Monitoring, Evaluation, Accountability and Learning Officer (MEAL) at Terre des hommes Foundation (Tdh)

• The MEAL Officer will supervise a CFRM Assistant and ensure that confidential, accessible, culturally appropriate, and trusted feedback systems are established across all project sites. The postholder will support Tdh and FJDP, local implementing Partner to generate quality data, lead participatory monitoring processes, and drive continuous learning and adaptive management.

The main tasks of this function are:

• Support the development and roll-out of the project MEAL plan, in partnership with FJDP and guided by the Regional Access to Justice Coordinator.
• Lead the establishment and functioning of confidential and culturally appropriate CFRM channels (hotlines, help desks, suggestion boxes, outreach mechanisms, FGDs, etc.).
• Superverse the CFRM Assistants with Support from the MEAL department in managing the Feedback, complaints & response channels and ensure they are functional continuously and reach out to all groups within the affected population.
• Build the MEAL capacity of project teams, partners (FJDP), and community structures through coaching and structured trainings.
• Ensure MEAL and CFRM processes embed PSEA, child protection, and gender-sensitive approaches.
• Supervise and provide technical oversight to the CFRM Assistant.
• Maintain and update a project learning matrix, documenting findings, adaptations, and lessons.
• Analyse quantitative and qualitative data and support the generation of monthly MEAL reports.
• Share monthly MEAL and CFRM reports with Line managers

Main responsibilities

• MEAL System Design & Implementation
• Work closely with program teams and the Information Management team to design quality monitoring tools and ensure high-quality data collection.
• Support the use of Tdh’s Project Follow-Up (PFU) tool for routine monitoring of outputs, outcomes, context indicators, and implementation tracking.
• Lead monitoring of outputs and outcomes, focusing on protection and GBV services for conflict-affected women and girls, and support other project assessments (baseline end line PDMs, satisfaction survey), ensuring they are conducted in line with Tdh guidance.
• Work closely with the coordination MEAL team and programs teams to design quality monitoring tools and ensure high-quality data collection.
• Work closely with child protection, GBV, health, and other sector teams to strengthen integrated monitoring
• Conduct regular field monitoring visits in Ortese and Daudu II, ensuring monitoring tools are correctly used by project teams and partners.
• Support quarterly Project Review Meetings and learning workshops involving staff, partners, and communities.
• Contribute to institutional reporting and donor reporting by providing accurate, timely MEAL inputs.
• Facilitate after-action reviews, community reflection sessions, and learning exchanges with women and girls.
• Accountability to Affected Populations (AAP) & CFRM Supervision
• Conduct initial community consultations to identify preferred feedback channels, ensuring sensitivity to the needs of women and adolescent girls
• Produce monthly CFRM reports and feedback trend analyses for management decision-making.
• Ensure program team members and partners are trained on AAP principles, CFRM standards, and reporting pathways.
• Ensure ethical and responsible data management, including confidentiality, informed consent, and gender-sensitive data collection approaches
• With the support of the MEAL coordination team, coordinate to develop clear CFRM IEC materials and AAP contextualized animation cards in a friendly format.
• Follow up constructively and proactively on pending complaints with relevant persons responsible for complaint follow-up and verify that all complaints are adequately and comprehensively addressed.
• Ensure that sensitive feedback and complaints are channeled through the right process immediately. (Feedback & Complaints especially on child protection issues, staff misconduct, corruption, and fraud)
• Also be proactive to provide regular and timely updates on progress and challenges to line manager.

• With the support of the MEAL department, at relevant frequency, assess communities’ feedback and satisfaction on the CFRM, and support to incorporate findings into revised approaches.

Other

•           Willingness to travel frequently to field sites (Ortese & Daudu II).

•           Performs any additional tasks assigned by the MEAL Manager

Qualifications and Experience

• Bachelor’s degree in social sciences, statistics, development studies or related field.
• Minimum 3 years of experience in MEAL roles in humanitarian or development organisations.
• Experience supervising accountability or CFRM functions is an asset.
• Strong experience in data management, field monitoring, and evidence-driven programming.
• Knowledge of gender, diversity, inclusion, and child-friendly approaches.
• Demonstrated ability to communicate clearly with affected communities.
• Fluency in English required; knowledge of Hausa/Tiv/Idoma is an added advantage
• Knowledge of Gender & Diversity, Inclusion, child-friendly methods
• Local candidates from Benue state are preferable.

Technical & Methodological Competencies

• Strong skills in quantitative and qualitative data collection and analysis.
• Proficiency in MEAL tools and platforms (Excel, KoboToolbox, PowerBI).
• Knowledge of project cycle management, MEAL system design, and indicator development.
• Strong ability to generate high-quality reports and information products.
• Knowledge of child rights, gender analysis, and humanitarian protection standard.
