PURPOSE OF THE ASSIGNMENT
Technical support to NPHCDA is implemented through the Advocacy and Communications department; Bridging gaps in policy formulation/ review/ adaptation and in programming to reflect and inform strategic planning and implementation of high impact Advocacy and communication activities. Our support to NPHCDA is to implement behavior change communication activities that include high impact advocacy, structured community engagement, information management and coordination practices at National and sub-national levels. This is in alignment with NPHCDA’s strategic blueprint Pillar 2.4 and 2.6 to improve coverage of routine immunization and reduce zero-dose children; And, to re-establish trust in PHC system among citizens and communities respectively. \r\n\r\nM-RITE is seeking the services of two experienced trainers A lead/ National consultant and seasoned trainer with experience in adult learning practices and engagement of program managers within the health sector to serve as the senior training consultant. An advocate for RI/ PHC with training on and experience in usage/ implementation of basic advocacy concepts and frameworks as the support consultant\r\n\r\n\r\nObjectives\r\nThe objective of this consultancy is to support attainment of NPHCDA blueprint Pillar 1.4 through skilled, motivated and engaged workforce (Pillar 1.5); Strengthen NPHCDA capacity on public advocacy and accountability for RI/PHC; and catalyze standardization of Advocacy programming processes for RI/PHC at National and sub-national levels through the conduct of Capacity building training and workshop on SMART Advocacy and budget advocacy for program managers in the health sector at National and sub-national levels.\r\n
Workshop to develop strategic advocacy strategies/ workplans (at national and sub-national) to standardize advocacy programming and implementation with specific linkage to the traditional leaders’ committees (TLCs) in all the geographical regions, at National and sub-national levels.
DESCRIPTION OF THE ASSIGNMENT
The training workshop is to equip health program managers from the NPHCDA and SPHCDAs in Bayelsa, Edo, Imo, Jigawa and Lagos states with knowledge and skills in SMART and Budget advocacy. The three-day workshop will cover advocacy concepts, principles and processes. Participants will learn the basics and science of advocacy and how to identify, analyze, plan for and implement quick wins.\r\nThe consultancy shall be performed for the Government of Nigeria under the supervision of the National Primary Health Care Development Agency and M-RITE’ Senior SBC & Gender Advisor.
Scope of work
The training workshop will be hosted in a non-MRITE state and will require travel outside of project states. The lead consultant under the supervision of Senior Social Behavior Change & Gender Advisor and the project teams across the states will:\r\n1.Review for context, the NPHCDA Strategic blueprint (pillars and priorities). Design a three-day training schedule to cover SMART advocacy and Budget advocacy for MRITE concurrence..Present training plan, modules and slide decks to MRITE for concurrence and manage the team workplan, and division of responsibilities among team members. Conduct a virtual briefing with the NPHCDA on the proposed training agenda and expected outcomes..Lead the conduct of a three-day training workshop on SMART advocacy and budget advocacy. Review the output (SMART plans developed by participants) for concurrence..Submit an end of consultancy report for concurrence and final approval; Complete with insight into strategic next steps for future engagements with Government of Nigeria and the Traditional leaders Committees.

A total of 7 days equivalent time excluding travel is estimated for this consultancy in July of 2024. The workshop will require approximately three (3) days of capacity building; Based on a six-day work week delivered by a team of two consultants \r\nThe lead consultant will have two days for pre workshop planning and two days for post workshop (reporting and feedback) deliverables.
