    Branch Restoring Familiy Links (RFL) Focal Person, Yobe

    JOB PURPOSE

    • Under the supervision of the Branch Secretary and technical guidance of the Assistant Coordinator DM/RFL/Migration, the RFL Focal Point will be responsible for proper planning, implementation, follow up and evaluation of all Restoring Family Links (RFL) activities of the NRCS branch, in close collaboration with ICRC RFL delegate and Field Officers.

    JOB DUTIES AND RESPONSIBILITIES

    • Specific responsibilities
    • Strategic management of the RFL program
    • To ensure that; RFL activities are taken into account in the action plans at the branch level.
    • Assure communication and the liaison between the NRCS branch and ICRC local representation on all RFL files.
    • To effectively facilitate the integration and implementation of RFL into the Disaster Management mainstream response both at the branch and outreach levels.
    • To ensure that; at the branch level, RFL is integrated in the Emergency and First Aid Teams of the NRCS. 
    • Represent the NRCS, at the branch level, in cluster group meetings, workshops, conferences or seminars in relation to RFL in Nigeria.
    • Using the available reporting tools, report all RFL related activities to the branch management and
    • To ensure that, in close consultation with his or her hierarchy and with input from ICRC where necessary, RFL volunteers are competitively selected in conformity with pre-established criteria of suitability, availability and engagement.
    • To identify training needs of RFL volunteers at the branch and outreach levels and organize training modules and frequencies in order to strengthen their capacities through training and on the job coaching
    • To prepare and update frequently volunteers work plan and deployment schedule for camps, host communities and outreach offices in accordance with the level of RFL needs and share such schedules with ICRC RFL team
    • Through refresher trainings and in consultation with ICRC, ensure that RFL volunteers are equipped with the knowledge of National RFL procedures and guidelines in order to explain the scope of RFL services and the acceptance criteria.
    • To ensure effective and timely communication on RFL documents and statistics and reports between the camps/outreach offices and the branch to speed up the eventually transmission to ICRC office and to the NRCS Senior RFL FP.
    • To establish and maintain a regular briefing with ICRC RFL team through briefing/debriefing sessions, bilateral monthly meetings as a means of reinforcing the monitoring and evaluation of RFL activities and their implementation
    • To ensure volunteers work under favorable conditions by supporting a timely payment of their incentives and mobility (transport) costs and any required material or stationery.
    • To efficiently manage the RFL budget by making justifiable RFL activities/expenditures and making returns/receipts as soon as the activities are implemented. 
    • Operational management of RFL program
    • In collaboration with ICRC RFL Delegate, the RFL Focal Point’s operational role is:
    • To ensure that RFL volunteers provide adequate and timely services to persons separated from their families in accordance with the predefined criteria and procedures.
    • Promote dissemination practice on RFL activities to the affected population, the authorities and the local community leaders as well as other humanitarian actors
    • Jointly collection and compilation of narrative reports and weekly statistics of field activities and share with his or her hierarchy and ICRC.
    • Organize and conduct, jointly with ICRC or alone, monitoring and evaluation field missions to supervise the progress of RFL activities in the outreach program LGAs
    • To organize regularly briefing/debriefing sessions with volunteers to discuss RFL related cases, issues, challenges, new approaches or any relevant topic.
    • To conduct periodic evaluation and assessment of capacities needs of the RFL volunteers and propose intervention proposals to the hierarchy 
    • Safekeeping/Maintenance of all RFL working materials/equipment’s
    • Other Responsibilities
    • The RFL Focal Point can support other programs of the NS when needed based on the Branch Secretaries discretion with 80% regular time allocated to RFL activities.
    • The RFL Focal Point might be requested to work during the week-ends and holidays. He would be subsequently compensated for those extra work hours with additional days off. 
    • In addition to the above-mentioned tasks, the incumbent could be asked to perform other task not described on the current job description.         

    Requirements

    • Must possess a University Degree/HND
    • A minimum of 2years of experience in relevant areas
    • An active staff or volunteer of the Nigerian Red Cross Society for at least three years in the area of disaster management and/or restoring family links.
    • To know the organization and functioning of the Nigerian Red Cross Society in particular and the Red Cross and Red Crescent Movement in general.
    • To know the sociopolitical, security and humanitarian environment of Nigeria.
    • To have a sound understanding of English language/excellent self-expression in at least two Nigerian languages (preferably Hausa & Kanuri).
    • To have good computer skills: Word, Excel, Power Point and internet web-based searching.
    • To be dynamic and autonomous/capable of performing multiple tasks
    • To have excellent communication, interpersonal, advocacy and networking skills.
    • To have good listening capacity, analyze and summarize.
    • To have good leadership skills and the ability to work with and in a team.
    • To be capable of working under pressure/ in a multicultural environment with minimal supervision.
    • To have a very good sense of initiative and of organization.
    • To have the ability to represent the NRCS and the Movement towards authorities, humanitarian organizations, communities, beneficiaries etc.
    • Ability to act promptly and objectively in any given context
    • Ability to observe confidentiality and data protection principles

    DUTIES APPLICABLE TO ALL STAFF

    • Actively work towards the achievement of the NRCS goals
    • Abide by and work in accordance with the Red Cross Fundamental Principles and NRCS Statutes
    • Show capacity to assist other members of staff and management, aptitude for maintaining cooperation and team spirit necessary to achieve the objectives of the National Society
    • Perform any other work-related duties and responsibilities that may be assigned by Line Manager
