    QHSE Officers

    Job Purpose:

    The QHSE Field Officer is responsible for ensuring safety and procedural compliance within the gantry, truck assessment areas and tank farms. They continuously monitor operational activities and drive to ensure no incident occurs.

    RESPONSIBILITIES AND ACCOUNTABILITIES

    • Support the QHSE team with planning, coordinating, and implementing of guidelines, and procedures to ensure that the Matrix Group's overall objectives are met.
    • Support compliance with Matrix Energy Policies, standards, and procedures, local and International HSE regulations, in Matrix Terminals.
    • Carry out specific HSE-MS implementation tasks.
    • Support Matrix Terminal. Operations & Maintenance Managers on HSE issues, especially resulting from activities on site.
    • Support in HSE training and orientation to all new employees.

    State Programme Manager

    Malaria Consortium is recruiting for a State Programme Manager to join our team in Zamfara State, Nigeria 

    Job purpose

    To work with the country office team and SMC Senior Zonal Programme Manager (SZPM) to effectively manage project activities and resources, provide leadership and stewardship to the project team and maintain collaborative links with the project’s key stakeholders at national and sub-national level.

    Key working relationships

    The State Programme Manager (SPM) would be working with the state team and stakeholders in their state, especially the State Ministry of Health and LGA Departments of Health/PHC, manage the rollout and implementation of the SMC activities in project states. S/he would report to the Zonal Programme Manager (ZPM).

    Scope of work

    The State Programme Manager (SPM) would support the programme activities at state level to ensure timely project delivery of the programme to achieve given targets and objectives.

    Key accountabilities (percent of time spent on each area)

    Project Management (70%)

    • Work with the programme team and other relevant personnel in the country office to deliver successful SMC in the state,
    • Line management – build and performance manage an effective and technically fit SMC project team in the state,
    • Lead in all planning (annual workplans, macro plans, microplanning, selection of implementers at the local levels, training, database finalization, last mile distribution, SPAQ admin and reverse logistics),
    • Engage stakeholders including government, communities and beneficiaries for successful SMC implementation,
    • Lead Implementation (SPAQ admin) including QA and innovations, including digitization according to guidelines, within timelines and approved budgets,
    • General management including security, HR including line management, risk management, work planning and budgeting, VFM, optimization of grant, etc.
    • Risk Free operations including ensuring that all staff comply with MC values and start-to-finish (SFG) policies,
    • Coordination with other levels of government and internally, all MC functions,
    • Work directly with the SZPM and be responsible for coordinating overall project implementation in the states and see that activities are carried out on time and within budget,
    • Be responsible for timely financial accountability for any disbursed funds for project activities in the state,
    • Duty of care on all campaign personnel, and
    • Act as state security focal point (SSFP) for the programme at the state level,

    Technical contributions (20%)

    • Support M&E activities, including reporting of SPAQ admin and end of cycle (EoC) survey using lot quality assurance sampling (LQAS),
    • Support programme review including end of cycle (EoC) reviews, end of round (EoR) reviews and EoR coverage survey,
    • Work with the project Senior M&E Officer, M&E Manager and Country MEAL Specialist to ensure that high quality project data is collected, analysed and disseminated to relevant stakeholders at all levels,
    • Work with the project teams, SZPM, Programme Director and the Country Technical Coordinator to determine technical support needs to implement the project effectively and with high quality,
    • Liaise with the Senior Country Technical Coordinator to obtain regional or global technical support, and
    • Contribute to the development and production of dissemination documents to allow wider sharing of Malaria Consortium’s experiences, lessons and successes.

    Representation & Knowledge Management (10%)

    • Work with the Country Director, Senior Country Technical Coordinator, Programme Director and ZPM to participate in national level meetings and workshops to represent Malaria Consortium at programmatic and coordination events, especially at the state level,
    • Work with the Country Director, Senior Country Technical Coordinator, Programme Director and SZPM to keep key national stakeholders abreast with the project,
    • To exert influence and to advocate for Malaria Consortium’s key technical positions and promote best practice in SMC interventions,

    Qualifications and experience:

    M & E Officer - Zamfara

    Malaria Consortium is recruiting for a M&E Officer to join our team in Zamfara State, Nigeria 

    Job purpose

    The M&E Officer will serve as the main focal person for all monitoring and evaluation (M&E) related activities for SMC in the state. S/he will assist and report to the PM regarding the M&E of project activities.

    Scope of work

    The incumbent will work as part of the Project team under the direct supervision and guidance of the PM and indirectly through the Core Technical Committee (CTC) for the attainment of the project goal. The M&E Officer would assist the Zamfara State Programme Manager (SPM) with the development/adaptation and implementation of the state M&E plan, SMC data collation, analysis and reporting. S/he would be responsible for the development and management of a database for the 2026 SMC implementation.

    Key accountabilities (100%)

    • Plan and implement M&E activities in the approved work plan under the guidance of the PM.
    • Lead the set up and maintenance of a project database and linkages with the national DHIS version 2 (and NMEP Data Repository) platform for reporting.
    • Lead the state-level ICT4D/digitalization support for SMC implementation.
    • Ensure high quality data are available in useable format on a regular and timely basis for programmatic decision making by facilitating data collection and entry from:
      • Community Distributor’s tally sheet.
      • Health Facility’s daily summary form and end-of-cycle reporting form.
      • Supervision checklist to capture the details of the supervision visits.
      • Community mobilization activity recording form to capture activities carried out by the community mobilization team.
      • A logistics form that captures the logistic component of the project, including drug distributions, and other related equipment and tools.
    • Plan regular data quality assessments, and ensure the completeness, consistency and validity of distribution data.
    • Ensure the timely submission of high-quality programmatic Progress Update and the validation of such at the end of each cycle according to the microplan and targets.
    • Work with Supply Chain Officer, Cluster Supervisors and Field Officers to facilitate the documentation of activities in form of reports and ensure proper archiving of such for easy access and reference.

    Supply Chain Officer

    Malaria Consortium is recruiting for a Supply Chain Officer​ to join our team in Zamfara State, Nigeria 

    Job purpose

    To provide technical support on the supply chain management of malaria commodities at the project office in the State, Nigeria.

    Scope of work

    The Supply Chain Officer (SCO), Zamfara State will be actively responsible for maintaining an effective and efficient logistic management and inventory control of SMC drugs at the state level. S/he will be work directly within the State Logistic Management Coordinating Unit and the Malaria Consortium office at the state.

    Key working relationships

    The Supply Chain Officer will be a member of the programme implementation team and report directly to the State Programme Manager (SPM) and indirectly to Country Commodity Manager in delivering programme work plan.

    Key accountabilities

    Supply Chain Management (70%)

    • Ensuring that the supply chain activities meet the needs of the programmes in a timely manner and does so in accordance with donor requirements, MC policies and procedures.
    • Carry out monthly stock status assessment of all SMC commodities at the state central medical store and report on the assessment to higher levels flagging issues needing action
    • Coordinating SMC microplanning during which targets which form the basis for SMC drug quantification are determined.
    • Provide technical support to strengthen the   procurement and supply chain management of malaria commodities at the assigned state
    • Contribute to state level quantification of commodities as well as development of distribution plans using credible and verifiable data sources.
    • Support and assist in the management of SMC commodities at the assigned State Central Medical Stores (SCMS) and health facilities.
    • Ensure the availability and distribution of pharmaco-vigilance forms during each implementation cycle.
    • Provide guidance on reporting ADR using the pharmaco-vigilance forms to the state teams
    • Carrying out post-distribution gap analysis for all SMC commodities at the assigned state

    Administrative Officer

    Malaria Consortium is recruiting for a Administrative Officer to join our team in Zamfara State, Nigeria 

    Job purpose

    The purpose of this position is to provide administrative support to the Malaria Consortium office in the state. The officer will lead the everyday administration of the office with support from the project staff

    Scope of work

    The Administrative Officer will provide general administrative and logistics support to the State office and ensure efficient use, functioning and management of the office. This will include to have an updated data bank of consultants, vendors and stakeholders. The officer will ensure an effective maintenance system of all office equipment, including generator, photocopiers, computers and its networks, printers and other office assets.

    Key working relationships

    The AO will support the state office and will report to the State Project Manager and dotted line reporting to the Country Office Manager. S/He will work together with the state team and country office staff in planning, budget, scheduling and coordination of project activities. He will also liaise with relevant country office staff to ensure resources for scheduled activities are available on time and to required standard, this will include quantification of printed materials ensure logistics are put in place.

    Key accountabilities

    Office Administration - 70%

    • Coordinate the day-to-day administration of the office with support from staff;
    • Oversee the management and maintenance of the office assets, utilities, office equipment, consumables and supplies;
    • Responsible for recording and updating of office assets in the asset register;
    • Providing monthly reports on state activities as it relates to the admin, procurement and logistics to the office manager at the country office;
    • Lead in setting up a filling system for the office, ensuring ease of storage and retrieval of documents;

    Finance Officer

    Malaria Consortium is recruiting for a State Field Finance Officer to join our team in Zamfara State, Nigeria 

    Job purpose

    The state Field Finance Officer will provide a full accounting function in maintaining financial records of all transactions in accordance with Malaria Consortium’s financial policies and procedures to the respective state offices.

    Scope of work

    The State Finance Officer will be responsible for the accurate and timely posting of all invoices approved, petty cash management and banking, filing of field office monthly financial information inclusive of payment vouchers and procurement. 

    The State Finance Officer handles all cash receipts and payments as well as advising the Project Manager and Financial Accountant on any concerns about financial issues and sharing suggested solutions.

    Key working relationships

    The State Finance Officer will be based in a state and will report to the state coordinator while interacting directly with other staff including the supply chain / admin officer, M&E officer and other staff in the field office. Indirectly they report to the Zonal/Hub Accountant based in Abuja or any of the states.

    Key accountabilities (percent of time spent on each area)

    Financial transactions (60%):

    • Receives all invoices from suppliers and prepares the Invoice authorisation forms.
    • Reviews and post all invoices onto the purchase ledger, ensuring the accuracy of codes, complete support documentation and necessary approval from the authorised personnel as per the authorised signatory list (ASL).
    • Prepare monthly reports to the state coordinator as set on monthly finance timetable which comprises the following:
      • Bank reconciliation statement including copy of bank statement
      • Aged list of outstanding Advances and Other ledger balances
      • Fixed asset register update and Spot Check reports
      • Authorised Petty Cash Count Certificate and reconciliations
      • Monthly timesheet update
      • End of Month Checklist
    • Advise the state coordinator and Financial Accountant on any concerns on financial matters and share suggested solutions.
    • In charge of archiving and filling all finance documents and ensuring that they are in safe custody and easily accessible by the finance team and auditors.
    • Follow up on the stock balance of pre-printed financial documents (forms, vouchers, receipts etc.) and make a timely replacement order before stock outs occur.

    Payment processing (30%):

    • Prepare all payments either cash, cheque or bank transfers and obtains approval from the authorised personnel.
    • Scrutinise all payment requests, including advances for travel and activities that these are in accordance with Malaria Consortium policies and procedures.
    • Issue all travel and activity advances to staff and consultants.
    • Check all advances are settled with the set timeframes as per the finance policy, bringing any late settlements or concerns to the attention of the state coordinator.
    • Post payments onto PS Financials ensuring accuracy and timeliness.

    Petty Cash (10%):

    • Keep the petty cash impress system and records, making payments as approved by the authorised personnel.
    • Take collections and issue proper receipts, making the deposit of all cash collections in a timely manner.
    • Count Petty Cash at least on a monthly basis with the supply chain / Admin Officer.
    • Post all petty cash invoices and vouchers into the general ledger with accurate codes and on a timely basis.

    Qualifications and experience:        

    Essential:

    • HND or Bachelors degree in Accounting or relevant degree.
    • At least one year in a Finance/Accounts Officer position.
    • Working knowledge of accounting software.

    Desirable: 

    • Experience of working in a smaller remote field office as the lead finance person.
    • Knowledge of NGO sector.
    • Part qualified member of an accounting professional body.

    • Some practical experience in Health Information and Disease Surveillance Systems, interoperability, and international standards; open Global Health Information System software and open data sources, such as, but not limited to, DHIS2, ODK, KoboCollect;
    • Experience working at the LGA and community levels;
    • Experience working on campaign style interventions (delivery of interventions or social mobilization and SMC would be an added advantage).

    Work-based skills and competencies:

    Field Assistant

    Malaria Consortium is recruiting for a LGA Field Assistant to join our team in Zamfara State, Nigeria 

    Job purpose

    The LGA Field Assistant supports the implementation of SMC activities at LGA, health facilities and household level. He/she is responsible for planning, implementation, reporting and coordination with local government representatives and community level stakeholders.  

    Scope of work

    The role of LGA Field Assistant assist the quality implementation of delivery of SMC services at the community level by HFW/supervisors and CHWs through the timely delivery of SMC commodities and supplies and documentation of program activities. He/she interacts with the LGA management team, keeps them updated on the program progress and ensures high-quality SMC implementation.

    Key working relationships

    The LGA Field Assistant takes instructions from the State Technical Officer (STO) on the implementation of SMC activities. S/he gives feedback to the STO in form of basic documentations and to the M&E Officer in form of data entry for administrative coverage and supply chain management. S/he will also support the Finance Officer in getting account details of distribution personnel for payment.

    Key accountabilities 

    Programme Implementation, treatment tracking and management (70%)  

    • Support implementation of SMC activities at health LGA level, including timely implementation of route plan, planning meetings, commodity distributions and monitoring to avoid any stock out, Community mobilization activities, supervision, monitoring and reporting.
    • Ensure accountability of received commodities and supplies through tracking consumption levels and review of reconciliation reports
    • Provide administrative support to training events field partners (Supervisors, HFW, CHWs, and community mobilisers).
    • Track program targets and timely implement the planned activities to ensure program meets targets and review reports from LGAs and HFW for accuracy and completeness prior to submission.
    • Ensure implementation of activities are in line with the laid down protocols, by continuously monitoring and escalating issues detected to the STO for mitigation 
    • Maintain a good relationship and work jointly with – Public Health Officers and other partners to undertake home visits, meetings and to ensure health LGA’s ownership.

    Reporting & data quality control (10%)

    • Review distributors’ tally sheet, making corrections where necessary and entering the data on relevant data capturing platform
    • Assist ME Officer on the data quality queries and ensure identified issues are rectified in time.
    • Ensure submission of other reports to keep the STOL and State Project Manager abreast with the project implementation at LGA level.

    Coordination and representation (10%)

    • Ensure planning and coordination meetings are conducted as planned at LGA and community levels.
    • Attend data validation meetings at LGA level and as directed by STO

    Administrative and other duties (10%)

    • Ensure the development of individual and team action plans to ensure role complementarities in achieving the set treatment target.
    • Participate in the follow-up of supplies consumption.
    • Provide information for overall planning of stock levels, making sure that they are sufficient for the operations at SMC sites
    • Ensure that all HF release physical inventory of all SMC commodities supplied at the end of each cycle.
    • Any other duties as required by the line manager

    Qualifications and Experience

    Essential:

    • Clinical Officer, nurse, science, or Public Health qualification at minimum of BSC level
    • At least two years field experience in related field
    • Fluency in English, Hausa and/or other local languages is required
    • Experience working in drug/commodity supply management, M&E and logistics
    • Ability to communicate effectively with a variety of audiences including LGA staff, HFW and community leaders
    • Experience of conducting quality supportive supervision and data use

     Desirable:

    • A broad range of experience including logistics, training and capacity building ability
    • Experience of supporting teams
    • Experience working at LGA level 

    Work-based skills:           

    Essential: 

    • Good planning and organisational skills
    • Basic computer skills particularly Microsoft Office
    • Flexible, ability to work both as an individual and as a team member and under stress in what can be a harsh environment

    Finance Assistant

    Malaria Consortium is recruiting for a Finance Assistant to join our team in Zamfara State, Nigeria 

    Job purpose

    The Finance Assistant will provide finance functions including clerical work and accounting tasks for maintaining proper financial records of all transactions in accordance with MC financial procedures to the respective field offices and Abuja.

    Scope of work

    The Finance Assistant will be responsible for timely filing of field/country office monthly financial information inclusive of payment vouchers, bank information, financial correspondence etc. S/he will also ensure orderliness within the finance department.

    The Finance Assistant will deal with all payments documentation as well as advising the Project Manager, Technical Officer and Financial Accountant on the arising financial matters and sharing area of concern with suggested solution within his/her capacity.

    Key working relationships

    The Finance Assistant will be a member of staff in the State or Abuja and will report to the State finance Officers for State and Abuja finance Officers for the Country Office while interacting directly with other staff including operations officers, administrative officers and other technical staff in the field office. S/he will also work with stakeholders, Local government and communities in the state. Indirectly report to the Hub Accountants.

    Key accountabilities

    Finance work (50%)

    • Review all transactions and ensure completeness of documentation and approvals.
    • Review attendance using the approved Database and prepare payment schedules for participants of SMC personnel to ensure names in attendance sheet tally with Database and Schedules.
    • Prepare payment vouchers, ensure correctness of cost classification and coding
    • Receive payment advice and attached relevant documents to file
    • Preparing Payment schedule of all meetings, workshop and training participants and consultants
    • Safeguarding the organisation resources by scrutinizing all payment requests, TAFs, PRFs by adhering to the MC Manual, Policies and Procedures.
    • Follow up on the stock balance of financial documents (forms, vouchers, receipts etc.) and make a timely order before stock out occurs.
    • Work with Finance Officer to ensure PV is raised with all supporting documents for every payment made and filed.
    • Advising the Finance Officer on the arising financial matters and sharing areas of concern with suggested solutions.
    • Maintain an excel journal template for recording of all payments completed and share with Finance Officer weekly for posting.

    Suppliers Invoice (15%)

    • Track all suppliers & vendors invoices received by Finance Officers.
    • Prepare all invoice payments and obtain approval from the authorised personnel.

    Operations related work (30%)

    • In charge of scanning, filling and archiving all finance documents and ensuring that they are in safe custody and easily accessible by the finance team.
    • Ensure Finance Documents (PVs) are arranged as per Malaria Consortium Finance Manual filing requirement.
    • Keep track of all payment documents to ensure they are sent/ received to/in Country Office.

    Perform other duties as required by Finance Officer, Accountant and Finance

    Manager. This will include but not limited to (5%).

    • Support audit by making documents available.
    • Support in Asset spot check and physical verification.

    Person specification Qualifications and experience:

    Essential

    • Bachelor’s degree or Higher National Diploma in Accounting, Finance, Business Admin, or Social Sciences.
    • Minimum of 1 year post graduation experience in a finance team, with at least 6 months in Finance or Accounts support role.

    Desirable

    • Experience working with an INGO is an added advantage.
    • Good working knowledge of Microsoft Excel and other software skills.

    Work-based skills and competencies:

    • Knowledge of NGO donors and their financial reporting requirements
    • Excellent computer skills with high proficiency in Microsoft excel
