    Health Workforce Management Activity Request for Applications - RFA-HWM-005

    REQUEST FOR APPLICATIONS (RFA) to Conduct Human Resources for Health (HRH) research on frontline health worker recruitment, deployment, attraction and retention under the Health Workforce Management (HWM) Activity and to provide Monitoring, Evaluation and Learning (MEL) support to the HWM focus States.

    This RFA outlines the information required for developing and submitting of an application for consideration for work funded under the USAID Task Order No. 7200AA18D00027/72062020F00009.

    The HWM Activity is seeking applications for a grant from qualified Nigerian local non-governmental organizations (NGOs). The recipient will be responsible for ensuring achievement of the program objectives. Please refer to the Program Description for a complete statement of goals and expected results. Applicants under consideration for an award that have never received funding from Banyan Global (BG) will be subject to a pre-award audit to determine fiscal responsibility and ensure adequacy of financial controls. Subject to the availability of funds, Banyan Global intends to provide NGN34,225,000 to be allocated over nine (9) months (January 2022 – September 2022) to complete grant activities. Banyan Global reserves the right to fund any or none of the applications submitted.

    Award will be made to the responsible applicant whose application best meets the requirements of this RFA and the selection criteria contained herein. The issuance of this RFA does not constitute an award commitment on the part of BG, nor does it commit BG to pay for costs incurred in the preparation and submission of an application. Further, BG reserves the right to reject any or all applications received. In addition, the final award of any resultant grant(s) cannot be made until funds have been fully appropriated, allocated, and committed through internal BG procedures. While it is anticipated that these procedures will be successfully completed, potential applicants are hereby notified of these requirements and conditions for award. Applications are submitted at the risk of the applicant; should circumstances prevent award of a grant, all preparation and submission costs are at the applicant's expense.

    Applicants should submit a complete application no later than the closing date and time indicated above. Proposals should be well-written in English, easy to read, follow instructions provided and contain only requested information.

    Questions should be submitted by email to hwmgrants@banyanglobal.com not later than November 2, 2021. No questions will be entertained if received by means other than the specified email address. The RFA number should be stated in the subject line.

    Pursuant to 22 CFR 226.81, HWM will not award profit under assistance instruments such as grant awards.  However, all reasonable, allocable, and allowable expenses (both direct and indirect) which are related to the program and are in accordance with applicable cost standards, may be paid, following ADS 312.

    Health Workforce Management Activity Request for Applications(Banyan Global) HWM-RFA-003; 004; 005 and 006 FAQ and Answer

    1. Kindly clarify the distribution of the institutions in each state for this phase. The RFA states 4 institutions per state, however, doesn’t state the distribution across the types of PSHTIs (Schools of Nursing/Midwifery and Schools of Health Technology)

      The distribution of the 4 institutions that will benefit from support for procurement are 2 Schools of Nursing/Midwifery and 2 Schools of Health Technology. 


       
    2. Are the choice of the PSHTIs in the states pre-selected.

      Yes, the 4 PSHTIs are pre-selected and will be shared with successful candidates upon selection.

       
    3. Are the 40 instructors to be trained in each state to be distributed equally across the 4 PSHTIs?

      No, the 40 instructors to be trained will be distributed across ALL PSHTIs in the State that the HWM works with. The training will be specific and targeted at instructors involved in the training programs of interest within these PSHTIs

       
    4. Please clarify the definition of ‘’training module’’ under deliverable milestone 3. Does this refer to the training modules for the instructors or the CPD modules identified for in-service training?

      These are the CPD modules for the in-service training space

       
    5. If yes to training modules for instructors, please in what format should be modules be submitted (Microsoft Word or Microsoft PowerPoint)?

      The training modules for the PSHTIs will be expected to be in multiple formats:
      Curriculum/Lesson Plan, Pre-reading, Assignment, Exercises, Exam – MS Word 
      Training slides – MS PowerPoint

       
    6. You have presented several RFAs--003,004, 005, and 006. Can one organization respond to more than one of the RFAs? in other words, can our organization respond to 003, 004, 005, and 006 at the same time but separately as an example?

      Yes, an organization can submit multiple applications.

       
    7. Under the Activities to perform, are all States included in the RFA?

      Partially, when you read through the RFA, you would notice some specifications made around deliverables, and in specific locations, we work. We are very specific and direct in the layout of the details in the area we expect our application in collection with the RFA 003, 004, 005, and 006.

       
    8. Is it compulsory to have an office in any of the project States, or is the condition of being a Nigerian organization enough as regards eligibility?

      No, HWM Activity is particular in working with indigenous/ Nigerian organizations, thus not having offices in the Project State will not be a criterion for selection or a deciding factor.

       
    9. For proposed equipment to be procured especially for the RFA 006, Who is the recipient of this ICT equipment? The desk officer at the National level, or the facility staff in the rural areas?

      The ICT equipment are meant for the HRH branch of State Ministry of Health ,to support in the management of the State Health Workforce Registry (SHWR).

       
    10. As regards the Payment of the MEL Specialist, who determines their Salaries. HWM or the Organization seeking funds?

      The organization writing the proposal will use its policy to determine an appropriate and reasonable payment package for the position looking at the deliverable.

       
    11. Does HWM Activity have a specific rural target of preselected institutions for the research activity?

      HWM Activity focuses on Healthcare Workers within the rural areas and the organization is responding to specific RFA at a time, which should be specific to the rural areas within the geographical location. The Organization should propose a sample size or area from which the data will be collected for the research.
