    Monitoring, Evaluation, Research, and Learning Technical Advisor

    • The Monitoring, Evaluation, Research, & Learning (MERL) Technical Associate (TA) works under the direction and supervision of the MTaPs Country Director and will closely liaise with the MTaPs Home Office MERL Team on M&E, Reporting, Knowledge Management (KM), and Learning Agenda.
    • Liaise with the States Ministry of Health (MOH) Management Information System unit on data collection and reporting
    • M&E Technical Support includes: supporting countries to plan and implement M&E activities. This includes supporting country programs to establish and implement their M&E plans, periodically updating the plans, data management and analytics approaches and support the completion of M&E deliverables.
    • Knowledge Management Technical Support includes: support the development of knowledge management products, conduct quality reviews, maintain a repository of knowledge products, support the dissemination of knowledge products.
    • Learning Agenda Technical support includes: support of the development of learning products, conduct quality reviews, maintain a repository of knowledge products, support the dissemination of learning products.
    • Reporting Technical support includes: support of the development of reporting products, conduct quality reviews, maintain a repository of reporting products, support the dissemination of reporting products.
    • Serve as a key point of contact for the Home office MERL Team to coordinate and ensure effective and efficient provision of management and operations support to MERL Team.

    MERL Team Program Support

    • Serve as the main point of contact for the MTaPs Home Office/HQ MERL Team regarding requests for services, questions, needs, or challenges related Country MERL portfolio
    • Support Country Director to anticipate, address, and, when needed, escalate project implementation and operations challenges related to MERL portfolio, which includes monitoring/evaluation, knowledge management, Learning Agenda, and Reporting.

    Monitoring & Evaluation Technical Support

    • Manage and support high quality and timely implementation of monitoring & evaluation functions for the project, including guiding the high-quality implementation of the PMP, including data collection and prepare project performance and data reports routinely, quarterly and annual basis on DEV Results and other required systems/tools.
    • Ensure appropriate data collection tools and systems are in place and are being used correctly by staff and partners to collect required and accurate data for performance, monitoring and evaluation.
    • Assist with programming charts and other data display/visualization products, and promoting easy access to these products, and actively mining the data for high quality custom analyses for program teams.
    • Provide internal review statistical analysis and conduct quantitative and qualitative data analysis, as requested
    • Operationalize DQA strategy set for MTaPS Program.
    • Oversee and manage project management information system and database (such as DEV RESULTS)
    • Select indicators and set indicators targets for the country and portfolio programs annually
    • Participate in program monitoring visits/forums with other MTaPs staff as necessary.
    • Ensure all relevant project staff are aware of and adhere to funder and government monitoring and evaluation guidelines and requirements.
    • Continuously review and analyze collected data and advise program management on needed program revisions.
    • Maintain Standard Operating Procedures on M&E for the project
    • Contribute to drafts of Monitoring & Evaluation deliverables and sections of deliverables including work plans, quarterly reports, annual reports, slide decks, and other technical products/reports; provides formatting and editing support for all M&E products

    Knowledge Management Technical Support

    • Contribute to drafts of Knowledge Management deliverables and sections of deliverables including work plans, quarterly reports, annual reports, slide decks, and other technical products/reports; provides formatting and editing support for all products
    • Support development of knowledge products for the MTaPS project during its existence within MSH, including:
    • Supporting development of knowledge products such as technical briefs, reports, and presentations for targeted audiences
    • Manage the production and dissemination of knowledge products in coordination with technical, country, editorial and communications staff
    • Conduct content quality reviews and remediation (cleaning up)
    • Disseminate knowledge products to targeted audiences via internal and external platforms
    • Maintain a repository of knowledge products developed by the program

    Knowledge Sharing

    • Showcase program’s technical knowledge, achievements, and successes
    • Carry out content development and dissemination of technical Knowledge Exchanges
    • Develop presentations for conferences, workshops, and webinars
    • Plan and organize of knowledge share fairs and dissemination events

    Learning Agenda Technical Support

    • Primary point of contact for the country learning agenda and contribute to drafts of Country Learning Agenda deliverables and sections of deliverables including work plans, quarterly reports, annual reports, slide decks, and other technical products/reports; provides formatting and editing support for all products

    Reporting Technical Support

    • Coordinate and contribute to drafts of Reporting deliverables including quarterly reports, annual reports, slide decks; provides formatting and editing support for all reporting products

    MTaPs & MSH Collaboration

    • Participate in MTaPS and MSH meetings and initiatives as required
    • Participate in MSH required processes, courses, and initiatives as needed (e.g., annual reviews and certifications)

    REQUIRED MINIMUM EDUCATION

    Required:

    • Bachelor’s degree in Public Health or statistics, demographics, economics, or related field with advanced certificate in M&E, statistics or economics.   Business, International Development, or other relevant field

    Preferred:

    • Master’s degree in public health or related field preferred.

    REQUIRED MINIMUM EXPERIENCE

    Required:

    • Minimum six (6) years working experience with a Bachelor’s degree supporting health or development projects in developing countries or Four (4) years relevant working experience with a Master's degree. Knowledge of US Government and non-USG funded programs, regulations and requirements.
    • Experience implementing activities related to global health and health system strengthening is preferred.  
    • In addition, s/he should have 4 years of technical experience in monitoring, evaluation, data analytics, knowledge management, learning, and reporting.

    Preferred:

    • 4+ years’ demonstrated success and experience in overseas project support and management is particularly relevant.
    • Direct overseas project work experience preferred. 
    • Demonstrated, relevant and related experience in project management and business development.

    KNOWLEDGE AND SKILLS

    Required:

    • Strong analytical and organizational skills demonstrated by ability to work both independently and within a team.
    • Extensive experience in using and managing health information systems (ex: DHIS2 or DEV Results)
    • Extensive experience in Power BI and/or analytical software
    • Demonstrated ability to assess priorities and manage a variety of activities with attention to detail. Requires strong conceptualization, facilitation, and planning skills.
    • Ability to contribute to drafts of deliverables and sections of deliverables including work plans, quarterly reports, annual reports, slide decks, and other technical products/reports; provides formatting and editing support for all products
    • Experience in the management of USAID-funded activities. Understanding of USAID and field Missions; USG audiences, trends and requirements.
    • Experience with programs supported by non-USG government and international agencies and foundations, such as DFID, the World Banks, WHO, and the Bill & Melinda Gates foundation preferred.
    • Excellent interpersonal skills, written, and oral presentation skills. Excellent cross-cultural communication and active listening skills.
    • Demonstrated ability to succeed in a dynamic and fast-paced business development environment.
    • Proficiency in English (verbal & written) in highly required
