    Lead Consulting Quantity Surveyor (QS)

    Job Summary

    • The Lead Consulting Quantity Surveyor (QS) is responsible for providing professional cost and contract management expertise across all stages of engineering and construction projects. The role involves leading cost estimation, tendering, contract administration, project budgeting, and value engineering to ensure cost efficiency, accuracy, and compliance with industry standards. The ideal candidate demonstrates strong technical, analytical, and leadership skills, coupled with the ability to manage teams and deliver exceptional service to clients.

    Key Responsibilities

    Project Cost Management & Estimation

    • Lead and manage cost planning, estimation, and control for multiple construction and engineering projects.
    • Prepare detailed Bills of Quantities (BOQs), cost breakdowns, and tender documents.
    • Conduct feasibility and cost-benefit analyses for proposed projects.
    • Provide accurate cost projections during design, procurement, and execution phases.

    Contract Administration & Procurement

    • Prepare and review tender documents, contracts, and bid evaluations.
    • Manage the tendering process and coordinate with clients, consultants, and contractors.
    • Administer and monitor contract performance, variations, and claims.
    • Ensure compliance with contractual terms, procurement procedures, and regulatory requirements.

    Value Engineering & Cost Optimization

    • Lead value engineering exercises to achieve cost savings without compromising quality or functionality.
    • Advise on cost-effective materials, methods, and construction technologies.
    • Conduct risk analysis and recommend strategies for financial control and risk mitigation.

    Project Monitoring & Financial Reporting

    • Track project progress, prepare interim valuations, and manage payment certifications.
    • Monitor and report on cost performance, cash flow, and financial forecasts.
    • Provide regular cost reports and financial updates to management and clients.
    • Support post-contract activities including final accounts preparation and project closeout documentation.

    Client & Stakeholder Engagement

    • Act as the primary contact for all cost and contract-related issues with clients.
    • Provide expert advice on cost implications, procurement strategy, and contract negotiations.
    • Build and maintain strong professional relationships with clients, consultants, and contractors.
    • Support business development initiatives through technical input in proposals and bids.

    Leadership & Mentorship

    • Supervise, train, and mentor junior quantity surveyors and cost engineers.
    • Promote best practices in cost management, contract administration, and project delivery.
    • Lead internal reviews to improve efficiency, accuracy, and client satisfaction.

    Qualifications & Requirements

    Education:

    • Bachelor’s degree in Quantity Surveying, Construction Economics, or related field.
    • Master’s degree in Project or Construction Management is an added advantage.

    Certifications:

    • Registered Quantity Surveyor (NIQS, RQS) required.
    • Certified Lead Auditor in ISO 9001 is required (additional certifications in ISO 14001, ISO 45001, or API Q1/Q2 are a plus).
    • Project Management certification (PMP/PRINCE2) is an added advantage.
    • HSE Certification (Level 1–3) is an advantage.

    Experience:

    • Minimum of 12 years of professional experience in cost consultancy or construction project management.
    • Proven record of managing cost planning and control on large-scale engineering or infrastructure projects.
    • Experience in both pre-contract and post-contract phases.

    Skills & Competencies:

    • Strong proficiency in cost estimating and QS software (e.g., CostX, Candy, QS CAD, or MS Project).
    • Excellent knowledge of standard forms of contract (FIDIC, JCT, NEC, etc.).
    • Exceptional analytical, numerical, and negotiation skills.
    • Strong communication, leadership, and interpersonal abilities.
    • Ability to manage multiple projects and deliver under tight deadlines.

    Key Performance Indicators (KPIs):

    • Accuracy of cost estimates and financial forecasts.
    • Timely and accurate preparation of BOQs, valuations, and reports.
    • Cost savings achieved through value engineering.
    • Compliance with contracts and budgetary limits.
    • Client satisfaction and repeat business.
