    Public Health Promotion Team Leader (National position)

    Location: Borno - Gwoza and Mubi
    Department: Humanitarian
    Job Family: Programme Technical
    Reports To: International PHE TL
    Staff reporting to this post: PHE officers and assistants
    Band: C2 National
    Duration: Six (6) Months with possibility of extension.

    Job Purpose

    • To enable Oxfam quickly respond to the Public Health Promotion needs of the conflict affected communities in the North East of Nigeria. The work involves in the immediate stage; assessment of the situation and the implementation of public health measures required to alleviate the plight of the people affected by the emergency in Nigeria.

    Team Purpose

    • To protect public health of IDP’s and host communities in Borno, Adamawa, Gombe and Yobe States in North East Nigeria through delivery of an integrated WASH response.

    Dimensions

    • Work pattern requires significant planning input but requires a high degree of flexibility.
    • Required to make sound judgments regularly within agreed processes using management and technical knowledge, a good understanding of the team and the facilities of the team.
    • Communication with internal staff and coordination with external contacts / target audiences to support and plan operational work.
    • Analysis and internal communication of the locally relevant context to inform appropriate planning
    • Analysis and communication of the wider context
    • Problem solving activities using professional or technical knowledge
    • Makes complex technical information accessible and useable by non-specialists
    • Develop a shared analysis of local issues, contacts and key players
    • Impact and influence within the team and Oxfam allocated camps/host communities, but also monitor trends in returnee settlements and foster strong external relations with other agencies responding in target areas
    • Supervising resources within defined boundaries or a specialist area, which may include people, assets and/or budgets.

    Key Responsibilities

    • Ensure the quality of programme work
    • Carry-on ongoing assessments and propose adequate and adapted program to context/population needs.
    • Ability to contribute to proposals/reporting (sitrep)/lessons learned
    • Update monthly and weekly activity planning in collaboration with EFSVL/Protection and Log/HR/Fin.
    • Knowledge required includes broad understanding of and their relevance to own specialism.
    • Short, medium and long term planning is required in the context of changing priorities and
    • contributes to humanitarian response strategy.

    Skills and Competences
    The post holder may be required to do some or all of the following, depending on the context:


    General:
    • To manage or support PHP activities in the areas where Oxfam is responding
    • To directly manage PHP staff which are in the same geographical area in the field office
    • To assist in programme design and to provide technical support to write proposals for short term.
    • To ensure that all Oxfam’s work is to a suitable standard as laid out in the Oxfam minimum requirements document.
    • To ensure there is regular communication between the PHE and PHP teams but also Protection and EFSVL Team at each sub office where information can be transferred and shared between the different projects.
    • Work in close collaboration with Gender and MEAL team Support for Public Health initiatives in Oxfam’s Humanitarian response programmes
    • As part of a multi disciplinary team, carry out rapid and ongoing assessments of the public health risks faced by communities affected by emergencies. Make recommendations for response interventions which are consistent with Oxfam’s policies and guidelines.
    • Identify and assess the current resources and capacity of national teams and counterparts, humanitarian agencies and government authorities to respond to the public health needs arising from the emergency. Identify any unmet needs likely to present risks to the health of the affected population.
    • Lead and task manage a team of national public health promoters to implement and monitor appropriate health promotion interventions in emergency contexts.
    • Implement health promotion initiatives appropriate to the context. This will involve working in close collaboration with engineering colleagues to ensure that technical and social aspects of WASH programming are closely integrated and with EFSVL and Protection colleagues to maximise the potential for cohesive programming for protection crisis - undernutrition response and cholera outbreak.
    • Engage with women and men in the affected population in the assessment, planning, implementation and monitoring of public health activities and play a key role in ensuring that communities are informed and consulted about Oxfam’s work and have opportunities to give their views on, and influence programme activities.
    • Contribute towards planning and proposal writing in order to provide clear objectives and establish indicators for monitoring and evaluating the programme including indicators relating to participation and gender.
    • Plan weekly and monthly activity and ensure closely communication and collaboration with support department as logistic, finance and HR.
    Programme learning and reporting:
    • Write regular reports adhering to Oxfam reporting formats at intervals to be decided by the line manager.
    • Document meeting minutes for any internal and external coordinaition meetings, or agreements with other stakholders.
    • Contribute to donor reporting, budgeting and new proposals when required
    Coordination and representation:
    • Act, on occasion and as acting , coordinating public health activities within Oxfam and with external agencies. Share good practice examples from Oxfam PH programmes at interagency coordination meetings and TWIG
    • Represent Oxfam to other agencies and authorities, including the WASH Sector where this is operating, and if requested provide briefings to other Oxfam departments (Media, Advocacy and Policiy) teams in agreement with the local manager.
    • Contributing to programme quality standards
    • Ensure that work aims to meet Sphere Standards and adheres to Oxfam’s emergency guidelines and protocols.
    • Ensure that all work is carried out in a way that is sensitive to community needs and promotes the full and equal participation of women.
    • Contribute to programme reviews and evaluations where appropriate
    Essential
    • A suitable mix of qualification and experience in any discipline relating to Public Health Promotion or Social Science. Experience could substitute for a formal qualification, but not vice versa.
    • At least 2 years experience of working with local partners and an understanding of community-based and gender-sensitive approaches to water sanitation and hygiene behaviour change work in emergency relief or development programmes
    • Must have a good understanding of the public health needs of poor rural and urban communities and of appropriate ways of tackling them. The post holder must be aware of and sensitive to the particular needs of women in this context.
    • Ability to lead a team under rapidly changing circumstances, heavy workload, and wideranging roles and responsibilities and work closely with support team (logistic, finance, HR)
    • Ability to work in the field in potentially contentious situations with local community leaders and partners and draw on local knowledge.
    • Proven analytical, organisation and planning skills, as well as the ability to take initiative and identify priority areas for work.
    • Ability to prioritize and commitment to meet deadlines
    • Have the capacity to come up with innovative ideas.
    • Ability to work in the field in potentially contentious situations with local community leaders and partners and draw on local knowledge.
    • The post holder should be at ease in working with local people. Well developed interpersonal, team skills and proven ability to be flexible in demanding situations, rapid changing circumstances and wide-ranging roles and responsibilities.
    • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
    • Knowledge of assessment and reporting methods. Ability to manage time effectively.
    • Good spoken and written English essential. Speaks local language.
    • Computer knowledge and skills of using Microsoft word, power point and excel.
    • Knowledge of different working standards/qualities including sphere.
    • Commitment to humanitarian principles and action, and to Oxfam’s equal opportunity and gender policies.
