    Roving WASH Engineer

    General Position Summary

    • The Small-Town Water, Sanitation, and Hygiene (STWASH) Activity is a five-year initiative funded by the United States Agency for International Development (USAID). The Activity is to support sustainable improvements in access to basic water and sanitation that are necessary to facilitate ongoing recovery, peacebuilding, and economic development within Nigeria.
    • The program has three interrelated areas of intervention. As a foundational approach, STWASH focuses on expanded access to water and sanitation facilities and strengthening capacity for small-town water governance covering the states of Borno, Adamawa, and Yobe (BAY) in Northeast Nigeria.
    • The overarching vision of the activities in the BAY states is to facilitate the economic recovery of some crisis-affected communities and bolster the capacity of the state governments in providing essential WASH services and creating and sustaining enabling environments for Small Towns Water Supply and Sanitation Agencies and Water Consumers Associations to operate effectively.
    • Reporting to the STWASH Senior Infrastructure Manager, the WASH Engineer will be responsible for ensuring the implementation of high-quality WASH infrastructure facilities maintaining set engineering and Mercy Corps quality standards for all ST WASH activities.
    • The successful candidate will support the implementation of ongoing and planned activities in Adamawa and Borno states.
    • S/he will support Local Implementing Partners (LIPs) and government focal ministries at local and community levels to deliver on the project’s goals and objectives.
    • S/he will work closely with WASH specialists by ensuring implementation is in line with national guidelines/standards. In addition, s/he will also support MEL team and communication team in carrying out specific WASH infrastructure data collection and documentation of success stories as well as prepare construction progress supervision reports.

    Essential Job Responsibilities

    • Provide technical assistance in WASH construction activities including day-to-day monitoring/supervision of all infrastructure construction/rehabilitation works.
    • Responsible for day-to-day quality checks and management of infrastructure activities, to ensure compliance and effective use of project resources, and suggesting results-based solutions to Senior Infrastructure Manager
    • Preparation of additional designs and BOQs on proposed improvements to existing/new WASH facilities
    • Support Senior Infrastructure Manager in managing contractors/consultants by reviewing progress, measurement of works and ensuring adherence to contractual obligations and organizational policies.
    • Support the timely implementation of project activities per the agreed work schedule.
    • Support LIPs and other WASH stakeholders to ensure compliance with quality standards.
    • Work closely with the communications team on the documentation and dissemination of lessons learnt, best practices and success stories from the project.
    • Contribute to the development of weekly/monthly/quarterly project updates/reports.

    • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

    Key Working Relationships:

    • Internal:Supervision of quality and ensure compliance with agreed standards. Also, liaise with MEL staff, and other technical staff to ensure tracking and documentation of infrastructure-specific indicators.
    • External:Key functions include representing MC in various forums and forging relations with the government, LIPs, other stakeholders, and the community. The Senior Infrastructure Quality Assurance Officer will ensure the STWASH mandate for quality service delivery are implemented in tandem with the project documents.

    Knowledge and Experience

    • B.Sc in Civil / Water engineering / Building / Construction Engineering (or related field) with significant knowledge and experience in the implementation of water systems Excellent knowledge of design and visualizations software such as AutoCAD, Civil 3D Prokon, Robot
    • Proficiency in site layout, grading, utility design, regulatory approvals etc
    • At least 4 years of progressive experience implementing WASH and other WASH-related projects in Northeast Nigeria, preferably in an NGO setting.
    • Have solid working knowledge and practical skills in WASH infrastructure design and construction management.
    • Knowledge of water quality, water supply, sanitation, sustainability management and stakeholders’ management.
    • Have a good understanding of local government WASH Policies and Guidelines.
    • Have a good grasp of the challenges facing WASH in urban/rural Nigeria.
    • Strong organizational and communication skills.
    • Demonstrated ability to multi-task and process information into action.

    Skills and Abilities:

    • Proven ability for quality delivery
    • Ability to transfer skills and knowledge through, training, mentorship, and accompaniment.
    • Demonstrated ability to work with and in teams.
    • Excellent written, and oral communication.
    • Excellent computer skills (Microsoft Office), WASH data collection software.
