    Program Quality Director

    Position Summary:

    Reporting to the Country Director, the Program Quality Director will have a significant role in monitoring and guiding deliverables across projects.  The successful candidate will be responsible for the timely and effective implementation of selected projects in Nigeria through mentoring and oversight of individual Project Directors, ensuring that program activities reflect the best available evidence based on measurable outcomes.  The Program Quality Director will foster integration, synergy and cross-learning among multiple programs, and provide technical guidance and quality assurance in the development, adaptation and implementation of project activities. Specific responsibilities include: programmatic management; technical and team management; and oversight of programmatic, financial and M&E management and reporting.The Program Quality Director will be heavily involved in new business efforts including writing and reviewing proposals, and support the Country Director with interacting and representing the Pact West Africa office to the international development community, government, and other stakeholders in the region.

     Duration : 9 months with possibility of extension.

    Key Responsibilities

    • Technical and Management oversight of health projects-50%
    • Provide technical and management support to all Pact Nigeria projects, including through direct supervision Projects Directors.
    • Introduce quality assurance standards and guidelines for the design and implementation of interventions.
    • Conduct regular technical supervision and monitoring visits to project implantation sites, ascertain progress, identify delays and problems if any and recommend solutions
    • Support the Project Directors in coordinating the timely deployment of financial and human resources across all support departments for program success and attainment of desired results/indicators.
    • Regularly report on project status to the Country Director and Pact DC portfolio team
    • Develop synergies among all Pact programs, and ensure linkages between the Programs, MERL, Capacity Development, Grants, Operations, and Finance teams.
    • Monitoring and Evaluation 25%
    • Ensure that the monitoring systems meet the requirements of the donor and that performance results can be used for continuous improvement.
    • Strengthen staff capacity in qualitative and quantitative monitoring and evaluation tools through comprehensive staff training and coaching.
    • Provide support to all projects with its data management and development of tools and processes.
    • Establish and manage a database to track progress towards meeting project goals and objectives.
    • Adapt existing Pact Nigeria monitoring tools, as well as propose new ways of measuring change through the use of both quantitative and qualitative data collection tools, analysis of secondary data , and where appropriate, remote monitoring techniques.
    • Thought leadership, Coordination and New Business Development-25%
    • Actively participate within the Senior Management Team
    • Actively provide in-depth solutions to programmatic and technical issues.
    • Support the Country Director as requested with country-level and organization wide initiatives
    • Ensure strong cooperation and collaboration with partners, donors, government, and other key stakeholders as a base for building/maintaining/expanding a sustainable and technically sound country program. Participate actively in technical meeting and national working groups/task force
    • Coordination with appropriate external stakeholders in all aspects of project planning, monitoring and implementation
    • Contribute to proposal development efforts through drafting or reviewing proposal sections in cooperation with the Country Director and Opportunity Development Team
    • Perform other duties assigned.

    Basic Requirements

    • Master’s degree in public health, international development, or related field
    • Minimum of eight (8) years of relevant experience in providing technical leadership, managing and implementing development programs.
    • Excellent written and oral communication skills.
    • Experience developing and monitoring budgets.
    • Extensive knowledge of civil society/NGO sector and development challenges in Nigeria
    • Excellent computer skills experience with Excel, PowerPoint, and Word.
    • Ability to summarize, generalize and make predictions from large data sets.
    • Proven experience in supervising and mentoring managerial staff
    • Strong interpersonal, negotiating, conflict resolution and team-building skills
    • Demonstrated experienced in strategic planning and design of development projects

    Preferred Qualifications

    • Technical knowledge and expertise in one or more of the following areas: Governance, Livelihoods, Artisanal Mining, MNCH, HIV/AIDS prevention, HSS, Capacity development or  quality improvement of clinical services
    • Experience with statistical packages including: Epi-Info, Epi-Data, SPSS, Access, DHIS, SQL and any other statistical packages.
    • Experience managing large projects funded by USAID, DFID, the World Bank, or European Union.
