    Watsan / Environmental Health Supervisor

    Main Duties and Responsibilities

    • Supporting the Water, Hygiene and Sanitation (Watsan) Manager in the implementation and supervision of Watsan activities, including tools and materials employed according to MSF standards and protocols, in order to improve health and living conditions of the target population
    • Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, IPC and dead bodies management
    • Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project;
    • Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities;
    • Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.);
    • Supporting the Watsan Manager/PMR in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits
    • Supporting the Watsan Manager/PMR in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager/PMR in case of any major management or technical issue, and providing all required reporting
    • Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity
    • Participating in data collection and reporting as required

    MSF Section / Context Specific Accountabilities

    • Ensuring all the criteria are met (access, flows, containment, barriers, patients space, visits,) in the virology unit and the holding areas.
    • Ensure that holding areas/isolation wards are equipped with all the watsan/IPC related needs.
    • Implement and Monitor day to day activities of the Environmintal Health and IPC including Cleaning and disinfection, management of PPE and Resusable materials in the virology unit and Holding areas.
    • Ensuring the proper waste management including trainigs, color coading, segregation, safe transportation, proper inceniration and disposal as per LSF protocal.
    • Provide Trainings and supervision for Watsan staff (Watsan Technicians, Fennobec Hygienists, orderliens, Porter and watsan agents) of the Virology Unit and Holding areas on Prevention, Flows, Protocols, Tasks and responsibilities, Environmental Health.
    • Provide trainings to AE-FUTHA and State Health ministry staff when needed on Infection Prevention and control, Flows, barriers, consecpt of isolation, PPE and other Environmental Health related topics.
    • Provide Support and Trainings if needed on ‘Outreach activities’ : Ambulance, Environmental Decontamination, Burials.
    • Provide Support and Trainings if needed for other parts of Hospitals or other Health Structures in the state.
    • Provide support and training to put in place the victor control measure in the project.
    • Keep regular monitoring of situation to re adjust needs and response, with the collabration of Health Promotion team, Medical and Epidemiologist.
    • Provide support and supervise the mortury team for corps management as per standerd protocol.
    • Ensuring support in the implementaion of rodent control in the community

    HR:

    • Supervise day to day activities of Watsan technicians, Hygienists, orderliens and watsan agents.
    • Insure the Roster for all the staff is updated regularly on time.
    • Prepare daily worker payment sheets on time and submit to finance department.
    • Provide support to management in the recruitment of watsan staff.

    Reporting:

    • Generate and Submit monthly watsan Sitrep.
    • Prepare weekly plan and submit to supervisor or as per instruction.
    • Provide inputs in quarterly report.
    • Provide inputs in any other technical report when asked.

    Requirements

    • Candidates should possess a Bachelor's Degree with 2 years work experience.
