    Summary

    • The incumbent will provide programmatic and technical guidance in Social, and Behavior Change Communication (SBCC), grassroot advocacy and social mobilization for the mission TB portfolio.
    • The incumbent will serve as an Agreement / Contracting Officer’s Representative (AOR/COR). The incumbent will participate in the design of new activities, programs, projects and help the USAID/Nigeria integrate ACSM / SBCC activities in the Tuberculosis portfolio.
    • The job holder is required to perform work-related travel. The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

    Duties
    Technical Guidance and Program Planning 60%:

    • Serves as the subject matter expert and point of contact on the HIV/AIDS and TB Office for all matters related to advocacy and social mobilization, social and behavior change in TB and related diseases. Ensures technical and program synergy between TB and PEPFAR funded HIV activities as well as programs in the USAID Health Office. Represents USAID Nigeria on expert panels, consultations, meetings with implementing partners, other donors, and government technical counterparts. Reviews annual USAID TB and TB/HIV work plans to ensure integration of advocacy, social mobilization, and social and behavioral change activities. Participates in program planning of the USAID TB and PEPFAR TB/HIV portfolio and cross cutting social and behavior change activities in the USAID health office. Reviews quarterly, annual, and special reports and surveys to ensure proper reporting on advocacy social mobilization and social behavior change indicators and outcomes. Advocates for increased attention and funding for social and behavior change in HAT and mission programs.
    • Develops strategic documents and guidelines to integrate ACSM and behavior change into other Mission activities including HIV/AIDS, education, and USAID health programs.
    • Participates in the development of the annual TB Roadmap, the USAID operational plan and relevant portions of the Health Implementation Plan and the Performance plan and Report. Responds to reporting requirements from within the Mission and USAID / Washington as needed.

    Project Management 40%:

    • The incumbent serves as an AOR/COR or Activity Manager on designated TB service programs. Provides review and approval of workplans, budgets, performance monitoring plans, quarterly and annual reports and other key strategic documents. Provides guidance on new program initiatives, drafts program documents to secure funding and implement activities and manages USAID TB implementing partners. The incumbent will provide technical assistance and builds capacity of implementing partners and government counterparts to plan, implement, monitor, and evaluate innovative ACSM and SBCC TB programs and activities.
    • Provides financial oversight and program management to USAID supported programs and activities to ensure accomplishment of results and desired program outcomes. Conduct regular site visits to monitor progress of activities and provide technical and programmatic recommendations.
    • Participate in project design for new activities, including drafting and obtaining approval for concept papers, writing scopes of work, evaluating applications/proposals, and starting up new projects.

    Education Requirements:

    • Education: Minimum of Bachelor's Degree in any of the Social Sciences, Public Health, Social Work, International Development, Social or Behavioral Sciences, Epidemiology, Business Administration, or Marketing is required.

    Evaluations:

    • Applicants who clearly meet the minimum Education, Experience and basic eligibility requirements will be further evaluated based on scoring of the Evaluation Factors listed below. The highest-ranking applicants may be selected for an interview.

    Experience: 

    • Minimum of three (3) years of progressively responsible, professional experience in Tuberculosis. Of that experience, at least one (1) year with other multilateral, or bi-lateral organizations, and/or NGOs is required.
    • Increasingly responsible experience in the design, implementation, monitoring and evaluation of TB behavior change, advocacy, and social mobilization program initiatives in developing countries and/or in generalized epidemics.
    • Familiarity with analysis of TB epidemiological data and experience in translating data into practice is required.

    Job Knowledge: 

    • Demonstrated knowledge of country’s development and TB program dynamics, particularly the social, economic, and cultural determinants and implications of the TB epidemic in the country is required. 
    • Demonstrated understanding of state-of-the-art TB control service interventions, Social and behavioral change communication and community mobilization initiatives and the current priorities at national and global level is required.
    • Demonstrated knowledge of USAID processes through which TB programs are planned, reviewed, approved, implemented, and evaluated, implemented, and evaluated is required.

    Skills & Abilities:  The following are required:

    • Excellent analytical, technical and project management skills to review and provide substantive feedback on concept papers, proposals, program descriptions/scopes of work, performance reports, and other technical and programmatic documents.
    • Ability to respond professionally and adjust in fluid situations in order to meet deadlines in the face of competing priorities and time pressures.
    • Ability to present information, analyses, and recommendations in clear written and oral formats
    • Ability to independently conceive, plan, organize, manage, and evaluate important, diverse work projects, to drive high-level performance and outcomes of TB social behavioral and communication and community mobilization programs
    • Excellent computer skills including in Microsoft Office, web-based databases, and electronic filing, including the ability to help others and to learn new programs quickly
    • Demonstrated ability to apply policy directives to activity design, implementation, and monitoring and evaluation.
    • Excellent interpersonal skills, including diplomacy and tact, to work effectively with people at all levels, from senior officials to support staff, in a culturally diverse environment, accepting divergent points of view and help find consensus to achieve team goals.
    • Ability to travel to regions and districts within the host country, up to 20% of the time.

    Language: 

    • Level IV fluency in English both written and spoken, is required.
