    Service Delivery Advisor

    Job Description

    • The Association for Reproductive and Family Health (ARFH) is a leading indigenous non-governmental organization with a track record of implementing high-impact public health interventions across the country.
    • ARFH, in partnership with Village Reach, is implementing a GAVI-funded HPV Vaccine Technical Assistance Project to support the routine delivery of HPV vaccination in selected states.

    Specific Responsibilities

    • Represent ARFHat national and sub-national fora, including NRITWG, HPVV TWG/NTWG, SERICC/TWGs, and RIWGs, presenting TA findings, supporting 9-year-old eligibility screening, triangulation practice, and stock/readiness measures.
    • Maintain structured liaison with NPHCDA/National Logistics Working Groups, SPHCDA/Boards, Education authorities (SUBEB), and implementing partners, document decisions and track actions to closure.
    • Lead/provide guidance for LGA microplanning for MR+HPVV integration, RI sessions, and MNCHW (team mix, session mix, school mapping, settlement coverage, DIPs, transport, commodities).
    • Embed school-linked delivery models with clear daily HPVV targets and defaulter tracking.
    • Adapt, pilot, and scale the 9-year-old screening tool; institutionalize use across facility, outreach, and school points.
    • Establish SOPs for triangulatingschool registers, community line-lists, facility RI registers/tally sheets, and DHIS2; run daily reconciliation during campaigns.
    • Mentor HCWs-vaccinators/recorders on client flow, AEFI, documentation (HPVV cards, tallies, summary forms), and integration within RI.
    • Support school access protocols (letters/approvals, parental engagement where applicable) and community entry.
    • Facilitate forecasting, pre-positioning, and in-week redistribution, conduct spot checks on cold chain, session logistics, and wastage control.
    • Participate in Review meetings during RI/MR implementation; run rapid DQAs, daily performance reviews, and course correction.
    • Provide On- the Job TA  to HCWs, LGA M&E officers, and school health teachers on screening, documentation, and communication; conduct on-the-job mentoring and joint supervision.
    • Prepare and submit high quality reports to the management of ARFH on implementation of the project at determined intervals
    • Provide strategic leadership to ARFH’s state level consultants on the project.
    • Compile lessons learned, success stories, and a state close-out document(what worked/why/how to sustain), with routinization actions and SOPs.

    Minimum Qualifications

    • Proven coordination with NPHCDA/SPHCDA/LGAs and education sector; experience representing organizations at NRITWG/HPVV TWGor equivalent forums.
    • Excellent facilitation, mentoring, and report writing, fluency in English (local language an advantage).
    • Strong leadership and supportive supervisory skills
    • Outstanding stakeholder engagement and relationship management skills.
    • Demonstrated ability to work collaboratively with national and sub-national health teams.
    • Excellent analytical, interpersonal communication, and report writing skills.
    • Availability to travel ≥60% within assigned states.

    Required Experience:

    • Advanced degree in Public Health/Health Management/Pharmacy (MPH or equivalent); clinical background (MBBS/Pharm/RN/RPHN) strongly preferred.
    • Minimum 10 years’ progressive experience in Routine Immunization service delivery in Nigeria, including microplanning, SIAs (e.g., MR/Polio), and HPV introduction/scale-up.
    • Demonstrated leadership in school-based vaccination, LGA supervision, and DQA/DHIS2 use; strong quantitative analysis (Excel; dashboarding).
