    Communications, Knowledge Management & Stakeholder Management Consultant

    Reporting: Director / Secretary BHCPF
    Duration of Consultancy: The duration of this consultancy is for 12 months, with the possibility of extension.

    Background

    • The enactment of the National Health Act 2014 and establishment of the Basic Health Care Provision Fund (BHCPF) in Section 11 represents a watershed moment in Nigeria’s path toward providing equitable access to care for Nigerians, and Universal Health Coverage (UHC).
    • Its implementation is to be based on the Guideline which stipulates the governance, administrative, funding, and monitoring mechanism for the Fund.
    • The BHCPF represents a sustainable model for ensuring equity and financial risk protection for the nation’s vulnerable populations, by guaranteeing effective access to a Basic Minimum Package of Health Services, funded from not less than one percent of the Consolidated Revenue Fund (CRF), financial grants from local and international donors, partners, the private sector and philanthropic individuals.
    • The BHCPF is to be managed by a robust governance framework led by the Honourable Minister for Health at the federal level and Commissioners for Health at the state level who approve all proposals and reports at the respective levels.
    • The overall objective of the BHCPF is to ensure the provision of a Basic Minimum Package of Health Services (BMPHS) to all Nigerians and strengthen the Primary Health Care (PHC) system.
    • The Ministerial Oversight Committee (MOC) of the BHCPF functions as a national oversight group promoting robust collaboration amongst implementing agencies in the evolution and implementation of the BHCPF, reviewing annual work plans and budgets of federal and state implementing entities, as presented by implementing agencies, for endorsement.
    • Review updates on the flow of funds, performance management and verification of results, evaluate periodic program reports submitted by the implementing agencies, review performance of the implementing entities based on a clear set of agreed-upon Key Performance Indicators (KPIs) across the BHCPF program, and ensure that funds are disbursed, managed, and accounted for in a transparent manner and following the guideline.
    • The overall objective of the BHCPF is to: Ensure the provision of a Basic Minimum Package of Health Services (BMPHS) to all Nigerians and strengthen the Primary Health Care (PHC) system.
    • The BHCPF secretariat seeks the services of a Stakeholder Management and Coordination Consultant to provide technical support for the implementation of the fund.

    Rationale for the Role

    • The consultant will provide technical support to the development and implementation of a framework for engaging with stakeholders, coordinating their support for the BHCPF and improving advocacy for additional funding from them.
    • Stakeholder management is one of the challenges the secretariat is facing.

    Scope of Work

    • Improved coordination is pivotal to the success of the implementation of BHCPF therefore, the work will aim to address inherent challenges with coordination by promoting robust collaboration amongst implementing agencies, facilitating dialogue, collaboration and division of roles among stakeholders; avoid duplication and parallel processes; promote synergies in planning and implementation of BHCPF.

    Among other duties, the Stakeholder Management and Coordination Consultant will carry out the following tasks:

    • Design and support coordination structures
    • Map all stakeholders involved with BHCPF and develop a framework for effectively coordinating them including meetings,
    • Produce technical presentations/briefs, meeting reports and ensure consistent follow-up on action points
    • Drive effective engagement to understand stakeholders’ priorities and how the BHCPF can leverage them
    • Coordinate advocacy and consensus-building for technical support planning
    • Support resource mapping
    • Identify and analyze key bottlenecks that hamper proper coordination and implementation
    • Assess state actors’ capacity for stakeholder management and coordination
    • Develop and deploy capacity building strategies for stakeholder management and coordination

    Minimum Requirements, Qualifications, and Experience

    • University Degree in Social Sciences or other relevant fields.
    • Minimum of five years’ experience in strategic health coordination and stakeholder management
    • Extensive experience in strategic people management
    • Experience in stakeholder mapping and analysis, including dimensioning their interests and influences and developing clear strategies for engagement
    • Proficient in the use of Microsoft office tools and applications for creating presentations and infographics
    • Demonstrable experience in results-linked advocacy
    • Expert level skills in developing PowerPoint presentations,
    • Excellent oral communication and presentation skills
    • Extensive experience in conducting and facilitating trainings/workshops.
    • Cultural sensitivity.
