    HR Officer

    Description:

    The position is open to any experienced HR personnel that has worked or is presently working in an HR related role in a consulting firm or other organisation but has oversight job responsibility as a Training/Recruitment Officer.

    Primary Objectives of the Human Resources Officer:

    Business Development

    • To develop and sustain new business relationships.
    • To provide high quality training.
    • To develop high quality professional training courses and materials
    • To discuss any client training needs when necessary.
    • To approach clients and tailor specific customer training courses to fit their specific requirements and is evaluated appropriately.
    • To maintain effective communication with clients.

    Develop and execute recruiting plans:

    • Lead the creation of a recruiting and interviewing plan for each open position.
    • Identifies hiring need, develops the job description, recruitment plan, organizational chart and other recruitment related documents.
    • Posts recruitment on selected job boards and other online venues.
    • Finalizes the recruitment process efficiently and effectively on behalf of clients as well as processes final offer.
    • Notifies interviewees not selected.
    • Develop a database of qualified candidates in advance of need.
    • Utilize the internet to identify and source for candidates.
    • Improve the company website recruiting section to assist in recruiting.

    Coordinate and Implement Recruiting Initiatives

    • Attend career fairs for recruiting and company recognition.
    • Coordinate recruiting and training initiatives.
    • Give presentations at career fairs or other associations through networking.

    Administrative Duties and Record Keeping

    • Manage the use of recruiters and head-hunters.
    • Review applicants to evaluate if they meet the position requirements.
    • Conduct pre-screening interview.
    • Assist in performing reference and background checks for successful candidates.
    • Assist in writing and forwarding mails.
    • Assist in preparing and sending offer packages on behalf of clients.
    • Perform other special projects as assigned.
    • Required Knowledge, Skills, and Abilities:
    • Experience with recruiting and training tasks.
    • Proven candidate sourcing and relationship building skills.
    • Excellent computer skills.
    • Effective oral and written communication skills.
    • General knowledge of various employment laws and practices.
    • Excellent interpersonal and training skills.
    • Ability to work independently with minimal supervision.
    • Skills in database management and record keeping.
    • Ability to maintain the highly confidential nature of human resources work.
    • Excellent organizational skills.
    • Must be able to identify and resolve problems in a timely manner.

    Education and Experience:

    • A bachelor’s degree is required.
    • Two years of human resources experience required; two to three years of human resources corporate recruiting/training experience preferred.
    • Professional in Human Resources certification or working towards certification preferred.
