    National Information Management Officer

    Purpose and responsibilities:

    The incumbent will support the humanitarian sector and lead the development and implementation of the sector’s Information Management strategy in close coordination with UN-OCHA and sector partners. This includes design, collation, tracking and analysis of the sector’s response in Northeastern Nigeria. The incumbent will also serve as the focal point for all relevant and information related to the Sector’s response, the Information Management Working Group (IMWG), the sector partners response information, the sector response monitoring and reporting, and the strengthening the Information Management capacity of government counterparts.

    Specific duties:

    Under the direct supervision of the Sector Co-ordinator/ iMMAP Senior Information Management Officer, the incumbent will provide IM services and support in the areas of assessments, data collection, analysis, reporting, information dissemination and training as detailed below:

    • Establish, collect information for and maintain Who does What Where When and for Whom (5W) database and derivative products, such as maps and infographics
    • Liaise with OCHA and IM Focal Points in other sectors – share information as appropriate and identify and gather information from other sectors, which can inform sector response
    • Create, manage and maintain contact directories and mailing lists of sector partners;
    • Maintain an inventory of relevant common Sector / Sector data sets, including population data disaggregated by age and sex. Update the Humanitarian Data Exchange with sector’s publicly cleared spatial and tabular data;
    • Identify secondary data and information resources as needed;
    • Based on collected data, conduct needs and gap identification for the sector; facilitating and agreeing on benchmarks to enable prioritisation within the sector;
    • Prepare regular Newsletters, sector updates, maps and visual products to inform audiences on sector-related situation, response and gaps in Northeastern Nigeria;
    • Maintain and update the sector website for Nigeria; ensuring Sector leads, Government partners and international and national NGOs feed relevant information on a regular basis;
    • Disseminate information, including through e-mail updates, bulletins, etc.,
    • Provide support and coaching to sector staff on Information Management practices to improve their capacity in reporting, analyzing and using of information;
    • Provide inputs for various situation reports and information inquiries as needed
    • Any other tasks that may be required (within reason) to achieve the objective of this assignment.

    Professional Competencies:

    A- Professional Qualifications and Experience:

    • University degree in information management, GIS, computer science, statistics or related field;
    • Minimum of 5 years’ experience in information management related field preferably in humanitarian context;
    • Willingness and ability to work in difficult environments, in often stressful situations;
    • Fluent English;
    • Cultural and Gender awareness and sensitivity

    B- Essential Technical Skills

    • Strong knowledge of computer programmes such as Publisher, Illustrator, Excel or MS Access or other databases.
    • Ability to present information in understandable tables, charts and graphs;
    • Knowledge of Illustrator or other graphics design/ visualization software;
    • Knowledge of ArcGIS or other mapping software;
    • Ability to maintain and manage website content for the Sector;
    • Data storage and file management knowledge and expertise;
    • Assessment, survey, monitoring, evaluation and IM systems expertise;
    • Communications and technical writing using both graphic and narrative presentations;
    • Knowledge of Visual Basic/macros a plus;

    C- Behavioral Competencies

    • Ability to understand and adapt to complex and dynamic situations;
    • Ability to work under pressure;
    • Takes initiatives, manage own use of time and is self-motivating;
    • Proven ability to work in teams;
    • Cultural and Gender awareness and sensitivity.
