    Pharmacy and Logistics Specialist

    About the MNH-ASSIST Project

    • The Maternal and Newborn Health Accelerated Scale-Up of Sustainable Supply Chain Interventions and Systems Transformation (MNH-ASSIST) project aims to improve the uninterrupted availability, beneficiary access, utilization, tracking, and reporting of MNH bundle commodities across supported health facilities. This will be achieved through multi-stakeholder collaborations that cut across various MDAs including the SMoH, SPHCDAs, DMA/CMS and health facilities, and partners like FIELD Intelligence, C4SD, ACEPHAP, TA Connect, SCIDaR, and CHAI among others. The project seeks to sustainably achieve the following: effective MNH commodities last-mile delivery (LMD) to facilities, improved states capacity to plan, finance, and execute LMD, digitalize states LMIS and enable real-time visibility for logistics data, consumption-driven MNH bundle commodities forecasting/quantification, and strengthened DRF programs to ensure continuous replenishment of MNH commodities.
    • Additionally, the project aims to facilitate affordable access to these bundled MNH services for beneficiaries by leveraging existing government and donor-driven financing mechanisms that protect women and their families from financial risks; these include national and states health insurance schemes, free/subsidized MNCH services integrated into BHCPF 2.0 and HOPE-PHC project, and states free MNCH programs where available.

    Position Summary

    • The Pharmacy and Logistics Specialist will provide overall technical leadership and oversight for project-supported supply chain and logistics interventions across five states and be responsible for coordinating and reporting all supply chain-related program updates and performance metrics to the central team.
    • He/she will oversight the activities of the State Pharmacy and Logistics Officers and work closely with the state Logistics Data Analyst to ensure effective implementation of activity work plans and real-time tracking of logistics and program performance data which will contribute to achievement of the overall project objectives.

    Role Expectations

    • Lead the project supply chain/logistics strategy implementation to ensure the achievement of KPIs and timely delivery of project milestones
    • Provide technical leadership to the States Pharmacy and Logistics Officers and States Logistics Data Analysts for the routine implementation and reporting of the following.
    • DMA/CMS warehouse MNH bundle commodities inventory management
    • Consumption-based MNH bundle commodity forecasting and quantification
    • Last-mile distribution (LMD) of PVAC-procured MNH bundle commodities and strengthened states capacity for sustainable LMD
    • DRF program strengthening to ensure uninterrupted availability of MNH bundle commodities at health facilities
    • Digitization of state logistics management information system (LMIS) and its sustained operational effectiveness in collaboration with FIELD Intelligence
    • Ensure the consistent availability of routine program data from the states for analysis, interpretation, planning and progress updates to the donor and HSDF management

    Key Responsibilities
    Technical Leadership and Oversight:

    • Provide strategic and technical leadership for all supply chain and logistics management activities across project states.
    • Provide technical oversight to the State Pharmacy and Logistics Officers and State Logistics Data Analysts.
    • Ensure effective implementation of project interventions related to warehouse management, MNH bundle commodity LMD, LMIS digitization, and DRF program optimization.
    • Coordinate routine supply chain program updates and logistics data analysis and reporting to the central team and organization.

    Program Management:

    • Oversee incremental progress towards consumption-driven MNH commodities forecasting and quantification in each state, procurement planning, inventory management, and distribution of maternal and newborn health commodities.
    • Strengthen logistics management and distribution systems at state and facility levels.
    • Ensure ongoing implementation of effective warehouse management, and commodity accountability.

    LMIS and Data Systems Strengthening:

    • Provide oversight for operationalization of LMIS digitization and sustainability across supported states.
    • Ensure all 5 states are onboarded onto the NHLMIS and all MNH bundle-related logistics data is accessible in real-time by state governments, donors and partners.
    • Track progress of LMIS digitization adoption at CMS and health facilities across the 5 states

    Capacity Building and Stakeholder Engagement:

    • Conduct periodic mentoring and supportive supervisory visits to the 5 states.
    • Facilitate the reactivation of DRF governance and accountability structures and update of DRF policy manuals across the 5 states.
    • Facilitate the establishment and participate in states quarterly DRF commodity replenishment and performance review meetings
    • Engage government agencies, implementing partners, and other stakeholders to drive project implementation and performance.
    • Support development of logistics guidelines, SOPs, and technical tools.

    Monitoring, Evaluation, and Reporting:

    • Track implementation progress against project targets and deliverables across the 5 states
    • Oversee development and routine use of state-based performance dashboards for performance tracking, stakeholder engagement, decision-making, and systems improvements.
    • Collaborate with MEL team to operationalize a centralized integrated dashboard that brings together all 5 state dashboards onto a single platform
    • Review state-level reports and provide technical feedback.
    • Prepare high-quality technical reports and updates for project leadership and donors.

    Required Qualifications and Experience

    • Bachelor of Pharmacy (B.Pharm) degree.
    • Minimum of 5 years' experience working in supply chain and logistics management (public sector experience preferable)
    • Demonstrated experience in inventory management within government Drug Management Agencies, central/zonal medical stores, or similar institutions
    • Experience with Drug Revolving Fund (DRF) programming
    • Experience working with Logistics Management Information Systems (LMIS) and commodity reporting systems
    • Experience working with government institutions and donor-funded health programmes
    • Strong knowledge of forecasting, quantification, commodity inventory and distribution systems
    • Excellent analytical, communication, coordination, and stakeholder engagement skills
    • Ability to create high-impact decks, reports, and communication materials using tools like MS PowerPoint, Excel, Word, Publisher
