    CMR and Logistics Officer

    Department: English and Exams
    Pay band: 4
    Contract type: Indefinite 

    Role Purpose

    • The post holder will support the safe handling in accordance with compliance standards, of confidential materials during the multiple exchanges in country/location.
    • This includes movement and activities related to the primary storage area known as the Confidential Materials Room (CMR).

    Main Accountabilities

    The appointed candidate will have the following accountabilities, responsibilities and main duties:

    • Supports the functions of confidential materials handling and the Confidential Materials Room (CMR) to ensure British Council standards are met in set up and day to day operations.
    • Undertakes sorting and packing of exam materials to for designated test venues. Ensures exam materials are received at Test Centre and stored securely
    • Supports tasks to reconcile exam materials and papers received are as per plan, report and escalate any discrepancies.
    • Receives and responds to enquiries from/to customers and may be a specific point of reference on queries relating to an area of nominated expertise or responsibility.  Identifies where more complex issues require resolution by others and refers them on accordingly
    • Proactively works with Operations Manager to deliver satisfactory and timely resolution of customer (internal or external) complaints, coordinating input from other team members as required.  Ensures the customer is kept informed throughout the process.
    • Leads in providing support related to compliance or investigations on Test Day and related issues.
    • Follows agreed corporate risk management processes and procedures when delivering services (e.g. child protection, security policies, financial protocols, anti-fraud measures) to protect the interests of the BRITISH COUNCIL and its customers at all times.
    • Uses standard procedures and templates, regularly records, analyses and reports on operational activity such as venue staff performance to support senior managers in making timely and effective business decisions that respond to operational needs.
    • Plans and prioritises own work activities, which span across a range of different work streams, responding to changing and at times competing requirements to ensure effective delivery of responsibilities over a weekly/monthly time horizon.
    • As with any business that experiences peaks and troughs of activity, there is likely to be a need to work outside office hours from time to time.

    Role Specific Knowledge and Experience

    The successful candidate will need to possess the following requirements:

    • University Degree in any subject or relevant qualification
    • Experience in identifying and minimising risk
    • Experience in compliance environment
    • Experience of working in a high volume, busy operational environment, delivering to standard
    • Track record of working in a tightly controlled process driven environment

    Desirable:

    • Experience of supporting on delivery of computer-based exams

    Essential Requirements:

    • Role holder must have existing rights to live and work in the country the role is based.
    • Alternative locations the role could be based: Port Harcourt, Nigeria

    Programme Director, Higher Education

    Pay Band: 8
    Contract Duration: 2-year fixed term

    Role Purpose

    • The Director Programmes will manage the development and delivery of Higher Education portfolio in Nigeria including partnership work.
    • This post will lead programmes/projects to a high standard and in compliance with British Council policies and procedures. The programme director will act as Senior Responsible Officer as required on programmes with an appropriate level of complexity and will manage large and geographically dispersed programme delivery teams.

    Role Specific Knowledge and Experience

    The main essential knowledge and experience points that we are looking for you to evidence are:

    • Project management or equivalent qualification
    • Extensive experience (more than 5 years) of leading and managing programmes or large projects
    • Experience of managing multi country or large programmes that have met project closure standards and passed audits
    • Experience of working with several different funding sources and knowledge of different programme frameworks and compliance rules
    • Experience of working within a consortium arrangement or with other funding partners or sponsors and management of associated contracts
    • Extensive experience of managing complex, senior, client, stakeholder and partner relationships and reporting requirements
    • Experience of identifying risk, mitigating risk and monitoring risk and reporting risk through appropriate channels
    • Experience of developing MEL frameworks and designing data collection mechanisms
    • Experience of leading a large, diverse, dispersed project or programme team
    • Experience of presenting and communicating programme success to a range of external audiences.

    Role Specific Skills:

    • Significant understanding and experience in Higher Education in Nigeria

    Requirements:

    Operations Resource Pool Manager

    Role Purpose

    The post holder will plan, train and deploy the right mix and profile of Examiners, Venue Supervisors and Venue Staff for Test Day delivery.  Ultimately responsible for ensuring resource availability, capability, contingency and pipeline to meet demand, this role will develop the workforce plan, resource engagement/retention strategy, manage succession planning and monitor performance to ensure right level of customer experience and optimum cost, utilisation and productivity.

    Main accountabilities but not limited to the following:

    • Reviews capacity demands with Commercial counterparts and develops short term and long-term Resourcing Strategy (i.e. for staff and partners involved in delivery of exams products and services)
    • Takes end-to-end accountability for researching and obtaining satisfactory and timely resolution of complex/escalated customer (internal or external) operational complaints and issues, coordinating input from other colleagues/departments/managers as required, to do so. 
    • Advises on or directly engages with Venue Staff or Examiners when issues/ complaints arise to provide solutions
    • Contingency planning and risk management of supply.
    • Sets standards and performance manages Exam security and compliance
    • Supports daily/weekly planning/capacity meetings
    • Owns daily dashboard, weekly reporting, cost to resource
    • Plans and manages the Resource Budget for the cluster
    • Operates and runs regular reports on range of standard, corporate financial processes and procedures to enable effective budget and resource management for the team, unit or project(s)
    • Coaches and guides towards team performance of the country operations team, working with country leadership to address skills or motivation gaps as it arises.
    • As with any business that experiences peaks and troughs of activity, there is likely to be a need to work outside office hours from time to time.

    Essential Requirements

    The successful candidate will need to possess the following requirements:

    • First Degree in any subject
    • Experience of developing and delivering accurately a large resourcing plan to meeting capacity requirements
    • Excellent communications skills
    • Experience working in large team with fast paced demand and monitoring resource deployment and scheduling

    Desirable requirements

    • Experience managing large pool of non-permanent staff in a fast paced organisation including overseeing their recruitment, performance monitoring and oversight.
    • Experience working in an exam’s environment and knowledge of quality standards for management of examiners.
    • Experience in line management and driving staff performance
    • Knowledge of British Council EDI and recruitment policies and standards
