    Administrative Officer

    Maiduguri Administrative Officer

    Grassroots Researchers Association (GRA), situated in 3 States in Northeastern Nigeria – in consortium with Dr. Denis Mukwege Foundation (The Hague, Netherlands) and Youth Initiative against Terrorism based (Yobe State, Nigeria) – has launched a twenty-four (24) month project funded by the European Union (EU), as represented by European Commission.

    The Project aims to support conflict-affected youth in Northeastern Nigeria to participate in a meaningful and structured way, at local and national levels, in conflict prevention, the protection of civilians, peacebuilding, mediation and conflict resolution efforts, actively promoting the rights of the most vulnerable in society, and therefore supporting the attainment of SDG 16 on promoting just, peaceful and inclusive societies.

    GRA is recruiting to fill the following positions for the term of the Project:

    Administrative Officer

    Job Summary:

    The Administrative Manager is responsible for providing administrative, operational, and logistical support to GRA’s regional office and coordinating administrative efforts for field technical activities including general office administration, human resources, legal and statutory compliance, health and safety, procurement and staff capacity building in line with GRA policies and procedures. This position is primarily responsible for ensuring that office administrative operations are functioning efficiently and effectively and are aligned to support attainment of GRA’s goals. The incumbent will ensure administrative and HR supports are conducted according to GRA’s policy, standard operating procedures, and good business practices, and that tasks are completed with a high level of quality and integrity.

    Key Responsibilities:

    1.Administrative:

    • Oversee and advice on the day-to-day running of GRA’s regional and regional offices;
    • Provides administrative support to ensure efficient operations of GRA’s regional offices;
    • Assist with planning and preparation of invitations to workshops, meetings and training participants in accordance with the GRA procedures;
    • Conduct the Anti-Terrorism Clearance Verification Process for events’ participants, venues and related service providers;
    • Ensure the availability of materials, stationery, printed materials, branded materials, name tags, registration sheets, all arranged and packaged for training activities;
    • Assist with arranging and planning of internal events and conferences/events;
    • Ensure the office has adequate stock of equipment/office supplies, water, etc;
    • Perform regular inspection of plumbing, drainage, sewerage, electrical fittings and other installations to ensure that they are in proper order or report to supervisor as necessary;
    • Make logistic arrangement including flights reservations, hotel and vehicle arrangement for GRA’s staff, partners and consultants;
    • Design systems to ensure effective use of office resources including furniture, IT equipment, software and monitor accordingly;
    • Closely work with Executive Director and senior management on property leases and other contracts and agreement ensuring it complies with national laws;
    • Take responsibility for health and safety issues and ensure that all staff remain aware of current health and safety issues and procedures;
    • Carry out other administration functions as directed by the Supervisor.

    2.Human Resources:

    • Develop and implement GRA’s HR related policies and procedures that align with GRA’s priorities and demandsin compliance with the Nigeria Labour Law;
    • Manage recruitment and selection processes; identify recruitment needs and advise management on best recruitment approaches; conduct interviews; cross-check candidate’s documents; prepare staff work contracts; do orientation to HR operations; and handle staff exit and hand over;
    • Design and implement appropriate performance evaluation systems, manage and advice on their implementation, analyse results for staff improvement and training purposes;
    • Ensure that HR management in field offices is properly done;
    • Support line managers in change of management on team building and addressing GRA’s challenges, and identify key HR issues for management’s attention;
    • Train staff in HR related policies and guidelines;
    • Ensure that HR related contracts (insurances, health services) are accurate and renewed;
    • Ensure legal compliance throughout human resource management; personnel files, payroll and leave records are updated and in order, and share any personnel changes with the Finance Officer / Manager;
    • Handle and oversee disciplinary and grievance issues, employee and labour relations, and time and attendance management.
    • Perform any other responsibilities as may be directed by the Supervisor.

    3.Stores Maintenance/Management:

    • Maintains the flow of materials and supplies to the consumables stores using bin cards;
    • Receive procured items into the consumable stores, record, manage and issue out requests to staff;
    • Ensure regular stock count and balance indication on bin cards;
    • Provide regular status reports and timely replenishment requests;
    • Take custody and arrange the availability of audio-visual equipment, displays and other meeting needs.

    Qualifications, Skills and Experience:

    • A Bachelor’s degree (minimum), or a Master’s degree (desirable), inBusiness Administration or in Public Administration, Social Sciences, or similar field.
    • At least 5 years of experience in HR and administrative tasks, of which at least 3 years are with an NGO setting.
    • Strong ICT skills especially Microsoft Office applications (MS Word, Excel, PowerPoint).
    • Ability to prioritize demanding workload and work under minimal supervision.
    • Excellent command of written and spoken English.
    • Excellent planning and organization skills.
    • Ability to deal with pressure and work quickly.
    • Good communication, diplomacy and problem-solving skills.
    • Ability and willingness to listen and share decisions and to take effective decisions.

    Communications Officer

    Job Summary:

    The Communications Officer would support the design, development and implement effective systems of communications and visibility base on EU-financed external action that states requirement for implementing partners. S/he would support the communication planning criteria, branding strategies, visibility resources, online communications and visibility in the area of website management, social media and electronic newsletters, articles and related blogs. The officer must have an exceptional experience in information campaigns, press and media with clear understanding of photography, videography, news writing, impact and success stories. S/he must have a sound knowledge of copyright notice, visual identity rules, use of emblems and standard  operational procedures  that is widely accepted. 

    Key Responsibilities:

    A.    Communication & Visibility:

    • Develop a clear communication and visibility criteria in line with EU-requirement and GRA’s communication policies. 
    • Must use accurate and factual information’s on context -appropriate communication channels aligned with EU- overall objective in Nigeria.    
    • Implement efficient and logical communication flowchart on websites and social media accounts to promote information about the EU-financed project in all the states. 
    • Institute online communication and visibility with appropriately formatted content and visuals for publication on the relevant EU website and social media.  
    • Work with local coordination committee (LCC) and International Coordination Committee (ICC) to review, analyse and approve contents on Newsletters, leaflets, brochures and other printed materials. 
    • Keep abreast with the latest developments in communication branding  on banners, commemorative plaques, vehicles, supplies and equipment’s.  

    B.    Communication Strategies:

    • Provide technical support and advice on public relations and communications at  field offices;
    • Assist in the coordination of initiatives that enhance communication with key stakeholders and facilitate the use of appropriate media to generate visibility for GRA’s brand among external audiences;
    • Support the development of documentation and dissemination of experiences, lessons learnt, impact stories, best practices and case studies;
    • Assist in taking and editing pictures, audio and video recordings for documentation purposes and for sharing with partners and key stakeholders;
    • Assist in the production of newsletters, materials, publicity materials such as brochures, pamphlets, documentaries, annual reports and special publications etc. as directed by management;
    • Assist in maintaining GRA’s official social media platform sites (e.g. Twitter, Facebook, YouTube, etc.) and keep them current, relevant, updated and interactive, while ensuring implementation of emergent platforms;
    • Assist in designing promotional publications, including graphic arts and photography for GRA;
    • Develop press materials including press statements and releases, and information kits/fact sheets;
    • Actively work with regional staff on content gathering based on data analysis and learning generated from projects;
    • Support Program Manager and regional team in content review for regional/public outreach materials.

    Qualifications, Skills and Experience:

    • A Bachelor’s degree (minimum), or a Master’s degree (desirable), in Information Technology or relevant subject, preferably with specialisation in Communication. 
    • A minimum of 5 years of work experience with at least 3 years of experience in Information Technology. 
    • Experience in using modern communication tools, systems and technology.
    • Demonstrable experience of designing Communication tools, media and engagement.
    • Proficiency in photography and video editing software and tools.

    Project State Coordinator

    Job Summary:

    The State Coordinator will be responsible for facilitating and guiding conflict-affected youth groups in the duty station State to implement Project activities through which their membership will seek to influence policy or practice in some or all of: transitional justice, democratic governance, and security and peacebuilding.

    The State Coordinator will be involved in timely and effective Project and activity planning and implementation, monitoring and evaluation, stakeholder engagement, and regular reporting based on donor guidelines and Project and organizational policies. The incumbent will work within a local coordination committee (LCC) on day-to-day operations and will report directly to the Program Manager.

    Key Responsibilities (in each duty station State):

    A.Project Management and Development

    • Work with the Project Manager and implementing partners to develop and update monthly, quarterly and annual work plans.
    • Ensure financial and logistical preparation of activities in line with work plan and Project strategy.
    • Assistin forming conflict-affected youth into clubs/groups and, over the course of the Project,developing their capacities in leadership, organizational development, personal safety and well-being, communication, as well as their abilities to advance their goals related to one or more of: democratic governance, peace building and transitional justice.
    • Assist in inception mapping of potential programming intervention areas in one of: transitional justice, democratic governance, and security and peacebuilding.
    • Facilitateregularyouth group membership meetings; supportyouth membership within the duty station State to investigate specific substantive topics of interest to them; and guide their coordinators to carry out their leadership roles.
    • Facilitate interaction among youth group membership within the duty station State and similar clubs organized under the Project in other States.
    • Support youth membership to develop and implement their own strategies and activity plans at the community, state and national level, including joint initiatives for strategic dialogues targeting policy makers and other stakeholders.
    • Collaborate with the Project Manager to provide regular security and context analysis which will inform program adaptation.
    • Monitor and facilitate safe, harmonious, and orderly proceedings for and among youth participants in the Project activities.
    • Contribute to program design and support the preparation of concept notes, proposals, and Project communications, including official social media, channels, letters, news articles and speech transcripts.

    B.Reporting, Monitoring and Evaluation:

    • Contribute to developing and implementing the Project M&E plan.
    • Collect quantitative and qualitative information during activities in line with M&E plan.
    • Support Project assessments, at inception, mid-term and end-of-Project evaluations, including participating in data collection.
    • Prepare activity reports and contribute to donor reports.
    • Collect case study information and follow-up with Project participants.

    C.Finance/Budget and Asset Management:

    • Ensure project finances and assets are used in line with donor and organizational policies.
    • Ensure project expenditures (including implementing partners’ activities) occur within the planned time frame and approved budgets.
    • Work with the Project accountant(s) to ensure timely financial reporting, responsible record keeping, and accountability in line with donor rules.
    • Provide necessary support during any Project audit.
    • Monitor and address or report any risks to management.

    D.Coordination with other GRA Staff and Stakeholders in the Region

    • Participate actively in management processes of the Project team, including team meetings, sharing of information, context analysis, strategy development, and oversight of junior staff.
    • Coordinate seamlessly with other State Coordinators hired under the Project, within and across State lines.
    • Conduct any other reasonable activities as determined by the Project Manager.

    E.Local-level Networking and Collaboration:

    • Work with (I)NGOs and other stakeholders to learn about and create opportunities for the youth membership to engage in formal policy formulation and/or monitoring at the implementation stage of adopted policy and law, especially as relates to WPS 1325 and UNSCR 2250.
    • Participate in relevant state level strategic forums, as delegated by the Project Manager.
    • Engage and work closely with relevant state, local government, and community level networks/ institutions/organizations, to build and maintain effective strategic linkages, relations, and collaborations for effective implementation under the Project.

    Minimum Qualifications and Experience

    • University degree in relevant field
    • At least 5 years of work experience in peacebuilding, transitional justice, democratic governance or similar field. Experience with an international NGO would be an asset.
    • Demonstrated experience working in northern Nigeria.
    • 3 years of project implementation, monitoring and evaluation experience.
    • Experience working on youth engagement interventions.
    • Experience working in a trauma-informed manner with vulnerable populations, such as with SGBV survivors.
    • Excellent coordination and communication skills.
    • Good oral and written communication skills.
    • Good knowledge of Word, Excel and PowerPoint.
    • Ability to work under pressure and in a high-risk security environment.
    • High moral integrity.
    • English (oral and written), and Hausa fluency. Knowledge of any other languages prevalent in Adamawa, Borno and Yobe would be an advantage.
