution of sound technical strategies and best-fit practices in this project. This includes strengthening the capacity of Government of Nigeria partners, healthcare workers and other key stakeholders to apply Total Quality Leadership and Accountability (TQLA) approach as a tool for improving fidelity of project implementation. These will include but not limited to ensuring accelerated HIV and TB case identification, prevention of mother-to-child transmission of HIV (PMTCT) services, strong linkages to care and treatment, and quality clinical management of HIV/AIDS to achieve the UNAIDS 95-95-95 in target geographies.

    The Senior Technical Advisor-TQLA will coordinate needs-based, targeted technical assistance (TA) to the project's government partners, including the provision of continuous mentorship of multi-level managers in the assigned LGA. S/he will also facilitate data utilization for daily course correction and adaptive management, both among project staff and government partners. As a core component of effective quality service provision the STA-TQLA will ensure that project stakeholders maintain key focus on providing client experience and strive to improve the quality of services, tailoring them to the needs of patients.

    Duties and responsibilities:

    • Adopt participatory approaches to review program data and identify emerging issues for intervention, as well as determine priority sites for intensive technical support.
    • Support the development of capacity optimization plan(s) for identified sites, covering clients' experience; improving technical performance; internal processes; and innovations, learning and growth.
    • Provide support to the overall leadership and management of project sites
    • Co-facilitate, as required, at program workshops/trainings, contributing on the integration of TQLA principles into training activities.
    • Provide technical expertise in the development, design and operationalization of TQLA tools, such as target setting tools, burndown charts, data visualization windows, power point slides, etc.     
    • Integrate TQLA concepts and support the development of various innovative processes for optimizing management/leadership abilities for improved program performance. Core areas of support will include but not limited to granular level data collection, reporting and utilization for decision making.                     
    • Enhance regular situation room meetings (SRMs), provide targeted feedback, and offer evidence-based technical assistance to assigned health facilities and partner organizations.
    • Provide technical facilitation to quality improvement charters and collaboratives, and support continuation of constructive dialogues around granular level data in situation room meetings.
    • Support the development of internal systems for measuring and reporting the effects of TQLA interventions over time (i.e., effectiveness and efficiencies).
    • Stay abreast of latest technical developments and the US Government policies in the field of care and treatment and support the SMOH to apply cutting edge strategies to improving HIV programs.
    • Lead a team of technical experts (project staff) to deliver focused support in core HIV program technical areas.
    • Contribute to tracking project progress, data analysis and preparation of project reports for the donor; and participate in key meetings and presentations with external stakeholders.
    • Provide technical assistance on all components of TQLA; as well as surge support across all components of the HIV/AIDS and TB cascade. S/he will support strategic use of evidence to identify constraints to project progress/success, co-create solutions and facilitate the deployment of locally generated, context appropriate, sustainable strategies for HIV and TB service delivery.
    • Perform other duties as may be assigned.

    Knowledge, Skills & Attributes:

    • Knowledge of health and development programs in developing countries in general and Nigeria specifically.
    • Knowledge of Nigerian clinical setting, including government and non-government settings.
    • Advanced training in HIV Clinical Care/ART and/or AP3/PMTCT.
    • Experience having used and trained others in FHI 360's TQLA model or very similar approaches to adaptive management and data use.
    • Demonstrated interpersonal skills and ability to work well with others, including developing and maintaining compatibility among project staff, consultants, sub-awardees and recipients of project TA and support.
    • Demonstrated management and team-building skills, including relevant experience in direct supervision of professional staff.
    • Articulate and able to communicate in a clear, professional manner with patients and staff.
    • Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding HIV infections.
    • Ability to work independently and manage a high-volume workflow.
    • High degree of proficiency in written and spoken English communication, including presentation and training skills.
    • Proven ability in supervising staff.
    • Well-developed computer skills.
    • Ability to travel within Nigeria 25% time.

    Qualifications and Requirements:

    • MB.BS/MD or similar degree with 8 - 10 years relevant experience with at least 7 years progressive experience working in the health or development field in Nigeria.
    • A minimum of 7 years’ experience in care and treatment for HIV/AIDS especially with ARV program.
    • Possession of an MPH or post graduate degree in a related field is required.
    • Proven experience in project development, planning and facilitating technical training. 
    • Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.

    Senior Technical Officer, Laboratory Services

    The STO Laboratory Services under the supervision of the Senior Technical Advisor, Laboratory Services will provide technical expertise and assistance in implementing high quality laboratory services within the HIV care and treatment project in the State Office including Laboratory capacity development at project Health Facility sites for a United States Centers for Disease Control and Prevention (CDC) funded grant. The STO Laboratory Services will carry out quality control functions/activities in collaboration with the project HQ and other state level laboratory teams of the Labs including quality control inspections schedules and the collection of quality control records as well as ensuring the availability of quality records.

    S/He will also review and monitor QA and QC activities of the Laboratory to determine conformance with established policies, national regulations, or accreditation requirements.

    Knowledge, Skills & Attributes:

    • Knowledge of health and development programs in developing countries in general and Nigeria specifically.
    • Excellent working knowledge of laboratory equipment and techniques for the following categories of assays: HIV rapid and confirmatory testing, CD4/CD8.
    • Excellent working knowledge of laboratory equipment and techniques for the identification and culturing of different TB species, and drug resistance tuberculosis (MDR-TB).
    • Thorough knowledge of QA, QC and proficiency testing concepts; the ability to apply these concepts to resolve complex conditions in laboratory and administrative settings.
    • Knowledge of laboratory service and management issues related to the clinical management of HIV/AIDS, including ART.
    • Knowledge of laboratory service and management issues related to Advanced HIV Diseases (AHD).
    • Knowledge of Laboratory Information Management System (LIMS) and District Health Information System (DHIS2) is required.
    • Laboratory management and training experience and ability to understand full range of issues around the laboratory management of HIV/AIDS, including provision of counselling and testing services.
    • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infection.
    • Knowledge of the logistics involved in handling laboratory commodities is required.
    • Ability to work well with others and to develop and maintain compatibility among project staff and recipients of assistance.
    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
    • High degree of proficiency in written and spoken English communication.
    • Well-developed computer skills.
    • Ability to travel within Nigeria 25% time.

    Qualifications and Requirements:

    • BMLS / AMLSCN in Medical Laboratory Sciences or related field Laboratory sciences or related field with 7-9 years post national youth service experience and a minimum of 5 years experience in provision of laboratory support for HIV/AIDS.
    • Or Master degree in Laboratory sciences or related field with 5-7 years post national youth service experience and a minimum of 5 years experience in provision of laboratory support for HIV/AIDS.
    • Experience in the management of laboratory services, particularly health facility-based services, including quality assurance systems, laboratory analysis, and interpretation and reporting techniques based on best practices, quality management practices and safe work practices.
    • Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development organization preferred. 
    • Certification of license to practice as a medical laboratory scientist is required
