    Policy Manager

    Job Description

    We seek a highly motivated and qualified Policy Manager (PM) who will support a digital policy project in Edo State. The PM will play a crucial role in shaping policy process and ensure that policies supports innovation, growth, and social welfare. He/She will lead the agenda-setting/problem-identification process, policy formulation, policy implementation, and policy evaluation. The PM will also work closely with stakeholders, including government agencies, tech hubs, and key industry players from both the public and private sectors to ensure policies are co-created.

    Roles and Responsibilities

    1. Perform in-depth situation analysis, of the state’s digital ecosystem as well as existing frameworks and plans.
    2. Coordinate activities of stakeholders from the public and private sectors and ensure seamless coordination of the different phases of the policy development process.
    3. Develop a robust implementation plan and matrix. Ensure compliance of the developed policy with the state’s digital goals and the ultimate goals of the project.
    4. Support collaboration, and coordination of the community of experts who will drive sustainability post implementation
    5. Conduct risk assessments to identify potential vulnerabilities, threats, and impacts related to digital policies.
    6. Develop risk mitigation strategies and action plans to address identified risks.
    7. Provide technical supervision of other staff at the state level
    8. Oversee the policy advocacy and dissemination processes
    9. Undertake any other tasks assigned by his/her supervisor

    Qualification

    1. A Master’s degree in Information Communications Technology, Political science, public policy, or a closely related subject
    2. A minimum of 5-7 years of documented experience in managing and developing policies, preferably in the digital ecosystem.
    3. Strong research and analytical skills, both quantitative and qualitative.
    4. Familiarity with the digital ecosystem in Nigeria (familiarity with and experience in Edo state is an advantage).
    5. Strong familiarity with digital technologies, including new trends, challenges, and opportunities
    6. Knowledge of the existing international and regional regulatory frameworks on e-government, data protection, digital policy, and cybersecurity etc.
    7. Excellent problem-solving skills and ability to work with a team
    8. Strong verbal and written communication skills, with the capacity to clearly and concisely express complex ideas
    9. Demonstrated capacity for collaboration and engagement with a variety of stakeholders
    10. Designing, carrying out, and evaluating project management experience
    11. Ability to work in a team with little or no supervision and fulfill deadlines
