    Finance Assistant - Ogoja

    Role Purpose

    As part of the Finance team, the Finance Assistant will support the effective implementation of financial management processes in the Ogoja Field Office by ensuring accurate transaction processing, documentation, record keeping, compliance monitoring, and financial administration in accordance with Save the Children International policies and procedures.

    He/she will support Nigeria Finance team in areas of electronic archiving of financial documents, Accounts reconciliations, and other Finance duties as per SCI guidelines. He/she will effectively interact with a diverse group of stakeholders, manage expectations and duties according to the agreed timelines.

    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job descriptions and be able to vary working hours accordingly.

    Scope Of Role

    Reports to: Finance Officer

    Staff reporting to this post: None

    Role Dimensions: Relates with bank and tax authorities, processes financial transactions, payment requests, and expense claims in accordance with organizational policies and donor requirements

    Key Areas Of Accountability

    Financial Transaction Processing:

    • Raise cheques approved by relevant budget holders/
    • Finance and taking them to approved signatories for signing
    • Perform monthly Bank Reconciliation
    • Perform bank-related activities, picking up monthly bank statements.
    • Support in the payments of participants and other beneficiaries.
    • Requesting and Collection of the Finance unit office stationery and consumables from the admin office for day-to-day business activities.
    • Reconciling and matching of transactions on the system on a weekly basis.
    • Maintain custody of the office petty cash fund and make daily cash payments of approved transactions.
    • Daily update and maintenance of the manual cash book
    • Conduct weekly and month-end cash counts

    Archiving Financial Documents

    • Ensure all payment and journal vouchers are electronically archived on a monthly basis.
    • Review monthly TL to ensure all vouchers for transactions posted to the system are completely filed.
    • Properly label all files and arrange vouchers in their appropriate folders on the shelf for easy retrieval.
    • Produce soft/scanned copies of documents for retention purposes.
    • Keep a standard record of document retrieval and return log
    • Verify all transactions and ensure that the relevant supporting documents have been filed
    • Maintain a filing system for all transactions
    • Support in maintaining the soft copy archiving system

    S2P/Accounts Payable Role

    • Cashier
    • Bi-weekly payment run
    • Support in the payments of participants and other beneficiaries.
    • Processing of partner payments

    Qualifications

    Education

    • HND/BSc/BCom in Accounting
    • Professional qualification (ACA, CNA, CITN, etc) – added advantage

    Experience And Skills

    • Minimum of 1 year of experience in finance or accounting.
    • Proficient in the use of Agresso FMS and ProSave
    • Experience working with NGOs or international development organizations
    • Proficiency in Microsoft Excel and other Microsoft Office applications.
    • Good understanding of financial procedures and record keeping.
    • Strong organizational and filing skills.
    • Attention to detail and accuracy
    • Ability to work under pressure and meet deadlines.
    • Strong communication and interpersonal skills.

    Education Programme Officer - (EU) Jigawa

    ROLE PURPOSE:  

    The Education Programme Officer will provide operational and technical support to the team under the leadership of the Education Programme Coordinator to implement all Education activities for the project. This includes, supporting in the development of the Detailed Implementation Plan, participating in stakeholders’ meetings, and contribute to narrative reporting in line with donor requirement. The job holder will also be working closely with community leaders, religious leaders as well as community member. 

    Under the guidance Education Programme Coordinator, he/she will ensure that the EU-INTPA project is implemented in a coordinated, harmonized and aligned manner, in line with donor requirements and commitments. 

    KEY AREAS OF ACCOUNTABILITY:

    Project Coordination & Management:

    • Support the coordination and implementation of the EU-INTPA Project in Kano and Jigawa State, Nigeria in line with the design of the project and donor requirements. 
    • Participate in community mapping and identification of schools/learning centres and ABEP facilitators for the implementation of the ABEP programme in collaboration with stakeholders in line with the project design. 
    • Support the Education Programme Coordinator to establish, maintain, and strengthen linkages in the planning, implementation, monitoring and evaluation on the project. As well as contribute to assessments (baseline, needs, market). 
    • Ensure accurate project documentation, including collection of monitoring data and tracking of progress on output indicators; utilize data to contribute to reports as required. 
    • Facilitate relationships with communities and community leaders to ensure buy-in and Do No Harm 
    • Create and sustain positive working relationships with the partners, government officials and other key stakeholders. 
    • Support in planning and coordinating State and LGAs level engagement with partners, local government education authorities and other key stakeholders.  
    • Contribute to ensuring timely and quality reports are submitted as per the reporting requirements to the consortium lead. 
    • Working closely with Education Programme Coordinator to ensure quality programme design, delivery, documentation and reporting of education activities in the respective State. 

    Operational Planning and implementation:

    • Work closely with Education Programme Coordinator to provide support to ensure design, planning, monitor project detail implementation plan, procurement plan, phased budget, MEAL Plan with documentation and reporting for all Education interventions in the State.
    •  Recommend technical solutions to speed up the implementation and budget performance in line with the project plan and budget. 
    • Effectively support the education projects staff and partners in developing annual plans, in line with best practices, for education project design and Save the Children International planning guidelines and ensure compliance with the agreed work plans and that programme objectives and targets are being achieved in line with the funding proposal. 
    • Work with the Education Programme Coordinator to ensure integration of other sectors like Youth, Green Jobs and Vocational Training into Education activities. 
    • Maintain high standard of transparency and accountability during programme design and support in expediting implementation while ensuring integrity and timeliness of project duration and meeting programme objectives, compliance with donors & Save the Children policies. 
    • Support in providing regular operations and implementation updates to the Education Coordinator on project progress and challenges to allow for timely interventions and corrective actions by the management. 
    • Ensure the timely reviews and adjustments for the project operational and implementation plan and budget as may be required from time to time

    Finance and Budget Management:

    • Support project monitoring, suggest necessary revisions and prepare draft reports for corrective actions
    • Support the Education Programme Coordinator in ensuring that the budget variance analysis (BVA) is monitored and reported as per in time and with accurate information

    Program/Project Narrative and Financial Reporting:

    • Support the review and preparation of timely and high-quality progress and end of project narrative and financial reports which are in accordance with the donor reporting schedule and formats
    • Participate in reviewing all programme financial reports ensuring that donor guidelines have been followed and high standard met
    • Participate in progress review meetings to address key performance issues from the reports

    Safeguarding

    • Ensure safe programming in the planning, implementation, monitoring, training of teachers and construction/rehabilitation of classroom environment across the project period
    • Adhere to the Do no Harm principles across the entire steps of the project within the Programme Management Cycle

    Internal and external engagements

    • Ensuring that the program experience is represented and given recognition at stakeholder meetings, workshops, donor, networks and any other engagements.  
    • Develop and maintain regular channels of communication with partners and key stakeholders at all levels (LGA, State and National)

    MEAL

    • Effectively support teams in MEAL aspects, which include assessments, baseline, and evaluation studies, putting in place a functional Activity Tracking Table
    • Ensure that the projects’ quality benchmarks are followed up and implemented in project interventions. 
    • Collecting and managing complaints and feedback in close coordination with MEAL team and Education Team. 
    • Ensure regular monitoring of projects results, documentation of projects case studies, lessons learnt, significant changes and best practices and coordinating learning and reflection meetings/sessions.  
    • Ensure an effective programs/ projects monitoring, and evaluation systems is in place. 
    • Monitor programs/ projects activities to ensure quality, timeliness and adherence to both Country Office and Save the Children policies and procedures

    Human Resources Management and Development

    • Working together with the Education Programme Coordinator to identify learning needs and develop specific plans to address the learning needs.  
    • Participate in monthly/weekly project management meetings to enable adequate staff support

    QUALIFICATIONS 

    Technical Skills, BSC or equivalent, professional certificate, min 3 years experience, basic people management skills

    EXPERIENCE AND SKILLS 

    • At least three (3) years post NYSC relevant experience in education/ program implementation with an International NGO and those applying partnership approaches is desirable
    • Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable plans and to evaluate progress 
    •  Experience of working on ABEP, Teacher Professional Development and with Out of School Children (OOSC) with local partners and Local Government and State Authorities in the Northwest Nigeria is an added advantage. 
    • Strong analytical skills and strategic planning abilities. 
    • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team. 
    • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions. 
    • Computer literacy and excellent documentation skills are a must. 
    • Availability and willingness to work extra hours during times of humanitarian responses. 
    • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures. 
    • Ability to intervene with crisis management or troubleshooting as necessary.  
    • Highly developed interpersonal and communication skills including influencing, negotiation and coaching. 
    • Excellent time management and planning capacity. 
    • Fluent English language skills (written and verbal) and Local language skills (Hausa, etc.)

    Advocacy and Campaign Coordinator (EU)

    ROLE PURPOSE:  

    This role will manage, coordinate and mobilize all advocacy, and campaign engagements for the EU education project, through collaborating and closely working with the Education Coordinator, GESI Officer, MEAL Coordinator, project team members, Advocacy, Campaign and Policy Manager/Learn, Deputy Director/s of Program Operations and the Field Manager – ensuring that there is an effective and coordinated team spearheading SCI Nigeria’s influence towards an accelerated positive change for all children, specially girls, to access quality, safe, inclusive, uninterrupted and free education. 

    S/he will work closely with the Education and Livelihood and engagement Officers and Field Manager on the implementation of the advocacy and campaign activities. S/he will also be expected to contribute to the design, review and implementation of wider SCI Nigeria Advocacy, Campaign, Media and Communication Strategy and the CSP. 

    The role holder will contribute to monthly, quarterly and annual advocacy and campaign reports that feeds into CO and donors report. S/he will work closely with CO ACCM Unit to develop relevant materials, such as but not limited to policy briefs/briefing messages, concept notes, guidelines and undertake actions to create enabling environment and promote increasing government and community commitment and action on children’s rights to education.   

    S/he will lead on education advocacy and campaign activities and support the design and implementation of the programme within the right based programming approach. 

    Generally, s/he shall provide technical support, capacity building and technical support on advocacy and campaign; networking and partnership building at state level; and shall promote Girl Education Campaign across the State. 

    KEY AREAS OF ACCOUNTABILITY:

    Advocacy and Campaign Engagements 

    • Develop, coordinate, and manage Advocacy and Campaign engagements plans, to influence relevant stakeholders, policies, systems and achieve required changes at State and local government levels. 
    • Lead Advocacy and campaign engagements at the state, local government and community levels on Universal Basic Education, develop key messages for influencing state policy reviews, processes and discussions. 
    • Champion, promote, coordinate, and manage the implementation of out of school children Campaign Strategy in collaboration with Advocacy, Campaign and Policy Manager learn
    • Mobilize and build capacities of project team members towards delivering advocacy and campaign through strengthening knowledge and skills/capacities to incorporate, align and integrate advocacy into their work
    • In collaboration with the MEAL Coordinator, s/he shall track, measure, monitor and evaluate the quality of integration and implementation of advocacy and campaign engagement in the implantation of the EU Education project.
    • Shall contribute to the development of annual work plans, budgets, reports and document case studies and success stories on the EU Education project. 
    • Ensure maximum visibility of Save the Children according to the branding guidelines both internally and externally across relevant platforms. 
    • Ensure that children are at the heart of advocacy and campaign engagements activities, and they are an integral part of Save the Children’s campaigning work. 
    • Ensure proper documentation and dissemination of major activities, successes and learnings related to the EU Education project. 

    Strengthen Networking and Partnership 

    • S/he shall represent SCI Nigeria in the state level engagements, and shall create, nurture, strengthen and maintain strategic partnership with other key stakeholders in the education sector. 
    • Work with Media and Communication team, Education Coordinator, and project staff to develop case studies for the EU Education project and ensure that these meet Save the Children Child Safeguarding Policies (SP) 
    • In collaboration with the CO Media and Communication team, Advocacy, Campaign and Policy (ACP) Manager/learn, s/he will identify story ideas on lessons learned and experiences for development of success stories and other communication materials. 
    • Explore opportunities to communicate about the EU Education project deliverables and its impact internally and externally, with a wide variety of state and national level stakeholders using innovative methods. 
    • Produce reports, advocacy messaging, campaign plan, and presentations for internal and external audiences, as directed by the line manager or ACCM Director. 
    • In collaboration with Advocacy Campaign and Policy Manager Lean, MEAL team and Knowledge Management Specialist, organise events on education issues, including symposiums, trainings, high-level seminars, webinars and conferences for the dissemination of important information, learning, reports, research and messages. 
    • Develop and maintain a professional network for governance issues within project state and within SCI Nigeria. 
    • Build the capacity of CSOs and support the development of strong civil society engagement in reducing out of school children. 
    • Contribute to the bi-weekly ACCM country wide coordination meeting and produce stories and case studies for publication in the monthly Jebb times

    Safeguarding

    • Ensure all stakeholders in direct contact with the project are trained and commit to safeguarding policy; adhere to and report safeguarding concerns

    Others 

    • Participate in all ACCM activities, meetings, annual review workshops and trainings.   
    • Perform other duties as assigned by the Project Director, Field Manager, ACP Manager/learn or ACCM Director

    QUALIFICATIONS 

    Advance technical Skills, B. Sc in social work or equivalent, professional certificate, min 5 years experience, advanced people management skills, advance project management skills 

    EXPERIENCE AND SKILLS 

    • At least five (5) years post NYSC relevant experience in education/development advocacy  
    • Specified Study Area – Development Economics, Education, Public Policy, Human Rights Law, Development Studies 
    • Language Requirements – English – Excellent with a good knowledge of Hausa language 
    • Level of IT Expertise Required – Excellent 
    • Profound knowledge in Nigeria governance and education systems and political terrains 
    • Ability to write very good position papers and policy briefings. 
    • Strong analytical framework to clearly articulate and communicate our policy positions. 
    • Ability to be strategic and proactive when required to be able to keep advocacy plans dynamic and aligned to new policy and political developments. 
    • Ability to clearly communicate and easily relate to state and local government authorities.  
    • Able to demonstrate positive attitude, diplomatic, negotiator, and team player.  
    • Experience of working in a multi-cultural environment and respect for diversity 
    • Comply with the requirements of Save the Children’s commitment to protect children in accordance with the Child Safeguarding Policy
