Since then we have launched a social cohesion and security governance programmes in the Northeast.  Nigeria’s security forces, including the police, are often accused of human  rights abuses including unlawful killings, arbitrary arrest and detention,  extortion, sexual harassment, and disappearances. This has led to a lack of  trust from civilians, both due to the perceived ineffectiveness of security response to halt violence and to years of disenfranchisement and marginalization from decision-making regarding security matters.
