    Hygiene Promotion Officer

    Sector: Water, sanitation and hygiene 
    Duty location: Field Base

    Report to: WASH Manager
    Duration: 12 Months with Posibility of extension

    ROLE PURPOSE:

     The Hygiene Promotion Officer will support to ensure the coordination of all Hygiene activities within the YIPDI program in Borno/Gubio and Magumeri LGA, Nigeria. In fulfilling these duties, the Hygiene Promotion Officer must ensure full compliance with Youth Integrated for Positive Development Initiative’s and the donor’s administrative, human resources, finance, safety and security, and logistics procedures at the workplace.

    Under the supervision of the WASH Manager, the Hygiene Promotion Officer will be responsible for ensuring high quality and timely delivery of all the WASH-related Hygiene Promotion software and hardware component. The Hygiene Promotion Officer is responsible for realization of hygiene promotion campaigns, surveys, cleaning campaigns, distribution of hygiene kits. 

    He/she maintains good coordination with the WASH team, community hygiene promoters, and CLTS monitors, sanitation committees to ensure the quality of the implemented activities and provide technical support for all hygiene related issues. 

    He/she ensures that Yipdi’s technical recommendations and procedures are followed. The Strategic objective of the Hygiene Promotion Officer is through improving access to safe water and sanitation, and influencing good behaviour change in hygiene practices in project area. To ensure the complementarity of WASH hardware and software components to address existing WASH needs in the targeted communities. The position will also support WASH in emergency preparedness and response activities in the project areas.

    SCOPE OF ROLE:

     Role Dimensions

    • Internal:  WASH Coordinator, WASH Technical Specialist, Field Manager Finance, Logistics and HR  
    • External:  Key Government stakeholders, local Authorities, INGOS/NNGOs at the field locations and Partners

     KEY AREAS OF ACCOUNTABILITY:

    Programme Support:

    • The Hygiene Promotion Officer plays a pivotal role in the planning, implementation, and monitoring of all hygiene promotion activities within the designated area of operation. This includes active participation in needs assessments, the design of context-appropriate hygiene strategies, development of hygiene messaging, and oversight of field-level activities. The officer is also responsible for collecting and analyzing relevant data to inform programmatic decisions, ensuring timely and high-quality reporting, and fostering strong working relationships with local communities, traditional leaders, government authorities, and implementing partners.
    • In addition to overseeing the technical execution of hygiene-related interventions, the Hygiene Promotion Officer ensures that all activities are implemented in accordance with Youth Integrated for Positive Development Initiative’s standards, policies, and strategic priorities, as well as in compliance with donor regulations and sectoral best practices. This entails close coordination with other sector teams (e.g., WASH, Health, Protection, FNS) to support an integrated response approach.
    • A key aspect of the role involves the daily coordination and supervision of community-level hygiene promotion initiatives. These include—but are not limited to—household visits, community sensitization campaigns, focus group discussions, participatory group sessions, and targeted outreach to vulnerable groups. The officer is also tasked with facilitating regular engagement and capacity building for hygiene promotion volunteers and community health comittees to ensure sustainable behavior change and local ownership.
    • Furthermore, the Hygiene Promotion Officer is responsible for the operational oversight and management of women-led cooperatives established under the project. This involves providing technical support, capacity strengthening, and mentoring to ensure these cooperatives are effectively contributing to community hygiene outcomes, economic empowerment, and social cohesion.
    • To conduct community mobilization and engagement on hygiene promotion topics, such as handwashing, water treatment, sanitation, and waste management.
    • To facilitate hygiene promotion sessions, workshops, and campaigns for various groups, such as children’s women, men, youth, and disability inclusive.
    • To monitor and evaluate the hygiene promotion activities and report on the progress and challenges.
    • Follow up on CLTS progress in the community, document success stories and lesson learned.
    • To coordinate and collaborate with other stakeholders, such as local authorities, health workers, community leaders, and other humanitarian actors.
    • To ensure the quality and adherence of the hygiene promotion activities to the standards and guidelines of YIPDI and other relevant agencies.
    • Conduct relevant technical training for WASH staff, members of water management committees, pump mechanics and local partners. 
    •  WASH NFIs: coordination with local government actors, before demonstration and distributing the items to the beneficiaries to promote fair and equitable access to the WASH NFIs.
    • Compile weekly, monthly, monitoring reports to promote programme quality report writing.
    • Conduct trainings for field Hygiene and Sanitation volunteers, Water management Committees, community leaders and other key actors by ensuring gender equality in the programme.
    • Conducting CHAST training to school children, teachers and PTA members to promote good hygiene practices in the schools and at the community. 
    • Facilitating appropriate community involvement in the design and delivery of essential WASH services and facilities by carrying out community mobilization activities, liaising with key stakeholders.
    • Support in Construction of rainwater harvest systems, monitoring rain season, water treatment. Familiar with DPD1, DPD2, DPD3, FRC water quality test for drinking water at the Household level.
    • Support in carrying out Geophysical surveys to determine water levels for both shallow wells and drilling of boreholes. Keeping proper records of field expenditures and reports accordingly.
    • Assist in Attending WASH Cluster meetings upon request from WASH Manager in the field
    • Field monitoring, follow up on borehole drilling, rehabilitation, and water yards construction in the field location.
    • As required, support WASH in emergencies (flood response, public health outbreak) planning and response interventions. 

    Capacity Building:

    • Identify learning and training opportunities for YIPDI staff and partners and work as a mentor and role model for junior staffs.

    Representation & Advocacy & Organisational Learning:

    • Ensure that YIPDI’swork is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed.
    • Advocates for minimum standards of humanitarian relief and maintained in accordance with the Sphere Charter and YIPDI’s Code of Conduct.

    QUALIFICATIONS AND EXPERIENCES

     Essential:

    • Minimum academic qualification of BSc in public health, social sciences, environmental health, community health and Nursing, civil, Water and Sanitation Engineering,  or equivalent in any discipline with at least 3 years of experience in a development and or humanitarian context.
    •  Knowledge and understanding of the WASH situation and needs in North-East Nigeria Context.
    •  Ability to communicate effectively and respectfully with diverse groups and individuals.
    •  Ability to work independently as part of the team..
    • Experience in BABY WASH, CLTS, PHAST, SLTC, SBCC and CHAST methodology.
    • Experience in integration of WASH and other sectors (such as Health, Nutrition, Child Protection, Education, Food Security, Livelihoods, and effective community engagement approach,  the implementation process..
    • Committed to YIPDI principles with good understanding of the YIPDI mandate, child focus and an ability to ensure continues support.
    • Mainstreaming of gender, disability inclusion and accountability to affected populations in WASH programming.
    • Good computer skills and knowledge on Microsoft word, power point presentation, internet
    • Extensive field team management experience as well as hygiene, security, safety, and resource management experience
    • Excellent project management, partnership management, and coordination skills
    • Strong analytical and critical thinking skills, with the capacity to see the big picture and make sound judgments and decisions
    • Proactive, resourceful, solutions-oriented, and results-oriented, with a genuine interest in learning 
    • Proficiency in English and the local dialect (preferably Kanuri and Hausa), is a core criteria
    • Ability to work effectively with local governments, align with YIPDI values and standards, and cope in stressful or hostile environments, including travelling to deep field locations and conducting partner visits

    Desirable

    • Previous experience within a humanitarian aid organisation is a plus.
    • WASH in Health Facilities (Baby WASH) experience in North-East Nigeria
    • Experience in use of Engineering software AutoCAd, ArchCad, Water Cad if an add advantage
    • Previous experience working within the context of North-East Nigeria
    • Knowledge of locally spoken languages will be an added advantage.
