Scope of Work for engagement of Enumerators
Background of the program
The Community Initiatives Initiates to Promote Peace (CPP) program is a five-year Cooperative Agreement awarded to Mercy Corps by the United States Agency for International Development (USAID). The program has two overall objectives, which are to: ((1) empower communities to prevent and respond to violence and violent extremism by strengthening key skills and relationships, and (2) foster an enabling environment for peace through policy advocacy, media outreach, and linkages to development programs. Led by Mercy Corps, CIPP is implemented in partnership with Pastoral Resolve (PARE), Interfaith Mediation Centre (IMC), Savannah Centre for Diplomacy Democracy and Development (SCDDD) and African Radio Drama Association (ARDA).
Purpose of the Outcome Survey
Monitoring progress and evaluating results are key management functions in any performance-based management plan. For the CIPP consortium, performance monitoring is an on-going process that allows us to determine whether the program or activity is making progress towards its intended results, why or why not, and whether adjustments are required. Performance indicators, qualitative outcome monitoring, feedback mechanisms, and context monitoring will all play a critical role in planning and decision making as this program unfolds, allowing for the refinement and modification of program activities to maximize impact, while efficiently utilizing limited resources.
The purpose of the outcome survey is to collect information on existing conditions, as related to key indicators, provide information, which the CIPP project can monitor and assess its progress and effectiveness during implementation and after the activity is completed. Data collected and analyzed from the outcome survey will also provide the project team with a clearer picture of the level of conflict and other relevant information in target communities.
The survey will collect relevant data on conflict and other related activities in CIPP sites in Benue, Plateau, Kogi, Kaduna, Kano and Katsina states in order to measure the conflict situation. The information will be used to assess project progress and effectiveness and inform any necessary changes to the implementation of program activities; and to determine the degree to which changes related to key outcomes will be attributed to CIPP project interventions during implementation.

Indigenes and residents of Benue:(Agatu, Buruku, Guma, Makurdi), Kogi:(Yagba West, Lokoja, Dekina, Igala Mela), Plateau:(Bokkos, Riyom, Barkin Ladi, Bassa), Kaduna:(Kajuru, Kachia, Zaria, Kaduna North), Kano:(KMC, Nassarawa, Fagge, Dala), Katsina: (Katsina, Safana, Jibia and Batsari LGAs) are highly encouraged to apply.
