    Consultant: Country Profile Development and Gender-Responsive Analysis For HIV, TB, and Malaria Programs in Nigeria

    The Gender Equality Fund (GEF) is a three-year initiative of the Global Network of Young People Living with HIV (Y+ Global). It is funded by the Global Fund to Fight AIDS, Tuberculosis, and Malaria, GSK, and ViiV Healthcare. The GEF builds upon the existing model of the HER Voice Fund, which is being implemented across 13 countries in Africa.

    The GEF collaborates with women and girls in all their diverse and gender-diverse communities and their organisations. It aims to design, deliver, influence, and advocate for gender-transformative and gender-affirmative approaches to health. The overarching goal is to reduce HIV and TB incidences among Adolescent Girls and Young Women (AGYW) and contribute to the target of ending HIV and TB by 2030.

    The GEF initiative comes at a time when fragile progress on gender equality is under threat from a global pushback on gender equality and human rights, combined with shrinking civic space. The GEF works with communities to design, deliver, advocate for, and influence gender-transformative and gender-affirming approaches to health. It was created with guidance from communities and has a Steering Committee that includes community representatives to help guide priorities and programming.

    About the assignment

    The Gender Equality Fund has commissioned the development of a detailed country profile for Nigeria. This profile will gather data from various sources at both national and subnational levels. The consultancy will involve desk reviews and engagements with different stakeholders to collect data on HIV, Tuberculosis, and Malaria indicators in Nigeria. It will also map out HIV, SRHR, TB, and malaria programs in the country, identify gender-related barriers that affect AGYW in Nigeria, and analyse the policy environment.

    This consultancy is open to independent consultants or teams of consultants.

    Scope of work

    The consultant(s) will be responsible for the following tasks:

    • Develop a comprehensive work plan that includes outlining the methodology, processes, timelines, agreement on roles and responsibilities, and expected outcomes.
    • Conduct a systematic review of 4-5 key country documents to inform the literature review, including youth/AGYW national policies and strategic plans.
    • Develop a plan and brief interview and discussion guides for focus group discussions (FGD) and key informant interviews (KII) to promote participatory and interactive conversations.
    • Conduct a desk-based review of relevant literature and summarise key epidemiological/other data for Nigeria. Analyse data on HIV, Tuberculosis, and Malaria indicators to identify gender-related barriers that affect AGYW in Nigeria.
    • Conduct and document 6 FGDs with AGYW in their diversity and 6 KIIs with critical global and national stakeholders ( to be facilitated by in-country leads).
    • Analysis of key findings and recommendations, incorporating comments received from stakeholder engagements to determine key barriers and priorities for AGYW.
    • Develop a country profile for Nigeria based on the desk review\'s findings and stakeholder engagements, with identified themes and aspirations for AGYW in Nigeria.

    Expected deliverables

    • An approved work plan.
    • An approved plan for FGD and KII.
    • A desk review of literature and summaries of national policies and strategic plans.
    • A report from the FGDs and KII.
    • The final approved country profile for Nigeria.

    Qualifications

    The consultant(s) should have:

    • A Bachelor’s degree in public health, epidemiology, global health, international development or related sciences. A Masters degree in a related field will be an added advantage.
    • At least 3 years experience in conducting gender transformative research and analysis.
    • Strong knowledge about the intersectionality of gender and HIV, TB and Malaria, SRHR, GBV and the broader health affecting AGYW.
    • Contextual understanding and experience working with AGYW-led/serving organisations in Nigeria.
    • Demonstrable experience in working with and advocating for the diverse needs and priorities of adolescent girls and young women. The applicant must be sensitised and have respect for diversity and inclusion.
    • Excellent communication and stakeholder management skills.
    • Strong report writing skills.
    • Ability to work within multiple team settings in a multicultural environment and establish harmonious and effective relationships, including with global national-level stakeholders.

    Duration of consultancy

    This assignment will be carried out in October - November 2024. The total budget for the consultancy is at a daily rate of USD 200 per day for 15 days.
