    Project Manager (GBVIE & SRHR)

    Job Summary

    • The Project Manager will be responsible for designing, planning and overseeing the implementation of CARE’s FCDO funded GBViE and SRHR activities in Borno, Yobe and Adamawa states.
    • The holder of the position will take the lead in developing workplans, planning and implementing all GBViE activities including supervising staff, budget management, managing women and girls safe spaces and community-based protection responses.
    • The Project Manager will also be responsible for engaging with relevant stakeholders and local authorities, and in providing capacity-building trainings related to key GBViE and protection concepts. The PM will also be in charge of supervising and managing day to day coordination with and implementation with the local partner.

    RESPONSIBILITIES & TASKS:

    Planning and Implementation of GBViE/SRHR/WLiE Activities in all project locations

    • Coordinate project team planning activities, including the development of annual, semi-annual and quarterly work plans.
    • Oversee implementation of assigned GBV and SRHR project guided by the approved project documents. This will entail developing and updating detailed implementation plans, work plans and procurement plans and ensuring strict adherence to such plans. 
    • Provide leadership and direct oversight of all field level project interventions, ensuring quality and adherence to national and international protection and health standards, guidelines and policies
    • Ensure that the design and implementation of all of CARE’s GBV/protection and A/SRHR activities in assigned project locations address the priority protection needs of the internally displaced persons, host communities and other affected person. This will involve ongoing review and analysis of developments that have an impact on the protective environment in CARE’s areas of interventions. 
    • Oversee and support implementation of the WLiE methodology in the selected pilot locations alongside the WLiE Coordinator. 
    • Provide technical input in developing project proposals, concept notes & sector publications at the sector level
    • Work closely with the Gender&Protection and SRHR sector leads to inform program design and strategic direction

    Monitoring, Evaluation and Learning 

    • Initiate, support and contribute to protection and GBV as well as SRHR and WLiE related assessments
    • Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy. 
    • Regular monitoring project activities through a detailed activity implementation tracker and tools that ensures provision of regular feedback to the project team for learning and project improvement purposes. 
    • Assess for gaps in programming and providing suitable solutions to the identified needs and gaps. 
    • In collaboration with all response partners and GBVSS, contribute to analyzing the GBV trends and data to inform future program interventions. 
    • Contribute to development and regular review of tools and assessment outcomes for continuous learning including baselines, mid-term and end lines. 
    • Regular monitoring project activities through a detailed activity implementation tracker and tools that ensures provision of regular feedback to the project team for learning and project improvement purposes.
    • Initiate, support and contribute to project related assessments and surveys. 
    • Ensure the regular collection of data in the supported health facilities, compile in the database attendances, curriculum discussions and analysis of the data collected in order to make recommendations to the supported health structures.
    • Regularly participate in monthly tripartite meetings bringing together YMC, providers and community facilitators, CARE staff and the Health District to analyze the data, identify the difficulties encountered and help them find solutions.
    • Support monitoring and evaluation initiatives at selected facilities/communities including submission of monthly scorecards and quarterly reports.
    • Maintain and use strong monitoring systems to track and report on activities and results to support effective delivery of the AMAL goals.
    • Support in regular assessments of the Young Mothers’ Clubs facilitators and develop coaching plans for to improve capacity of the facilitators.
    • Ensure that the best practices identified during the conduct of activities at the clubs during the supervisory and exchange meetings.
    • Prepare high quality reports both internally and external (to the donor).

    Staff Management & Capacity Development

    • Develop and facilitate trainings and workshops for the project staff and other stakeholders that promote improved understandings of GBV and protection issues, SRHR, WLiE and ensure the observance of international protection and humanitarian law standards. 
    • Directly supervise and manage national regular staff including GBV Officer, Psychosocial Coordinator, WLiE Coordinator and Clinical Officers. 
    • In charge of recruiting and providing orientation for all new project staff including backstopping and immediate replacement in case of transitions
    • Support capacity building all project & partner staff on technical areas including WLiE, GBV, WGSS programming, ASRHR, Psychosocial support and relevant principles and standards in GBV implementation in displacement settings 
    • Provide on the job training and mentorship to staff including to ensure a healthy working environment. 
    • Lead performance management for all project staff by jointly setting performance objectives, reviewing performance progress and providing regular objective feedback to staff on their development

    Coordination, Advocacy, Networking & Representation

    • Coordinate project team planning activities, including the development of annual, semi-annual and quarterly work plans.

    • Ensure that the design and implementation of all of CARE’s ASRHR and GBV/protection activities in assigned project locations address the priority protection and GBViE needs of the internally displaced persons, host communities and other affected person. This will involve ongoing review and analysis of developments that have an impact on the protective environment in CARE’s areas of interventions. 
    • Provide technical input in developing project proposals, concept notes & sector publications
    • Work closely with the Gender&Protection and SRHR Sector Managers to inform program design and strategic direction.
    • Collaborate with the Gender & Protection and SRHR Sector leads, identify and promote advocacy issues where needed and in line with CARE’s mandate in Nigeria and ensure internal coordination and harmonization of related activities with CARE Nigeria’s  overall program strategy 
    • In coordination with CARE’s the sector leads liaise with state governmental officials, international and national organizations and camp management structures on behalf of CARE, and represent CARE in relevant coordination structures and promote positive working relationships with partner organizations.
    • Represent CARE in all GBV and health coordination forums by working closely with UNFPA and State Ministry of Women Affairs and MoH and other response sectors in designing responsive actions on GBV and ASRHR.
    • Attend & facilitate coordination and networking meetings with relevant partners, community leaders, support groups and other stakeholders on GBV activities. 
    • Regular coordination and meeting with key community structures and GBV/Protection networks to enhance community-based action and monitoring of trends in the LGAs.
    • Ensure that protection concerns are mainstreamed into other sectors of intervention implemented by CARE and other actors in relevant LGAs.
    • Lead in promoting a positive profile CARE’s Protection and GBV program among other sectors, partners, donors and the community members

    Budget Management

    • Prepare and monitor the detailed spending plans for the grant as per the work plan 
    • Manage the FCDO budget by following up on the spending plans in order to maintain program expenditure within the required budget parameters
    • Provide regular feedback to finance team to ensure correct posting, budget utilization and follow up. 
    • Work with the Grants & Finance team to support partners budget management and utilization

    Resource Mobilization                                                                                                                                        

    • Contribute to CARE’s resource mobilization effort
    • Fulfill any other Responsibilities as Assigned

    QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

    Required

    • Minimum Bachelor Degree in Gender studies, Public health, social sciences, law, social work, international development, or other relevant field from a recognized institution. Post-Graduate qualifications in areas related to humanitarian work will be an added advantage.
    • Advanced knowledge and at least 5 years of proven practical experience in partnerships with women rights/led organizations and in implementing and providing technical support to gender transformative programmes, including women’s leadership and political empowerment. 
    • IT Training in advanced MS Office (Word, Excel, Acess); full proficiency in MS Office packages required.
    • Experience of working with women and men from different cultures and facilitating conversations around sensitive/taboo topics, such as masculinity, sexuality and power.
    • Demonstrated skills in participatory techniques, community mobilization and facilitation, gender and power analysis, planning and training.
    • Highly developed analytical and inter-personal communication skills, including intermediate oral and written English communication skills, and sound judgment and decision-making. 
    • Working knowledge in M&E, protection and accountability, report writing and documentation. 
    • Experience working with large, cross-cultural teams on projects with multiple deliverables is desirable.
    • Demonstrated ability to network, build relationships and establish collaboration with different partners, local agencies and international networks.
    • Existing relationships with women-led organizations and demonstrated ability to link community activists and social movements advocating for gender equality and women’s rights.
    • A demonstrated strong personal commitment to the goal of women’s empowerment and gender equality. 

    Desired

    • NGO experience on humanitarian settings in the country 
    • Knowledge of presentations and visual representation of ideas.
    • Knowledge and experience in gender assessments, digital data collection platforms
    • GBViE, DMU / SR Training, Family Planning and AYSRH is an asset.
    • Training in project planning, monitoring and evaluation is an asset
