JOB SUMMARY

• The Chief of Party (COP) will provide overall leadership and strategic direction for the anticipated USAID Funded quality improvement activity in Nigeria.
• The COP will ensure high-quality programming and will sustain the financial and operational integrity of the activity. The COP will serve as the project’s senior-most manager, with the responsibility and authority to direct the team and project resources towards the fulfillment of project goals and objectives.
• The COP will also serve as the “face” of the project with key stakeholders, such as USAID/Nigeria, Ministry of Health, the Government of Nigeria, and relevant INGO and CSO collaborators.
• The COP will liaise with the Deputy Chief of Party/Technical Director to ensure the soundness of the project’s technical direction; will work closely with the Financial and Operations Director to ensure that project resources are well-managed and in compliance with USAID rules and regulations; will collaborate with the Monitoring Evaluation and Learning (MEL) Director to ensure that the project’s MEL and knowledge management (KM) functions are well-executed; and will work with the Country Representative to ensure smooth operations in all states of implementation.
• The COP will oversee program implementation, manage the project team and consortium members, and facilitate adaptation and course correction where needed.
• The COP will be responsible for the timely and accurate delivery of all reports and other project products.

ESSENTIAL FUNCTIONS

• Serve as the project’s senior-most manager, directing the team and project resources towards the fulfillment of project goals and objectives.
• Ensure strong coordination and a positive working relationship with USAID/Nigeria and ensure that the project is responsive to USAID needs and expectations.
• Build, strengthen, and sustain relationships with other key stakeholders (such as the Government of Nigeria, Ministry of Health, local NGOs, other USAID-funded implementing partners, and private sector entities) to collaborate on shared goals, maximize value added, and avoid duplication of efforts.
• Manage relationships with consortium partners and ensure effective collaboration.
• Oversee the project’s implementation progress, facilitating adaptations and course corrections where/when necessary to achieve goals.
• In collaboration with the DCOP/Technical Director, ensure the soundness of the project’s technical direction.
• In collaboration with the Finance and Operations Director, ensure fiscally responsible implementation in full compliance with the laws, regulations, policies, and procedures of USAID, Nigeria, and EngenderHealth.
• In collaboration with the MEL Director, ensure that the project’s MEL and KM functions are well-executed.
• Provide first-class leadership to the development and submission of quality deliverables in accordance with the terms of USAID award.
• Oversee a team of senior technical and program management project staff, ensuring strong communication and coordination with and between all team members, and with EngenderHealth’s regional and global technical advisors.
• Supervise initiatives and approaches that will promote ’USAID’s objectives on localization, gender equality, diversity equity and inclusion, stakeholder and private engagement, and sustainability in project implementation.
• Work with other project personnel and EngenderHealth leadership to proactively mitigate potential or actual risks that may adversely affect project implementation.

REQUIREMENTS

Must possess the following requirements with or without a reasonable accommodation:

• Master’s degree in public health, social sciences, or related advanced degree in a related field.
• Minimum of 10 years of progressively increasing responsibility in managing successful international development assistance and health programs.
• Demonstrated understanding of the primary healthcare (PHC) landscape (including various technical disciplines such as FP, maternal health, nutrition, immunization, malaria, policy/advocacy, gender, youth and social inclusion, behavior change communication, etc.) landscape in and knowledge of USG health initiatives in Nigeria.
• Demonstrated capacity in managing results.
• Working knowledge of and/or experience with USG-funded programs, with experience as COP or Deputy COP preferred.
• Proven record of building teams and fostering collaboration to achieve program goals, meet program milestones, and produce quality program results.
• Demonstrated in-depth knowledge of the PHC system in Nigeria and experience in the design and implementation of PHC programs, at scale.
• Demonstrated leadership skills in working collaboratively with other donors, host country institutions, and international organizations
• Excellent past performance references.
• Demonstrated leadership in working and collaborating with other donors and a wide range of USAID and other donor-funded organizations.

JOB SUMMARY

• The Deputy Chief of Party (DCOP)/Technical Director (TD) will lead the technical direction of the anticipated USAID-funded quality improvement activity as it seeks to catalyze local governments, institutions, and partners to strengthen quality of care through primary healthcare in Nigeria.
• During the startup phase, the DCOP/TD will provide technical input to seminal documents such as the activity’s work plan, PMP, SOWs for Consortium partners, and staffing plan, as well as contributions to conversations with the activity COP and USAID/Nigeria, to ensure a strong foundation for the activity’s success.
• During implementation, the DCOP/TD will provide technical oversight to ensure the soundness of the activity’s approach towards meeting goals and objectives, working with the COP, EngenderHealth’s Country, and other technical personnel to deliver on expectations.
• The DCOP/TD will also play a key role in the development of activity deliverables and be responsible for providing a final review before signoff. In coordination with the COP, the DCOP/TD will liaise closely with Ministry of Health officials, national authorities, and other external partners to collaborate on shared goals and objectives. As needed, this position will represent the program on behalf of the COP.

ESSENTIAL FUNCTIONS

• Provide technical leadership to the activity to support progress toward milestones and
• anticipated results.
• Lead the development and implementation of strategies, work plans, and activities to strengthen the quality of care through primary healthcare; elevate the role of local actors in upholding regional collaboration, knowledge exchange, and accountability mechanisms; and build the institutional capacity of key local health service delivery partners in Nigeria.
• Supervise the activity technical staff, covering various technical disciplines such as FP, maternal health, nutrition, immunization, malaria, policy/advocacy, gender, youth, social inclusion, behavior change communication, etc.
• Provide mentoring and coaching as needed. Direct the technical team to ensure synchronized work to achieve activity goals and objectives, and share/apply lessons learned and best practices across activities.
• Support and coordinate the project team to ensure strict compliance with EngenderHealth and USAID rules, processes, and procedures for activity implementation. Lead initiatives and activities that will promote USAID’s objectives on localization, gender equality, diversity equity and inclusion, stakeholder and private engagement, and sustainability in activity implementation.
• Liaise with technical representatives of consortium partners to ensure a harmonized approach towards activity goals.
• Support the activity’s monitoring, evaluation, and learning and knowledge management activities and deliverables.
• Work collaboratively with EngenderHealth’s regional and home offices to ensure technical assistance is well-coordinated.

REQUIREMENTS

• Minimum of 10 years of progressively increasing responsibility in managing successful international development assistance and health programs. Of this, a minimum of 4 years should be focused on primary healthcare in Nigeria.
• Demonstrated understanding of the primary healthcare landscape (including various technical disciplines such as FP, maternal health, nutrition, immunization, malaria, policy/advocacy, GYSI, behaviour change communication, etc.) in and knowledge of USG health initiatives in Nigeria.
• Demonstrated capacity in managing results.
• Demonstrated leadership working with diverse stakeholders, including representatives from other donors, implementing partners, host country Ministries, host country government appointees, private sector entities, and NGOs.

JOB SUMMARY

• The Finance and Operations Director will have primary responsibility for managing all fiscal and operations activities for the anticipated USAID-funded quality improvement activity. On the fiscal side, this position will have oversight and authority over budget monitoring and financial reporting for EngenderHealth and its consortium members, ensuring compliance with EngenderHealth and USAID rules and regulations.
• On the operations side, the Finance and Operations Director will have authority and oversight over activity procurement; operational and contractual arrangements with sub-awardees/sub-grantees; office management; logistics; and compliance with applicable USAID rules and regulations.
• Additionally, the Finance and Operations Director will be responsible for directing operational and administrative support for setting up and closing out field offices.
• To successfully deliver on these duties, the Finance and Operations Director will collaborate with counterparts within EngenderHealth’s global and Nigeria team and partner representatives.
• The Finance and Operations Director will also provide support and training to EngenderHealth, and partner organization team members as needed, to help ensure sound, reliable, effective, and efficient financial management systems. This position will report to the Chief of Party.

ESSENTIAL FUNCTIONS

• Lead development and strengthening of systems and tools for successfully administering
• the activity, including general administrative processes, financial management, sub-award management, accounting, and logistics.
• Establish and maintain sound and transparent accounting and fiscal control procedures for financial, sub-award and operations aspects of the activity.
• Review and strengthen the financial control system including zero tolerance of fraud and effective management of fiduciary risk, ensuring that there is transparency and an audit trail along the financial supply chain.
• Supervise relevant finance and support staff such as the accountants, finance officers, and the finance manager, and motivate and mentor a high-performing team. Leverage the strengths of the current team members, and develop and train them to reach optimal individual and organizational performance goals. Manage and supervise all compliancerelated matters including the development and monitoring of Corrective Action Plans, co-facilitating the monthly compliance team meetings (with the Chief of Party), timely submission of quarterly compliance reports to HQ, etc.
• Supervise the implementation of financial policies and procedures to ensure compliance to generally accepted accounting principles, EngenderHealth standards, and government and other donor regulations.
• Lead and manage the activity’s finance and administrative systems for budgeting, financial monitoring and reporting, procurement, and inventory management, as well as sub-awards.

REQUIREMENTS

• Master’s Degree or higher in Business Administration, Finance, other relevant fields, or equivalent experience.
• At least 7 years of experience in the administrative and financial management of large health projects, including experience in the management of USAID projects.
• Experience managing and auditing financial data and processes in excess of $20 million, including: -Supervision of budget, data collection, and spending; -Tracking of multiple funding codes; -Risk management; -Opening/closing funding sources and in-country offices; and -Disposal of capital equipment. Experience writing financial analysis narratives for internal, regulatory, and donor audiences.
• Experience executing and managing subawards and small grants.
• Familiarity with USAID rules and regulations, and Federal Acquisition Regulations.
• Proficiency in relevant computer applications and databases.
• Excellent organizational, analytical, oral, and written communication skills. •Experience interacting with the US government, Nigerian government, multilateral agencies, and other key stakeholders.
• Proficiency in English.
